Toorale deal won't help lower lakes: Wong .Federal Water Minister Penny Wong says the

Government's latest water purchase is unlikely to provide immediate relief for the lower

lakes of the Murray River. The Federal Government joined with the New South Wales

Government to purchase the 91,000-hectare Toorale Station near Bourke for almost $24

million last night. She says the benefits will be felt in the immediate area rather than

downstream. Senator Wong says the 20 billion litres attached to the farm will be returned to the

Darling River. "In other words, this demonstrates the difficulties we face in the

Murray-Darling Basin. "Purchases upstream will in these current dry conditions find it

difficult to make their way in substantial amounts to the lower lakes," she said. The deal

is part of the Commonwealth's water buyback scheme and is expected to return around

20 billion litres of water a year to the Darling River." NSW Deputy Premier Carmel

Tebbutt says Toorale holds the entitlements to extract 14 billion litres of water and has

the rights to harvest water from the flood plains. "I think it is an anti-rural or anti-rural

Australia act to buy some of the best, most productive country in western NSW, and simply turn it

into a park," he said. - 'Anti-rural' - But Opposition water security spokesman John

Cobb says the end of farming on the station will be devastating for the Bourke region.

[The move is] taking out of production some of the most productive land in western NSW.

"That is simply a sop to the NSW Green movement and the NSW Government who are on

a land grab, always have been. Toorale Station not only has significant water

allocations, it is also a big local employer." And some residents around Bourke are

to locals. Bourke councillor, grazier and truck driver Andrew Lewis is about to lose work

through the deal and says the joint government purchase of the station will hit his

neighbours hard. "It'll affect a lot of people, affect the community. Even myself, I'm at

the moment doing a job carting their corn over to Gunnedah," he said."

Varanus Island gas explosion remains a mystery .The cause of the Varanus Island gas explosion

remains a mystery with Apache Energy refusing to reveal any details of their

investigation into the incident which shut down a third of WA's gas supply. After two

months the company has resumed partial production but will not say which industrial

customers will be the first to receive the additonal supply. Homeowners were also urged

to cut down their energy use. The explosion at Varanus Island on June the third caused

widespread havoc in WA, leaving hundreds of businesses with reduced energy.

However, the Chief Executive Officer of Apache Energy, Tim Wall will not say what

sparked the explosion. The gas is now flowing again and the company says about 240 of

the 350 gigajoules available from the gas plant will be back in the system next week. "I

think that would be premature. "I would not even guess, he said." he said."

"Speculation is really not good in a situation like this, we really need to let the experts

tell us what happened. The Premier Alan Carpenter says the energy crisis is now over.

The WA Government has called for an investigation into the security of WA's gas

network.

Pensions high on agenda at Mackay Cabinet forum .Prime Minister Kevin Rudd and members of his

Cabinet have travelled to Mackay in Queensland today to hear from locals as part of the

topics including climate change and interest rates, but the one issue that got the loudest

applause was a question about pensioner support. "One of the critical things we intend

to do is look at the base rate of the pension and the adequacy of the pension," she said.

Families Minister Jenny Macklin said the Government was aware of the challenges of

being able to survive on the base-rate pension. "Under the Howard government, there

wasn't a housing minister, there was no housing policy, we've actually changed that," he

said. Mr Rudd told the gathering his government is serious about helping those Australians who are

struggling in the current economic climate. There were around 30 protesters from the

Construction Forestry Mining and Energy Union opposed to the Government's use of

Workchoices measures in negotiations, but Mr Rudd avoided them by entering the

meeting via a back door. Mr Rudd did not come to the region armed with promises of

more funding or new projects, but that did not seem to worry the 400-strong crowd who

turned out for the meeting in Mackay. "I think it's fantastic that the Federal Government

tent, Tonia Marquardt almost forgets that she is in the heart of suburban Sydney and not

a refugee camp on the plains of Liberia. Throughout 2002 and 2003 the Medecins Sans

