14 To whom was referred a Concurrent Resolution (S. 1111) to
15 request that the Department of Transportation name the portion of
16 South Carolina Highway 41 in Charleston County from its
17 intersection with United States Highway 17, etc., respectfully
18 REPORT:
19 That they have duly and carefully considered the same and
20 recommend that the same do pass:

13 CAROLINA HIGHWAY 41 IN CHARLESTON COUNTY
14 FROM ITS INTERSECTION WITH UNITED STATES
15 HIGHWAY 17 TO THE CHARLESTON/BERKELEY COUNTY
16 LINE THE “MAJOR GENERAL ABRAHAM J. TURNER
17 HIGHWAY” AND ERECT APPROPRIATE MARKERS OR
18 SIGNS ALONG THIS PORTION OF HIGHWAY THAT
19 CONTAIN THE WORDS “MAJOR GENERAL ABRAHAM J.
20 TURNER HIGHWAY”.

22 Whereas, Major General Abraham J. Turner, a native of the
23 Phillips Community in Charleston County, is the son of the late
24 Reverend Joseph Turner, Sr. and Mrs. Maggie Turner; and
25
26 Whereas, he and his wife, Linda, are the proud parents of three
27 children; and
28
29 Whereas, Major General Turner received his bachelor’s degree
30 from South Carolina State University and earned his Masters
31 Degree in Public Administration from Shippensburg University.
32 He also is a graduate of several military schools that include the
33 United States Army Command and General Staff College and the
34 United States Army War College; and
35
36 Whereas, he has held numerous positions throughout his Army
37 career and has commanded at the company, battalion, and brigade
38 levels. His assignments have included: being the first African
39 American to command the United States Army Training Center at
40 Fort Jackson, the nation’s largest initial entry training post; Special
41 Assistant to the Assistant to the Chairman of the Joint Chiefs of
42 Staff, Washington, D.C.; Chief, House Legislative Liaison

1 Division, Office of the Chief, Legislative Division, Washington,
2 D.C.; Assistant Division Commander Operations 82nd Airborne,
3 Fort Bragg; and Assistant Chief of Staff, C3, Coalition Forces
4 Land Component Command, Camp Doha Kuwait; and

6 Whereas, currently, Major General Turner serves as Chief of Staff,
7 United States Strategic Command, Offutt Air Force Base,
8 Nebraska; and
9
10 Whereas, his combat experiences include: a combat jump into
11 Panama during Operation Just Cause in December, 1989; a
12 deployment to Operation Desert Shield/Desert Storm from August,
13 1990 to April, 1991; and most recently, a deployment to Operation
14 Iraqi Freedom/Operation Enduring Freedom where he deployed as
15 C3, Coalition Forces Land Component Command (CFLCC); and
16
17 Whereas, Major General Turner’s awards include: the Defense
18 Superior Service Medal, the Legion of Merit (with Oak Leaf
19 Cluster), the Bronze Star Medal (with Oak Leaf Cluster), the
20 Defense Meritorious Service Medal, the Meritorious Medal (with
21 three Oak Leaf Clusters), the Army Commendation Medal (with
22 Oak Leaf Cluster), the Army Achievement Medal (with Oak Leaf
23 Cluster), the Combat Infantry Badge, the Expert Infantry Badge,
24 the Master Parachutist Badge (with Combat Star), the Pathfinder
25 Badge, the Ranger Tab, the Joint Chiefs of Staff Identification
26 Badge, and the Army Staff Identification Badge; and
27
28 Whereas, it is fitting and proper for the members of the General
29 Assembly to forever recognize the many accomplishments of this
30 son of South Carolina by naming a portion of South Carolina
31 Highway 41 in his native Charleston County in his honor. Now,
32 therefore,

34 Be it resolved by the Senate, the House of Representatives
35 concurring:
36
37 That the members of the General Assembly request that the
38 Department of Transportation name the portion of South Carolina
39 Highway 41 in Charleston County from its intersection with
40 United States Highway 17 to the Charleston/Berkeley County line
41 the “Major General Abraham J. Turner Highway” and erect
42 appropriate markers or signs along this portion of highway that
43 contain the words “Major General Abraham J. Turner Highway”.

2 Be it further resolved that a copy of this resolution be forwarded to
3 the Department of Transportation.
