					This is a template that can help establish the scope of a business project by establishing
what objectives the project will strive to achieve. Typically, a scope statement will not
only include what the project hopes to accomplish, but it also establishes what the
project does not accomplish. This template outlines project deliverables, affected
organizations within the company, affected business processes, exclusions from scope,
implementation of approach, and time schedule. This document should be used by
small businesses or other entities that want to clarify and establish project goals and
objectives.

SECTION I.                Business Objectives
        1.       Business Need/Opportunity
(Instructions: Document the business need or opportunity that triggered this project. Identify the
magnitude of the need/opportunity and the potential consequences if the need/opportunity is not
addressed.)

Currently, employees must follow a manual process to gain access to department-shared drives. Each
shared drive owner defines its own request process and is inconsistent about tracking employee requests
and approvals. Request history must be saved for 5 years in order to be audit compliant.

        2.       Project Objectives
(Instructions: Provide an overview of the project and how it will meet the business objectives. Briefly
describe the proposed solution and the benefits of implementing the project.)

This project will implement an automated request and approval system to manage and track shared drive
requests. This system will streamline the request process and ensure audit compliance.

        3.       Deliverables
(Instructions: Document the deliverables that will be produced at the end of the project. Deliverable
examples include a new system, a new business process, user training prior to implementation, and user
process manuals.)

This project will deliver an automated request system, process documentation, training for the support
team, and post-implementation support.

        4.       Stakeholders
(Instructions: List the Project Sponsor, Project Owner, and Stakeholders.)

SECTION II. Project Description
        1.       Scope

(Instructions: At a high-level, list all system or process functionality that is included in the scope of this
project.)

The scope will include creating a system to manage employee requests to the department shared drives.
The system will include a web interface that will allow employees to submit requests, approvers to
approve/deny pending requests, and managers to view request metrics.

This project will not allow external employees to utilize the system to submit requests; requests for
external employees will continue to follow the manual request process.

        2.       Assumptions
(Instructions: Describe the project assumptions related to business, people, technology, expectations, or
schedules. For example “Business users will be available to the project team for at least 10 hours per
week during the project Design phase” and “System upgrade will be complete by the end of the Planning
phase.”)

        3.       Dependencies and Constraints
(Instructions: Describe the dependencies and constraints that may restrict, limit, or regulate the project.
Dependencies and constraints are typically outside the control of the project team, such as system
functionality and audit requirements.)

This project will be constrained by internal and external audit requirements.

SECTION III. Project Approach
        1.       Planned Approach
(Instructions: Identify the method that will be used to implement this project, such as SDLC or another
standard project methodology used within your organization. Describe the project phases, major
deliverables due in each phase, when testing and training will occur, etc.)

        2.       Project Controls
(Instructions: Identify and describe the controls that will be used to ensure the project is successful and
remains within the project scope. Common controls include Communication Management, Change
Control Management, Issue Resolution, Status Reports, and Project Management Meetings.)

SECTION IV. Project Estimates
        1.       Resource Requirements
(Instructions: Provide an estimate of the personnel resources that will be required to implement this
project. Examples would include Project Manager, Business Analyst, Developer, Trainer, etc. List any
assumptions related to personnel resources, such as the number of hours each team member would
dedicate to this project, etc.)

        2.       Estimated Cost
(Instructions: Provide an estimate of the total cost of this project, including labor, hardware, software,
training, production support, etc.)

SECTION V.                Project Scope Approval
(Instructions: The project scope should be approved by the Project Sponsor, Project Manager, and
critical Stakeholders prior to proceeding with the project.)

Approval of the Project Scope indicates an understanding of the purpose and content described in this document. By
signing this document, each individual agrees work should be initiated on this project and necessary resources
should be committed as described herein.