Frontieres doctor spent 12 months working in camps in the war-ravaged African country,

and the experience is clearly etched in her mind. "It's a shock sometimes to walk out of

the camp here and see people in suits eating sandwiches. "You almost expect to see the

beds in the hospital tent full of people," she said yesterday. Over the past five days

almost 1000 people have taken tours, or just had a lunchtime wander through the camp,

which has been created with the same temporary shelters and facilities used in refugee

camps across the world." Dr Marquardt is one of a dozen Medecins Sans Frontieres field

workers leading tours through a mock refugee camp that has been set up in Sydney

Olympic Park in an effort to raise awareness of the refugee experience. "If you ever see

an adult suffering from severe dehydration as a result of cholera, you'll see how

devastating relatively simple diseases can be," Dr Marquardt said. Visitors are taken

through the different aspects of the refugee camp experience, from construction, the

allocation of scarce food and water resources and hygiene, to the medical conditions

experienced by Medecins Sans Frontieres staff. It was certainly a baptism of fire. "The

first day I arrived in Liberia we had a group of men come in with cholera and we had to

quickly set up treatment for them. "It makes a huge difference to people to actually see

what it's like," Dr Marquardt said." Those visiting the camp have very different

reactions, the field officers say - from shock at the rough nature of the accommodation

and horror at the cramped medical treatment areas, to amazement at the ability of the

workers to do so much with so little. It's a completely different world. "You can only get

so much of an idea from reading about a camp or watching it on television. Free guided

tours last 45 minutes, with less-structured visits welcome during lunch hours. The camp

Fielding under fire for car tax shutdown .Greens Leader Bob Brown has accused Family First Senator

Steve Fielding of inexperience for killing off the luxury car tax bill before it could be

further debated. Senator Fielding sided with the Opposition this morning to oppose the

bill, which would have raised taxes on cars over $57,000 from 25 per cent to 33 per cent.

But after talks with the Government he did not put up any amendments and instead

voted against the bill before it could be further debated at the second reading committee

stage. Yesterday Senator Fielding had called for changes to be made to the bill because

he thought it was unfair on the tourism industry and farmers. Senator Brown says

Senator Fielding should have sought further debate. The defeat of the bill will pull more

than $500 million from the Budget surplus. "To be an all or nothing situation as he did -

that is to not complete negotiations or give time for negotiations to be completed with

the Government in this case - showed inexperience. "You can't rip $500 million out of

the Treasury which could go to helping families right across the board and say you're a

defender of family interests," he said. "I would have thought the sensible thing would

have been to allow the second reading debate to go into the committee stages where he

could have tested with Government the options he was putting forward for protecting

people who may be affected by these tax changes," Senator Brown said." Senator Brown says to

cut off debate is detrimental to parliamentary processes." However Senator Fielding has

stood by his decision, saying putting a further tax increase on farmers and the tourism

industry was "crazy". "He may have had good reason for that but I haven't heard it. "In

August sales were down 19 per cent so it is certainly hurt the market," he said. Car

Federal Chamber of Automotive Industries chief executive Andrew McKellar has

welcomed the bill's defeat and says the tax increase, which the industry has been collecting until a

said. Last week, sacked treasurer Michael Costa said the $12 billion North West Metro

project should be delayed to prevent a budget blow-out, which would cost NSW its AAA

credit rating. "There are all sorts of opportunities for commercial engagement in the

project, which could potentially limit the impact on the taxpayer," she said. I want

maximum flexibility in dealing with this challenge. Mr Rees told Fairfax Radio Network

when asked if tax rates would remain untouched in his battle to boost the state's

economy: "All options will be on the table. He said the state now faced a different

economic outlook from that when the metro project was announced." He has committed

to completing Sydney's desalination plant. "I'm not going to speculate on the detail of

any future public-private arrangement but what I will say is this . However, he said

public-private partnerships had not been fully explored as part of the metro project.... my

understanding is . there hasn't been discussions with the private sector about who might

have airspace over the railway stations there and those sorts of options," he said.. I think

there is a role for the private sector provided it's done sensibly and provided that the

