League Philosophy
Coaching Our Children Means:
Providing them with a positive role model at all times;
Preparing them physically and mentally to compete effectively, fairly, and safely
in sports;
Bringing a level of true and deep concern for the health and welfare of the kids;
Treating all players with respect, regardless of their ability;
Teaching the players to interact and support each other as part of a team, and to
treat their opponents with the same respect;
Provide them the opportunity to play all positions to enable then to learn the
sport (especially in the younger divisions);
Remembering that children mature, physically and emotionally at different rates
and their ability can change from one month to the next;
Remember they are children, not young adults;
Most of all remember that baseball and softball are games and our role is to
teach the kids to enjoy the game.

Pitch count / rest requirement - LLOR Regulation VI
Pitchers league age 14 and under must adhere to the following rest requirements:
If a player pitches 66 or more pitches in a day, four (4) calendar days of rest must be
observed.
If a player pitches 51-65 pitches in a day, three (3) calendar days of rest must be observed.
If a player pitches 36-50 pitches in a day, two (2) calendar days of rest must be observed.
If a player pitches 21-35 pitches in a day, one (1) calendar day of rest must be observed.
If a player pitches 1-20 pitches in a day, no (0) calendar day of rest is required.
A pitcher who delivers 41 or more pitches in a game cannot play the position of catcher for the
remainder of that day.
Changes to the Supplemental (Local) Rules:
Please review the 2010 Supplemental Rules for changes to the NLLL playing rules. The
following is only a very brief summary:
Majors
No significant changes for 2010
Minors
Allowance to score more than 5 runs per inning on ground-rule double or home run
OVER the fence.
Farm
Allowance to score more than 5 runs per inning on ground-rule double or home run
OVER the fence
Player may not pitch more than 3 innings (9 outs). Also must comply with new pitch
count/days rest rules.
The opposing pitcher may not take a defensive position nearer home plate than the
pitcher’s rubber.
Rookie
Games are now 4 innings.
Only ten (10) players allowed on the field, with 4 in the outfield.
No player may sit more than one (1) inning per game.
When a coach is pitching, the opposing pitcher may not take a defensive position nearer
home plate than the pitcher’s rubber.
T-ball
All players play in the field, but no more than 7 are allowed to play at an infield position.
The opposing pitcher may not take a defensive position nearer home plate than the
pitcher’s rubber.

League Organization & Personnel
North Lake Little League (NLLL) is administered by a Board of Directors per Little League
mandate. The Board is headed by an Executive Board of Directors with a President, Vice
President(s), a Secretary, a Treasurer, and a Player Agent. Other members of the Board
include individuals responsible for vital operating functions of NLLL, as listed subsequently.
It is the intent of the League to accommodate any youngster who wants to play Little League
Baseball or Softball, who lives within the registered boundaries of the league and meets the age
requirements. No youngster will be turned away, with the following exceptions: 1) a severe
disciplinary reason; 2) roster limitations; or 3) restrictions placed on NLLL by organizations with
which NLLL is obligated to cooperate (i.e., Little League Incorporated, Snohomish or King
County Parks and Recreation Department, and the Northshore School District).
NLLL believes that every child should be given an opportunity to play and participate in all
phases of the game. No child should be a permanent tail-end-of-the-batting-order, a last-
inning-right-fielder, or a base coach, etc. NLLL does not believe in exposing children to abusive
language, harassment, severe or injurious discipline, emotional outbursts, or storms of anger by
coaches and/or teammates. The experience we strive for is one that is strictly family-oriented
for all ages.
These rules and procedures are intended to cover those considerations which the NLLL Board
of Directors have found necessary to implement beyond those outlined in the Little League
Baseball and Softball Official Rules and the Little League Operations Manual. Cases of specific
conflict should be brought to the attention of any one of the Executive Board of Directors as
defined above.
Additional information is provided in this document to establish a level of consistency and
common understanding across the league. This document can also be used to enhance
communication among managers, coaches, umpires, volunteers and parents within the League.
Managers/Coaches are responsible for the actions of any and all of his/her players, parents,
and fans. Managers/Coaches, by nature of their position, are role models; how they act, how
they talk, and how they behave must be exemplary.
The NLLL Executive Board of Directors is dedicated to providing a positive baseball/softball
experience for our children.
Remember:
Winning is not everything, but making the effort to win is.

