This spreadsheet provides metadata documentation for the BSAI Crab Economic Data Report (EDR) database. The database is a panel,
with time series collected from vessels and processing plants participating in the BSAI Crab fishery, during the years 1998, 2001, 2004,
and annually in subsequent years. These data represent a census of all participants in the fishery for these years. The dataset has four
components corresponding to the separate sectors of the crab fishery: 1) catcher vessels, 2) catcher/processor vessels, 3) stationary
floating processing plants, and 4) shoreside processing plants. Annual data submission forms for each sector solicit data on vessel and
plant activity and financial management, including detailed tables of input costs and quantities, production and earnings, labor
compensation and crew participation, and vessel and plant operations. These data elements are described in detail on the separate
worksheets of this document.
The data collection program is managed by NOAA Fisheries, Alaska Fisheries Science Center, Economics and Social Science Research
Program (AFSC/ESSRP). The data collection and relational database is administered under contract by a third-party data collection agent,
Pacific States Marine Fisheries Commission (PSMFC), and the Alaska Fisheries Information Network (AKFIN; a division of PSMFC).

Metadata Organization
The worksheets in this document provide metadata information on each variable in the EDR database. The database is structured as a
relational model, with separate tables containing information organized according to the stratification structure of the data collection. The
base unit of observation in the database is the vessel or plant, and each EDR record representing a vessel or plant is referenced by the
variable booklet_id (primary key). Most data fields are reported at the vessel/plant level. Other fields are stratified by fishery and/or
location, and are referenced by the primary keys fishery_code and location_code , respectively.
Metadata fields included in the document are the following:

Each data element identified in the EDR database is coded in the metadata
according to the three-letter classification, with separate classification for
the 1998-2004 historical data and the 2005 and later data. This
classification is intended to provide both data users and readers and users
of analyses based on these data with a simplified means of navigating the
complex structural and data quality information reported in the EDR
metadata. Variables that were not collected in either the historical or post-
rationalization (98-04 or 2005-) EDR forms, i.e., were either dropped from
or introduced to the EDR after the historical data collection, are coded
N/C.The criteria for classifying each data element are the following:
Category A : These data elements have been determined to exhibit
minimal known data quality limitations. Users of these data are strongly
cautioned to carefully review the metadata to understand the structure of
these data before performing analysis; however, these data are reported in
data quality classification the EDR database accurately and are consistent with the variable
descriptions included in the EDR forms and detailed in the metadata.
Category B : These data elements are characterized by significant data
quality limitations and require careful understanding of the data quality
documentation in order to ensure their appropriate use and interpretation.
These elements are reliable for use in economic analysis of the crab
fisheries, provided adjustments to analytical methods or interpretation are
undertaken to overcome the noted data quality concerns. Where possible,
the metadata specifies the nature of the adjustment that can or should be
utilized.
Category C : These data elements are not reliable for analysis of the
economic performance of the crab fisheries. A substantial portion of the
data collected is known to contain significant error, which cannot be
identified or estimated.

Reports metadata for crew participation, residence, and compensation details.

Vessel certification data. These data are not identified by booklet_id and are not associated with the rest of the records for the EDRs in
the EDR database, except as visible to PSMFC database administrators. NOAA Fisheries and other authorized data users are not
permitted access to personal or business identifying information in association with complete EDR records.

Because positive and negative errors tend to cancel out in the calculation
of mean(%error), abs(%error) is reported to provide an indicator of total

observations for a given EDR value (N).

General Data Quality Issues
In addition to ratings and interpretive notes specific to individual data elements, a number of data quality issues that apply to larger groups
of data elements have been identified and are important for data users to recognize and address if using the affected data elements.
These include the following:
Multi-year production and sales data elements: The EDR program collects data on an annual, calendar year basis. This is consistent
with other annual monitoring programs in state and federally regulated fisheries; however, this is in contrast to the management and
execution of the crab fishery, which is conducted on a July-June annual schedule. In most regards, this does not raise serious data quality
concerns for the harvest sector. Although there is potential for late post-season settlements to still be pending from quota lease, crab
sales and/or labor contracts for the previous calendar year at the time of the EDR submission deadline in late June, there is no evidence
that it has significantly affected accurate reporting in the EDR data. Of greater concern are data elements collected in the crab processing
(including catcher processor) sector that, in many instances, reflect a multi-year process of receiving raw crab, processing (sometimes in
multiple stages), inventory, and first wholesale disposal of finished products. The EDR process captures these activities and associated
material use, costs, and revenues on a discrete, calendar year annual basis, despite the reality that the income and material flow is a
highly continuous process and breaking the data into discrete annual figures is somewhat artificial. In particular, due to varying lengths of
storage periods for crab product inventory, processing data and final sales data generally do not reflect the same initial raw crab inputs.
That is, while some volume of crab product is sold at first wholesale in the same calendar year in which it is landed, sales data reported in
the EDR can reflect sales of crab from inventory that was initially processed prior to the year for which the EDR is filed, as well as some
fraction of the crab landed and processed in the reporting year. As such, processing and sales data reported in the processing sector
EDRs are not expected to correspond. Additional detail on data quality and interpretation for data elements that are particularly affected by
Pro rata methods: Most data metadata and summarized below. It is important for analysts and users of published results from these data

