CASE MANAGEMENT SERVICES
Pennsylvania Drug and Alcohol Single County Authorities (SCA)
The Pennsylvania Department of Health, Bureau of Drug and Alcohol Programs (BDAP) defines
case management as:
A collaborative process between the client and the case manager that facilitates the access
to available resources and retention in treatment and support services, while simultaneously
educating the client in the skills necessary to achieve and maintain self-sufficiency and
recovery from substance use/abuse disorders.
Case management stresses comprehensive screening and assessment, service planning and resource
coordination to address multiple aspects of a client’s life. Comprehensive substance abuse
treatment often requires that a client move between levels of care (LOC) or systems. Case
management facilitates such movement and when fully implemented, will enhance the scope of
addictions treatment as well as the continuum of recovery.
The two primary goals of case management are:
(1) to increase client retention in and completion of treatment in order to move clients toward
recovery and self-sufficiency; and,
(2) to increase client access to core services such as primary health care, psychiatric care, stable
and secure living environment, positive support networks, vocational training, and
employment.
In order to receive state and federal treatment and prevention funding, counties are required to
designate SCAs to be responsible for program planning and the administration of federal and state-
funded grants and contracts. BDAP oversees a network of SCAs that perform central planning,
management, and monitoring duties. Four types of administrative structures exist: the Planning
Council, the Executive Commission (Public), the Executive Commission (Private), and the
Independent Commission as follows:
(1) Planning Council Option - The County establishes a Drug and Alcohol Planning Council.
This Council shall function as an advisory body, and together with the full-time SCA
Administrator, is responsible for planning, coordinating and administering funds for drug
and alcohol services. The Council shall be independent from the Mental Health and Mental
Retardation (MH/MR) Board. Under this option, the SCA is a branch of County
government; the full-time SCA Administrator and staff are County employees working
under the MH/MR Administrator;
(2) Executive Commission (Public) Option -The County establishes a new department within
County government. This Commission shall function as an advisory body, and together with
the full-time SCA Administrator, is responsible for planning, coordinating and administering

funds for drug and alcohol services. The SCA is a branch of County government; the full-
time SCA Administrator and staff are employees of the County;
(3) Executive Commission (Private) Option - The County establishes an Executive Commission
which shall be a non-profit corporation organized in accordance with the Pennsylvania
Non- et seq. The County contracts with this
Commission, which shall function as the governing body and have the responsibility for
planning, coordinating and administering funds for drug and alcohol services. The full-time
SCA Administrator and staff are employees of the Commission; and,
(4) Independent Commission - If the County fails to establish a Planning Council or Executive
Commission or fails to comply with these requirements, DOH reserves the right to establish
a qualified agency to fulfill all obligations of an SCA. If this situation should occur, then the
duties, responsibilities and powers ascribed and delegated to the County shall be transferred
to the qualified agency's Board of Directors. The Commission shall function as the
governing body and have the responsibility for planning, coordinating and administering
funds for drug and alcohol services. The full-time SCA Administrator and staff are
employees of the Commission.
The Directory of Case Management Services is provided by the BDAP to assist referral agencies,
treatment providers and individuals in locating case management units throughout the
Commonwealth of Pennsylvania.