Rainouts
For Northshore School District Fields, rainout information is posted on the School District’s
rainout phone line after 3:00 pm at 425-408-6020.
For City of Bothell fields (North Creek and Doug Allen) field condition information is posted on
the City Parks Department rainout line at 3:00 pm on weekdays and at 8:00 am and 3:00 pm on
weekends at 425-489-3388.
Special Notes
There is NO PARKING in the south parking area at Bastyr.
Pets are not allowed at any of the fields.
Parking for North Creek is not permitted until 5:30 pm on weekdays.
Gum, wrapped candy, and sunflower seeds are not allowed on synthetic turf fields.
No fields are to be modified for drainage or any other reason.
Any problems at North Creek (lights, sprinklers, etc.) – call Bothell Police at 425-486-1254.

Safety
It is the manager’s responsibility to maintain a safe and secure environment for their players at
all times. The manager is responsible for checking the fields, equipment, and player’s personal
gear to verify compliance with league rules and safety guidelines. A few general reminders:
1. Review the Safety Manual. You must have all players/parents complete the Medical
Information forms and carry these at all Little League activities. All incidents of injury
should be reported to the league Safety Officer.
2. All adult volunteers must complete a Volunteer Application Form and submit to the
league Safety Officer with a copy of their driver’s License.
3. Every manager is required to have basic First Aid training.
4. Never leave a player alone after a practice or game. Stay with the player until a
responsible adult has come to take them home.
5. If restrooms, concessions, etc., are not in clear sight, send an adult or another player
and use the “buddy” system.
6. Always check the catcher’s gear before a player enters the field of play. This will
prevent injury and avoid time spent adjusting straps, etc.
7. During practices and warm-ups before games, align the players in an organized manner
and stress the importance of accurate and deliberate throwing. They will become better
throwers and fewer kids will get beaned.
8. Always warm ups before practices and playing a games. Make it a routine part of the
practice/game plan. This will prevent injuries and teach the kids the importance of warm
ups.
9. No hats – no bats! There are no on-deck batters, or practice batting during Little
League games. No player shall pick up a bat until they are instructed to do so (when
their turn comes up). Teach your players to drop the bat after swinging. Throwing the
bat is against the rules and is dangerous.
10. All players must remain in the dugout – and away from the dugout entrance during
games.
11. Teach your fielders the proper positioning (baseline, base coverage, catcher’s stance,
etc.) when playing in a game. Players may not block the path to any base (including
home plate) unless they have the ball in hand and are waiting to make the tag.

Basic Information
The following basic information is provided to assist managers and coaches in putting together
a great season. One key to having a great season is to start off with an organized approach
and to recruit the parents of your players to help. Don’t be shy in asking for their help – you
stepped up to coach their child, so they are usually willing to help – they just need a little
direction.
1. Managers Application. You are required to complete and submit a Managers
Application and Volunteer Application, before being selected as a manager by the
president. In addition, you are required to complete and submit the Managers/Coaches
Agreement form. The Agreement form must also be completed and submitted by all
assistant coaches.
2. Coaches Training. District 8 offers several free clinics to assist in helping you become a
well-trained coach. These include Big Al’s (official little league instructor), Tom Dedin,
and Dr. Smoll Sports Awareness Clinic. Dates and times for these can be found at
www.northlakell.org and www.district8wa.org. All managers and coaches are
encouraged to attend. Any all-star manager or coach must have taken the Dr. Smoll
clinic (or District 8 approved equivalent).
3. Behavior on and off the Field.
a. Managers and Coaches must exhibit appropriate Little League behavior (e.g.,
good sportsmanship and respect for team members, parents, friends, fans, the
League, and the community) on and off the field, while acting in NLLL’s behalf.
b. The Manager and Coach(es) are responsible for assuring the appropriate
behavior of his/her team while on the playing field and when representing NLLL.
Violent and/or inappropriate behavior will not be tolerated in Little League and
will be dealt with quickly and decisively.
c. Inappropriate behavior by parents and/or fans should be noted by the Manager
and/or umpires, and the Board of Directors shall then be notified for further
action, as deemed necessary.
d. The code of conduct is read before the game.
4. Umpire Training. District 8 offers clinics for umpires. Clinics include rule coverage, field
mechanics, and methods for handling specific game situations. Dates and times for
these clinics can be found at www.district8wa.org.
All teams, for Farm and above shall provide an umpire for each game. The home team
shall provide the plate umpire, the visiting team, the field umpire. The League will
endeavor to provide neutral umpires for majors’ games, however, this is not always
possible.
At Tee-ball and Rookie level, there are no umpires used during the games. However,
there should be an adult supervising behind home plate or out in the field to help the
kids get setup, direct them to the proper base, etc., and to make sure no one gets
clobbered by an errant swing. This is a great opportunity to practice “umpiring” and
prepare a volunteer for potentially taking on this role at the Farm level.