reported separately for individual crab fisheries. A set of data elements for costs that are incurred for the vessel or plant on an annual
basis rather than on an incremental basis for individual fisheries are also reported. While this structure assumes that there is clear
differentiation between crab-only costs and annual vessel/plant costs, submitter feedback indicates that in many cases, material usage
and associated costs cannot practically be monitored at the level of detail necessary to differentiate between costs and inputs used in the
crab fisheries and those associated with other fisheries without substantially increasing the reporting burden placed on EDR submitters. In
general, submitters employ a variety of pro rata methods to estimate the amount of material use and cost associated with individual
fisheries where internal records do not permit more direct association and reporting. The EDR forms do not effectively control for when pro
rata estimation or direct reporting occur or for different pro rata methods that are employed by the submitter.
Data are collected in the EDR forms to permit the construction of indices for prorating data elements that are reported as annual values for
various purposes. Each EDR record includes values for total days operating in all fishery-related activity, total annual harvest and/or
product sales volume and revenue, and total labor costs, which, combined with similar data reported for crab fisheries, identify pro rata
indices based on days operating, landings and product volume and value, and labor cost. While it is not appropriate in the database
documentation to prescribe a particular pro rating method for individual variables, it is recommended that analysts perform sensitivity
analyses using different methods to determine the effect of different assumptions on analytical results.
Bering Sea Tanner crab fishery: The Bering Sea Tanner crab fishery was not opened in any of the pre-rationalization years for which
reference data were collected in the historical crab EDR, and data from this fishery have been collected only for 2005 and subsequent
years. Feedback from submitters indicates that the small number of vessels operating in this fishery have generally co-targeted the
species with the Bering Sea snow crab fishery, with Tanner crab being a secondary target. This makes differentiation between these
fisheries in reporting fishery-specific data in the EDR particularly difficult, and it is unclear whether harvest activity and labor- and material-
input and cost data reported specific to the Tanner crab fishery is concurrent or differentiated from data reported for the snow crab fishery.
As such, the Tanner crab fishery data should be used only for limited purposes, and any analysis using these data should present a
description of methods for addressing these data quality limitations. Use of data reported for the snow crab fishery by vessels with large
landings in the Tanner crab fishery should be carefully examined to determine whether these data can be assumed to reflect the snow
crab fishery exclusively. Rules passed by the Alaska Board of Fisheries in 2008 prohibit co-targeting these species starting in the
2008/2009 fishery. This will improve the ability of submitters to distinguish values for this fishery from other crab fisheries, subject to
Non-processing crab IPQ holders: Due to the statement of conditions requiring EDR submission by crab processing firms contained in
50 CFR 680.6(f) and (h), processors who hold IPQ and purchase crab but do not process any crab in their own plant in a given year (i.e.,
processors who contract for custom processing of all their IPQ) are currently exempt from EDR requirements. As such, the EDR data
does not represent a full census data collection for the processing sector, and aggregating data across processors in a given fishery will
not produce figures that represent the full value for such measures within the processing sector. Data analysts who present results based
upon these data must make clear that the results represent only the component of the processing sector that physically processed crab in
a given year.

purchase. In many cases, location of purchase is unknown by the person completing the EDR form and available documentation is limited
to invoice billing address for some costs. Reporting of location of purchase based on this and other types of source documentation likely
undercounts amount of sales in Alaska locations that are billed from a separate billing office. This effect is more pronounced for
processing plants with complex service and materials sourcing; location of purchase information for harvest vessels is generally accurate
as reported.

variation in insurance costs across
vessels/plants or over time. Numerous sources
of variation in the methods of reporting these
data elements, terms of insurance contracts, and
methods of insurance procurement are likely to
confound and may overwhelm any variation
associated with changes in insurance costs due
to rationalization or further changes in the crab
fishery.
Crab-only and annual insurance premium costs

This code is used to separate the common property
commercial catch from a variety of specialty fisheries.
Examples of specialty fisheries are test fisheries,
educational fisheries, hatchery controlled fisheries, and
derbies. The fish ticket editor determines the proper
adfg_i_harvest_code harvest code. The use of harvest codes on fish tickets
originated in 1989. More recently, the use of harvest
codes has expanded to include identification of
confiscated or forfeited harvest (overages) and
management authority (state or federal).
adfg_i_mgt_area_code Fish and Game Management Areas

ADFG codes of a group of similar fish or shellfish that
can freely interbreed. When recording the species on
an ADFG fish ticket, the specific species code must be
indicated, as it is very important for management
purposes. Group codes, such as shallow or deep-water
adfg_i_species_code flatfish, general flounder or unspecified rockfish, may
not be utilized. All species, including landed harvest,
discards at sea and at the dock, personal use, and
retained bait, must be specifically identified and
recorded on the fish ticket.