Bassam Hamzy's lawyers flagged in the Supreme Court today that they may argue that

his solitary confinement in Goulburn's Super Max prison complex constitutes a false

imprisonment. He has already been granted leave to take legal action against the

of that issue," he said. But state and territory leaders have signalled that when they

meet Mr Rudd on Thursday, they will be seeking assurances about more funding for the

extra costs associated with later rounds of the program.

Toxic asparagus killed man: inquest .A coronial inquest has found an 81-year-old man died after

eating asparagus sauce at a restaurant in Sydney's north. William Hodgins died in

January 2007 after eating fish with asparagus sauce at the Tables Restaurant, Pymble.

In handing down her finding, coroner Jane Culver said restaurant workers need to be better

educated to prevent food poisoning. The inquest heard the sauce had been reheated

'Drivers threatened' over 2-week truck strike .The Transport Workers' Union (TWU) says it has asked

police to investigate after truck drivers claimed they had received threats for not

participating in a two-week strike. The Australian Long Distance Owners' and Drivers'

Association is leading the nationwide shutdown, which begins on Monday. TWU

Queensland secretary Hughie Williams says drivers have been told their safety cannot be

guaranteed if they do not stop work. The industrial action does not have union

current payment methods." Mr Williams says the TWU hopes an inquiry into how truck

drivers are paid will recommend a national system of higher rates for drivers. "There's

got to be some regulation and there's got to be recovery of rates," he said. Mr Williams

says they have been lobbying the inquiry for the past year." . "We can't have people

out there that are being cheated and we'll be making strong submissions to the inquiry

and we hope that we get this inquiry wrapped up in a hurry and get some of these

regulations put on place

Garnaut to advise caution on cuts . AUSTRALIA should not expose itself by adopting an aggressive

greenhouse reduction target, but it should make a "proportionate" adjustment as it waits to see how

the rest of the developed world reacts, the Federal Government's top climate-change

adviser will recommend today. Professor Ross Garnaut will provide the Government with

the results of econometric modelling. The Prime Minister, Kevin Rudd, said at the

international climate change conference in Bali in December that he would not set

emissions targets until he had Professor Garnaut's work in hand. His report will draw on

the modelling to estimate the cuts to carbon emissions needed to deal with climate

change. "The recommendations on the targets and trajectories are drawn logically from

these premises. "I share the premise of people who see this as a large and serious

issue," Professor Garnaut, an eminent economist, told the Herald yesterday." They

should be based, he said, on "what's a reasonable distribution of the overall adjustment".

Professor Garnaut is expected to report on four possible targets for cutting greenhouse

pollution according to a range of scenarios. He said he and the British Government's

economic adviser on climate change, Sir Nicholas Stern, had conferred yesterday and Sir

Nicholas "agrees with the technical approach to the analysis of the climate change

problem" that he was pursuing. Such a range would still require great effort, because it

would mean the trend that Australia's emissions continued to grow would need to be

reversed. He would not comment on speculation he would recommend a 2020 reduction

target in the range of zero to 15 per cent of carbon emissions relative to 1990 levels. It is

to estimate the cost of acting to avert climate change as well as the cost of not acting.

Professor Garnaut's report will be based on much anticipated modelling done with the

federal Treasury, the Queensland Treasury and Monash University. The report has looked

at the cost of keeping carbon dioxide and other greenhouse gases at particular levels.

