        The roots of our community are almost 150 years old. By the time of California's statehood in
1850, landings along the Bay in the vicinity of today's City of Newark had already begun to appear. In
1853, Mayhew's Landing included warehouses for wheat, hay, and coal. This activity triggered interest
in the surounding area and, by 1856, the Mayhew Ranch included 1,500 acres of farmland extending
inland to present-day I-880. Less than 20 years later, the Perrin brothers had acquired the old Mayhews
Ranch and had extended their holdings to include property stretching from today's Jarvis Avenue on
the north to south of Thornton Avenue. The Perrin brothers' "development project," the Green Point
Dairy and Transportation Company, although slightly embellished, foretold of things to come for the
area. It was the Perrin brothers who first drew up plans to subdivide the Green Point Dairy into a town-
site (although their project was located west of present downtown Newark in the general vicinity of
Thornton Avenue and Jarvis Avenue).
          A gentleman by the name of E. Beard started the early swamp reclamation project and
patented the land in the area. Mr. Beard needed more capital and in 1872 sold 20,000 acres of swamp-
land for $300,000 to Mr. J. Ross Browne. Mr. Browne outlined his swamp lands project before the
State legislature on February 3, 1872. At this point, Mr. Browne referred to the proposed town site as
"Cralvo" or "Cariboo." Mr. Browne created a circular that was distributed around Europe to promote
the swamp lands project. An English capitalist bought an interest in the property and hired Mr. J. Barr
Robertson (a Scotsman) to oversee his interests. Mr. Robertson was a director of the California Land
Investment Co., Ltd., London, England. Mr. Robertson then bought out the interest that Mr. Browne
had in the land. The name 'Newark' was chosen by Mr. Robertson, who named it after the castle
"Newark" located on Dumbarton Point in Scotland (where the River Clyde enters the North Sea).
          In 1876, the railroad, together with the Green Point Dairy, were purchased by a San Francisco
capitalist, Alfred Davis, and a Comstock millionaire, Jim Fair. Soon, a railroad station, roundhouse,
and railroad shop buildings were being erected in the center of Newark in the area between Thornton
Avenue, Sycamore Street, and Carter Avenue. Eventually, the railroad was extended north from
Newark to Alameda, providing direct ferry service to San Francisco. Newark has retained that sense of
self-determination and independence, priding itself on its ability to operate lean and fast. This trait has
resulted in benefits to its residents, from its success in securing Newpark Mall, with its jobs, tax reve-
nues, and easily accessible shopping, to completion of the new Dumbarton Bridge and improvements
on the Nimitz Freeway. While other cities struggle with internal differences, Newark continually moves
forward cohesively, working for the good of the community and our residents and businesses. We have
come a long way from the early visions of the Perrin Brothers and their Green Point Dairy and Trans-
portation Company.

What is STAR?
Each spring, California students in grades 2 through 11 take a series of tests through the
Standardized Testing and Reporting program, more commonly known as STAR. First administered in
1998, the STAR program requires all public schools in California to test students between mid-
March and mid-June of every year.
The component of the testing program included in this report consists of results for the California
Standards Tests (CST). The CST consists of standards-based tests designed to show how well
California students are mastering the grade-level content standards established by the state
Board of Education. In grades 2 through 11, the California Standards Tests (CST) covers English-
language arts and mathematics. In grades 4 and 7, the test includes a writing section. In grades
8, 10 and 11, the test adds history-social science. In grade 5, students take a science test. In
grades 9 through 11 students take the California Standards Test for the math and science course
(such as algebra, geometry, physics or chemistry) that they are currently enrolled in. Ninth
graders who are not yet taking algebra take the General Mathematics Standards Test. Students
in grades 9 and 10 who had completed Algebra II or Integrated Mathematics during a previous
school year, and grade 11 students who completed one of these two courses anytime prior to
the beginning of testing, are required to take the Summative High School Mathematics CST.
The performance levels for each grade and subject area are based on scaled scores that range
between 150 and 600. The score dividing the basic scores from below basic is 300 for every
grade and subject area. The score dividing basic scores from proficient scores is 350 for every
grade and subject area. Tables that include the score range for each grade level, subject area,
and performance level is available at the website listed below.
In 2005 STAR testing also included the California Achievement Test, Sixth Edition (CAT/6)
for grades 3 and 7 only. This test compares California students with their peers nationwide. The
remaining two components of STAR testing include the California Alternative Performance
Assessment (CAPA) and the Spanish Assessment of Basic Education, edition 2 (SABE/2).

The extension will begin at the new Warm Spring station (in Fremont), which will be under
construction by 2004. Once built, the extension will be the connecting link between Santa
Clara County and the current BART system. For more information on BART station loca-

The Bay Area Rapid Transit (BART) provides dependable rapid transit     access to much of
the Bay Area. BART currently has its southernmost station in central Fremont and is work-
ing with the Santa Clara Valley Transportation Authority (VTA) to expand the BART sys-
tem into the cities of Milpitas, San Jose, and Santa Clara.

The Centerville Train Station, in Fremont, services the Altamont Commuter Express (ACE)
and the Amtrak "Capitol Corridor" train lines. The Amtrak "Capitol Corridor" train line links
Fremont to both Sacramento to the north and San Jose to the south. The Altamont Com-
muter Express (ACE) train line travels from San Joaquin County to Santa Clara. Freight needs
are served by Union Pacific rail lines

The Santa Clara Valley Transportation Authority (VTA) also connects the Fremont BART

Alameda County Transit (AC Transit) provides local bus service for western Alameda and
Contra Costa counties, from Richmond in the north to Fremont in the south. The Eastbay
Paratransit Consortium and individual cities provide paratransit service for this same area. The
Dumbarton Consortium provides the DB Express service across the Dumbarton Bridge to
Santa Clara and San Mateo counties on weekdays.