The five or six-digit ADFG statistical code denoting a
specific area of catch. Statistical areas are unique to
the fishery “type”. For example, there are unique
statistical areas for salmon, herring, and
shellfish/groundfish harvests. Also referred to as
adfg_i_stat_area „statarea‟. Salmon and herring fisheries utilize a five-
digit statarea number, which represents the district and
subdistrict area of harvest. Groundfish and shellfish
(except Southeast Alaska) utilize a six-digit statarea
number loosely based on latitude and longitude.
adfg_i_whole_pounds
Contains ADFG statistical area as indicated on the fish
ticket or a CFEC corrected ADFG statistical area.
Currently, corrections only occur for some ticket items
from the shellfish database (CFEC_DATABASE_CODE
= 'I') and appear to correct a trailing zero into a leading
zero (e.g., 252590 corrected to 025259 ). Ideally, this
field would contain ADFG statistical area information
provided by IPHC for halibut harvest, but due to timing
issues in the gross earnings process, this field contains
cfec_stat_area IPHC statistical areas for halibut harvest from the halibut
database (CFEC_DATABASE_CODE = 'B'). The IPHC
statistical areas are available for all halibut observations
from IPHC (CFEC_DATABASE_CODE = 'B') from 1975
through 2004. The IPHC statistical area is only
available for 2005 and onward if an ADFG statistical
area is not provided on the fish ticket.
A species code assignment based on grouped ADFG
species codes (ADFG_I_SPECIES_CODE). 'A' is
abalone, 'B' is halibut, 'C' is sablefish, 'D' is Dungeness
crab, 'E' is hair crab, 'F' is fresh water fish, 'G' is sac roe
herring, 'H' is herring, bait herring, and food herring, 'I' is
lingcod, 'J' is geoduck, 'K' is king crab, 'L' is herring roe
or herring roe on kelp or other substrate, 'M' is
groundfish, 'N' is snail, 'O' is octopus or squid, 'P' is
shrimp, 'Q' is sea cucumber, 'R' is clam (except
cfec_species_code
geoduck), 'S' is salmon, 'T' is Tanner cab, 'U' is sea
urchin, 'W' is scallops, 'Y' is Southeast Alaska demersal
shelf rockfish, and 'Z' are miscellaneous marine
invertebrates. Please note that the CFEC species codes
of 'G' and 'L' may no longer be found in all years since

harvest occurred and the CFEC species code
harvested. This field is also referred to as the 'Gross
Earnings Area' by some CFEC staff. 'A' is Southeast,
'D' is Yakutat, 'E' is Prince William Sound, 'F' is Atka, 'H'
is Cook Inlet, 'K' is Kodiak, 'L' is Chignik, 'M' is
Peninsula/Aleutians, 'N' is Nelson Island, 'O' is Dutch
Harbor, 'P' is Upper Yukon, 'Q' is Bering Sea, 'R' is
Adak, 'S' is Security Cove, 'T' is Bristol Bay, 'U' is

However, the user should not rely on these area
assignments today, except for cursory looks at the data.
The price per pound assigned during the CFEC Gross
Earnings process. The Gross Earnings process tries to
assign a price to each fish ticket item based on the year,

commercial or non-commercial catch by CFEC. 'C'
indicates commercial catch and 'N' indicates non-
commercial catch. A commercial classification is
applied to harvests from a commercial permit fishery
cfec_landing_status only. Deadloss, discards, and "special" catch like derby,
hatchery, test fishing, confiscated, educational, and
forfeited harvest are flagged as non-commercial. Note
that product from this "special" catch may be sold but it
is still flagged as non-commercial for this field.
Usually equal to whole pounds
(ADFG_I_WHOLE_POUNDS). Ancillary products
(designated with ADFG_I_ANCILLARY_PRIMARY or
delivery codes (ADFG_I_DELIVERY_CODE) of '14',
'15', '16', '17', '18', '19', '34', '35', '39') are assigned
cfec_whole_pounds whole pounds of zero so round pounds are not double
counted for primary and ancillary products from the
same fish. If the item is a primary product (designated

The validation audits performed by Alrich, Kilbride and Tattone, LLC classified data submitted in EDRs according to the quality of documented records or
estimation methods used to support the value entered by respondents. The original audit reports distinguished eight classes of support. For purposes of
identifying data of known quality, AKT was asked to reclassify audited data according to the three-point system listed below. Data classified as support
available or unsupported/reasonable are considered to be data of known quality. Data classified as no basis or unsupported/unreasonable are considered to
be data of unknown quality. Note that the latter classification does not indicate that the associated data is inaccurate, but rather that the auditors found
insufficient information to assess the accuracy of the submitted data. In some cases, particularly for the historical data, this was due to failure of EDR
submitters to fully comply with the record request made by auditors.