Sources familiar with the Garnaut review process told the Herald Professor Garnaut

would not approve scenarios based on a "business as usual" approach or taking no action

at all. He is not believed to be in favour of acting on emissions to keep carbon dioxide at

a higher level in the atmosphere - 550 parts a million. One level is 450 parts a million,

which will take considerable effort to maintain, but which scientists say will give only a

moderate chance of averting dangerous climate change. "Global climate change is real

and measurable," the president of the Federation of Australian Scientific and

Technological Societies, Ken Baldwin, said. Yesterday the body representing 60,000

Australian scientists and technologists urged the Government to stay focused on the

scientific case for averting climate change." . "Rather than being a free rider, Australia

must vigorously pursue opportunities to reduce greenhouse gas emissions including

those additional to an emissions trading scheme, such as diversification of energy

supply, improving energy efficiencies and changing consumption behaviours

after Nationals senator Barnaby Joyce said an alliance with Labor would have

ramifications for the Nationals. The policy will see more than $2 billion in royalties flow

back to the regions in the form of infrastructure and services. Mr Grylls said ministries

would be accepted on the basis the Nationals could remain independent and he would

not be seeking the Deputy Premiership. He said the Nationals were not prepared to

enter into a traditional coalition as favoured by Mr Barnett. "We've been thrashing

things out now for more than a week and I think we've got a bit more of that to do. He

St George fanatic killed . A man was stabbed to death and another hit in the face with a hammer at

a pizza restaurant in Newtown in Sydney's inner west last night. Police were called to Lucky's

Pizzeria on King Street just before 1am after there were that a 61-year-old man had

been stabbed in the stomach and a 59-year-old man had been hit on the head with a

hammer. The 59-year-old man was also in the restaurant with facial injuries. Police

arrived to find Dave McNulty dead in the restaurant kitchen at the rear of the building.

He remains in a stable condition and under police guard pending further investigation.

He was arrested and taken to Royal Prince Alfred Hospital. 'St George Dave'

Mr McNulty was a father of three who was well known in Newtown as "St George Dave",

as a result of his love for the St George-Illawarra Dragons football club. A police

spokeswoman could not confirm how the fight started. "He did have a little temper

being of Irish descent but he loved life and loved his children and he loved St George.

"My husband Dave was a very gentle man," his former wife Rose McNulty said. They did

not know the circumstances that led to the stabbing but understood that the other man

involved in the incident was Ms Salzone's boyfriend." Mrs McNulty and her sister Letizia

Salzone arrived at the shop about 8am, visibly distraught. It's devastating for me and my

children," Mrs McNulty said. "All I know is it's ruined our lives. "David was a very sick man. Mr

McNulty had been living in the apartment above the pizzeria with the family of Rose

McNulty, who owned the restaurant. "My sister and my brother took him here [so he

could recover]. He had two heart attacks and a stroke [about 10 years ago]," Mrs McNulty

said. "He was a loving man, he was brave, he was buoyant and we love him dearly,"

they had any enemies." An employee of a nearby convenience store said he believed

investigating. There was a large police presence outside the restaurant throughout the

Mayo by-election tipped to be close .An independent candidate in the federal by-election for the

seat of Mayo believes the result might not be known for some days. The Adelaide

Hills-based seat has always been held by retiring Liberal Alexander Downer.

Independent candidate Di Bell says that could make it tougher for the Liberals to claim victory.

But eight of the 11 candidates in Mayo are now directing preferences away from the

Liberals. However Liberal candidate Jamie Briggs is still expected to win the ballot

comfortably and believes Labor governments need to be sent a message about delivering

water to the lower lakes. "I think there's a shift in the electorate in terms of being

prepared to entertain having an independent rather than party politics as usual," she

said. "What Mr Rudd, Mr Rann and the Labor Party want is an independent or a minor

party elected. "The only way to send a message is through a strong result for the Liberal

Party," he said. "They have a role in the Senate as a balance of power but in the House of

