QUARTERLY AWARDS SELECTION CRITERIA

Each quarter, the Chamber selects award winners (Stars) in five categories. These

Spring is here and it’s wonderful that the days are longer now with daylight saving time! The town is full of visitors enjoying the great weather. Spring

break and Easter will hopefully bring a lot of business to our town.



March did have a sad ending with the loss of Fess Parker, one of our local icons. Condolences to his family.

Vincent P. Brown, Chief Executive Officer of the Santa Barbara County

Employees’ Retirement System spoke on the state of our County’s Retirement April 15, 2010

System, the state of our financial woes in California, and the future of

pensions.

Vincent P. Brown was appointed by the SBCERS Board of Retirement May Chamber boardroom

26, 2009 as the system’s first Chief Executive Officer. Mr. Brown manages

the $1.6 billion pension fund portfolio and a staff of 20 employees. His

primary goals are to build an administrative, benefits and investment

infrastructure to ensure that SBCERS is administratively sound, provides

excellent customer service to our retirees and members and improves

Regarding the state of our County’s Retirement System, when asked if we can Janet Wolf & Dr. Dan Secord

fulfill our obligations in light of the recent financial meltdown, Mr. Brown

responded with an affirmative yes. He spoke too of the work the Board did

with the collaboration of the County this past year in addressing a bit of the

immediate impact of the market decline on the County’s budget by increasing

the smoothing period.

Most helpful was the breakdown of how the pension obligations get funded.

Mr. Brown spoke of the three legged stool where pension obligations get

funded by the Employer, the Employee, and the Investments. He said that the

investments are being managed well, and to remember that the time horizon

for our investments is long term.

Previously, Mr. Brown was Chief Deputy Director of the California State

Department of Finance and Chief Operating Officer for the California State

Controller. He had enlightening feedback on our State budget crisis, and left

us with an overwhelming reminder of how much work is needed to be done in

Sacramento. Save the Date!

Mr. Brown articulated the decline in our State budget from $100 billion to $80

billion, and how it is quite complicated to reduce the overall budgetary issues

as every time an item is cut the corresponding interest group takes it to Court

and the courts rule it has to go back in.

It was engaging morning, and a great opportunity to welcome Mr. Brown to

our Community.