Representatives they don't have an ability to pursue issues like the major parties do," he

said." Mr Briggs believes membership of a major party will give him the advantage over

a large field of independents. The Greens are still confident they have a strong chance

of beating Mr Briggs in the by-election. The biggest challenge to Mr Briggs is expected

to come from Greens candidate Lynton Vonow who stood for Mayo at last year's federal

election. He is confident of going a lot further today. Mr Vonow won 11 per cent of the

primary vote in Mayo at last year's federal election. The Australian Labor Party is not

Pilot's first flight alone ends in death . A student pilot has been killed after a mid-air collision near

Moorabbin Airport caused his light plane to crash in a Cheltenham street, just metres

from a primary school. The dead pilot's plane crashed into a garage in the backyard of a

property in Silver Street, while the other landed safely at the airport. Royal Victorian

Aero Club president Stuart Rushton said the man who was killed was a student pilot who was

flying solo. All 200 students at Cheltenham East Primary School, which is at the end of

the street where the plane crashed, were safe and well a police spokewoman said. "They

[the student pilots] will be devastated as will the instructors because the instructors

have a real bond with the students. A student pilot and instructor, who were in the other

plane, a Piper Warrior, had been offered grief counselling, he said. A Metropolitan Fire

Brigade spokeswoman labelled the Piper Warrior pilot a hero for managing to land his

aircraft away from the school and averting further tragedy. They're sitting beside them

for hours and hours and hours," Mr Rushton said. "It was pleasing that everybody at the

school was safe and no one was affected there. "The pilot in their handling of the

incident, avoiding the school, was certainly heroic it could have been catastrophic," she

said. "I was driving by and I heard a big bang and saw him go into the back of a fellow's

garage,'' Darren told Fairfax Radio Network." A witness who gave his name as Darren was one of

the first on the scene and tried to save the occupant of the crashed plane." Mr Rushton

said the plane that landed at the airfield had a substantial amount of damage to the tail.

was now blocked off. A 14-year-old girl whose Lorna Street house is only metres from

the crash site said she had heard a loud bang but the plane wreck had been obscured by

dense black smoke. The teenager said people had run from nearby houses while some who

had witnessed the plane falling from the sky drove to the scene from outlying factories.

"People came from everywhere," she said. "I'm a bit nervous now, I'm still a bit scared.

"I'm pretty shaken up," she said. "The next thing I knew there was a loud explosion and

black smoke,'' he told Fairfax Radio." Lorna Street resident Kevin Fennessy said he

heard a plane flying very low and, as it got over his neighbour's house, he could tell the

engine was not firing properly. "I heard this really loud noise and all of a sudden there

have clipped in mid-air, sending the plane crashing down. "You could see bits of plane

accident immediately, because the plane had crash-landed in a residential area. "As we

understand it, and we're waiting for final confirmation of this, two light planes, possibly

landing or taking off from Moorabbin, have clipped wings," Ms Braddy said. "One of

those planes landed successfully, and the other has crash landed into a house's garden

area. And as we understand it, it was the pilot of the crashed plane that has been killed."

Ms Bateman, who has lived in the street for 46 years, said she always feared a plane

might land in the populated area. "There is a school right on the corner, if it had come

down another few hundred yards it would have been in the school," she said. "I've been

waiting for this to happen for years. "On a hot night you'll be sitting in your TV room

and you can hardly hear the TV they come down so low." Ms Bateman said there  were

parts of the plane and glass in her neighbour's yard and the woman had been shaken by

the crash. "It was nerve-racking. I've thought about it often - what would happen if one

of those planes came down it's so densely populated and if you're driving down Centre

Dandenong Road they would almost touch your car during landing," she said. "I always

thought, 'something's going to happen one day' and I've lived to see it." Peter Gibson,

from the Civil Aviation Safety Authority, said the mid-air collision had involved two

aircraft from the Royal Victorian Aero Club. A Cessna 150 and a Piper Warrior were the

two planes involved, Mr Gibson said. Both are light aircraft used for training. The

accident happened at 12.35pm, two nautical miles from Moorabbin Airport. "Because

they are both training aircraft and both are operated by the Royal Victoria Aero Club, you

would assume they were both on training exercises," Mr Gibson said. Investigators from

the Australian Transport Safety Bureau have this afternoon begun inspecting the

wreckage of the crashed plane, and the Piper Warrior. Mr Gibson said it was not CASA's

role to decide if Moorabbin Airport was an appropriate place to have an airport.

"Moorabbin Airport holds a certificate from us, and we audit them, but we don't look at

the geographic location of the airport; that's a planning issue for the Government," he

said. "Most of the big training airports in Australia are in pretty similar suburban

locations, so it's not as if Moorabbin is Robinson Crusoe in this situation; it used to be

take this matter right up to the next state election then that's what will happen," she

industrial action right up until the next election and we will resolve these issues and the

best way of doing that is ensuring that we continue to negotiate and we continue to talk

teachers marched on the electorate office of the Premier, Mike Rann, at Salisbury to

Qantas boss praises crew after mid-air drama .Qantas says it is to early to speculate on the cause of

the mid-air emergency that forced an unscheduled landing of one of its planes. Flight

QF-30 was en route from London to Melbourne via Hong Kong when a large hole was torn

in the fuselage in front of the right wing. More than 300 people who were on board the

plane arrived in Melbourne today on another aircraft. The pilot decided to land in

Manila and no-one was hurt. Mr Dixon has praised the efforts of the crew in landing the

plane safely and says the passengers on board should also be commended. Qantas chief

Geoff Dixon says an investigation is underway into the incident, but has downplayed

reports the plane had a history of corrosion. "We are very proud of how our people

reacted to this. "I think they conducted themselves very well, I'm sorry they've gone

through a very frightening experience, there's no doubt about that, but everybody is safe

and that is hugely important," he said. Mr Dixon says corrosion is normal on planes." -

Corrosion claims - There have been reports the plane was badly corroded, but Mr Dixon

says records show there was no corrosion anywhere close to where the hole appeared in the plane's

front right wing. "Our preliminary checks on this indicate there was no corrosion

the 16-year-old plane might be repaired and back in the air in the future. "We really

can't speculate on how this happened or causes, but certainly there's going to be a very

thorough investigation. Mandy Bartels says her husband is pleased with the on-board

response to the emergency. Meanwhile the wife of pilot John Bartels says she is proud

of how he handled the emergency. "He's a good operator - I've go faith in him as a pilot

for sure. "He's very proud of everybody on the flight - passengers, the tech crew and

cabin crew - how everybody handled themselves," she said."

Court. Abdul Nacer Benbrika and 11 others are accused of plotting attacks on targets,

of hours of secretly recorded conversations during the five-month trial, in which the men

get them away, how to kill them. "[There are] so many toads in East Timor, they are

Five-month search digs up remains .Human remains have been found on a property east of Orange,

in central western New South Wales, in the search for a woman who has been missing for

five months. Forty-five-year-old Leanne Mintern's family last heard from her when she

called her son from the Orange CBD on March 28. A cadaver dog joined officers and

Qantas lands first Airbus 380 . THE Flying Kangaroo just got bigger with Qantas taking delivery of

its first super jumbo, the Airbus A380. The world's largest passenger plane was handed

over to Qantas executives at a ceremony at the Airbus headquarters in Toulouse, France.

After a horror few months for Qantas which saw a number of jets grounded, delayed or forced

to make emergency landings, officials are determined this flight goes smoothly. Named

after Australia's first female passenger pilot, Nancy Bird-Walton, the giant plane will

make its inaugural flight from Toulouse to Sydney, arriving at Kingsford Smith Airport at

9am Sunday. "We expect the A380 we're taking today will have no problems but we've

got to be realistic about this," Qantas chief executive Geoff Dixon said.

Twenty-five highly specialised technicians and engineers will be on board in case

anything from the landing gear to the inflight entertainment has a glitch. "Our own

research indicates the brand has been impacted but all our research says its knee- jerk in

the sense that we need a circuit-breaker and this is one of the circuit-breakers," he said.

Qantas hopes the new jet will rejuvenate the airline, struggling with an aging fleet, a long-running

dispute with engineers and a spate of maintenance issues, including a hole blown in the

side of a plane forced an emergency landing in Manila earlier this year." Airbus says the

plane can seat 525 passengers in three classes but Qantas has chosen to configure the

plane with 450 seats in four classes - 14 first class, 72 business, 32 premium economy

and 332 economy - and Mr Joyce said the configuration would remain the same for all

routes. "We hope this will be a forerunner for better publicity. Business class will have

fully-flat Skybeds and a private lounge area while every class will have in-seat laptop

power and email access. Qantas says the plane will offer higher levels of passenger

comfort with more space per seat, advanced cabin lighting designed to fight jetlag

the famed Marc Newson, have already been unfavorably compared to the luxurious

class suites by installing double beds and showers. "I just think it is almost the perfect

aircraft for long-haul travel and obviously that's our DNA," Mr Dixon said. Qantas has

ordered 20 A380s, with three scheduled to be in service this year, eight by the end of

2009 and all 20 by the end of 2013. The overall style has been described by Mr Newson

as "retro-futuristic", emulating the old airline asthetic of the 1960s with a modern twist.

But Mr Dixon said Qantas is so happy with the plane, the order will probably increase,

though he refused to divulge how many more they would order. Mr Dixon said if delivery

of the planes had not been delayed by more than two years, there would already been

eight to 12 A380 with Qantas livery in the skies. "The environmental benefits the

aircraft gives us in lower CO2 emissions which is important for our customers and the

focus of our marketing going forward", he said. Dubbed the "jolly green giant" as a

result of its reduced fuel consumption, Qantas chief executive designate Alan Joyce says

the A380 will deliver up to 25 per cent improvement in fuel efficiency and carbon

emissions per revenue tonne than large jets currently operating. "We do have

shareholders and they do expect a return. "We think its going to be a great aircraft and

the aircraft of the future," But Mr Dixon remained coy about whether the cheaper

operating costs will translate to cheaper airline tickets, particularly the volatile cost of

fuel... "I would see the possibility of it ending up with better and cheaper fares but once

Liberal leadership debate by saying Peter Costello is the party's "best political asset".

Former treasurer Mr Costello has been on the backbench since the last election and has

been the focus of fevered speculation about his future in politics. "So much turns on

whether he recovers the will to serve, which so clearly (if understandably) wavered in the

aftermath of the last election," he says. In an article to be published in Quadrant magazine, Mr

Abbott says Mr Costello is "undeniably the Liberal Party's best political asset now that

[John] Howard is gone". Mr Abbott says many former Howard loyalists want Mr Costello

to stay in Parliament. "Only Peter Costello can decide whether to carry the tag of

'greatest prime minister Australia never had'," he concludes. Mr Costello will be the guest of

honour at a Melbourne tribute dinner tonight and will release his memoirs next month. Mr Costello

has ruled out a direct challenge to Opposition Leader Brendan Nelson but has not

commented on the chance of him taking the leadership if Dr Nelson steps down. Deputy

Prime Minister Julia Gillard joined the fray, calling Mr Costello's upcoming memoirs "a

book with spine from a politician without one". Yesterday Prime Minister Kevin Rudd

stepped up the attack on Mr Costello, calling a "smiling predator" in anticipation of global

economic turmoil. Ms Bishop called Mr Costello the most experienced parliamentarian

on either side of politics but played down talk of him staying on. Today deputy Liberal

leader Julie Bishop said she was not aware of any change in Mr Costello's plans since he

said he would be quitting politics last year. "Brendan put his hand up and was elected

the leader of the party. "Last year when Peter had an opportunity to take the leadership