5. Managers/Coaches Meetings. The league will conduct coaches meetings, from
February through June. Attendance is mandatory, as stated in the Manager’s
Agreement. If you cannot make the meeting, then an assistant coach should attend.
6. Volunteers. All volunteers must complete a current volunteer application and submit a
copy of their driver’s license to the league every year in which they participate. As
manager, it is your responsibility to collect these and submit them to the league safety
officer. Each team shall have volunteers for these positions:

7. Safety and Security. Safety is of paramount importance in Little League. Every
manager, coach and volunteer must take responsibility for safety as it pertains to the
use of equipment and fields, and conduct of the players. The manager or coach shall
remain at the field with their players until the players are picked up by a designated
parent or older sibling.
8. Equipment. Each manager will pickup and return their equipment at the storage shed
on the date(s) shown on the league website. Equipment, for most divisions will include:
Two bats
Catcher’s mitt, helmet, mask, chest protector, shin guards, cup
Batting tee
Plastic thrown-down bases and pitchers plate
First Aid Kit
Equipment bag
2 dozen baseballs (additional balls may be issued mid-season)
Pitch counter & score book
9. Fields. Games and practices will be scheduled by the league. Teams are not allowed
to practice outside those specific times or fields. Managers are responsible for putting
away all equipment and locking the sheds before leaving the fields. Each team shall
provide at least 2 parent volunteer to assist in preparing fields for games and picking up
after games. Field prep and pick up should be a cooperative effort, however, the home
team shall be responsible to setup and take down the field. Visiting team shall be
responsible for cleanup.
Practices should not be held on fields that are unfit for play due to standing water or
mud. Managers should, at the end of each practice, or game, rake and compact dirt in
the low areas, if dry, in order to better protect the fields should rain occur overnight. The
pitching mound and home plate areas should also be covered with plastic tarps.

No animals, vehicles, or alcohol are allowed on the fields at anytime. Teams preparing
to play a game have priority for the batting cages at Bastyr. Otherwise, if the cages are
not being used, they are open to whomever.
There is no parking in the upper, South lot at Bastyr. Managers may use the South lot
to drop off their equipment and then they should park in the North lot. Please be sure all
families/fans comply with this rule.
10. Uniforms. Uniforms will be issued by the League as follows:
Tee-ball, Rookie, & Farm: Hats and Tee shirts for the players to keep.
Minors & Majors: Hats & socks for the players to keep & jerseys, to be returned.
Teams should opt to have the players where the same color of socks,
undershirts or “sleeves”, and baseball pants.
11. Weather. The determination regarding the playability of the fields shall be made with
due regard to safety of the players, fans, and coaches. The two managers shall
determine if the field is suitable for play prior to the start of the game. Once the game
begins, the umpire will be the sole judge of playability as it pertains to weather, light, and
field conditions. The league encourages teams to play and complete games if at all
possible, as re-scheduling becomes difficult near the end of the season. Certainly,
nearby lightning warrants an early trip home.
12. Season and Post-Season. The regular season will consist of a specified number of
games, which varies depending on the division. During the regular season it is
encouraged that managers focus on player development. Upon completion of the
regular season, Farm, Minors, and Majors will compete in a double-elimination league
playoff, as described in the Supplemental Rules.
The league also typically competes in the Tournament of Champions (TOC), sponsored
by Woodinville. Leagues competing in this tournament typically include Woodinville,
Woodinville West, North Bothell, Northshore, and North Lake. The tournament consists
of a three –game minimum pool play, with a single elimination championship bracket for
the top 16 teams. After the TOC, the season is generally over, except for the All-Star
Teams. Selection of the All-Star teams and managers is described in the Supplemental
Rules.
13. Home Run Derby. The HRD is the league’s main fund raiser. It is held on a Sunday in
early May at the fields at Bastyr. A great time is had by all who attend. There are lots of
games for the kids, team pictures are taken, and of course, each team competes in the
Home Run Derby. Proceeds from the HRD are used to supplement the league’s
operating costs, but more importantly, to help keep league dues to a reasonable
amount. This enables more kids to participate in baseball. It is important that managers
encourage their parents and players to go out into the community and raise funds to
help the league.
14. Practices. Practices will be scheduled in two phases – pre-season and season. For the
pre-season practices, managers may elect to have two or more practices a week,
depending on field availability. Once the season begins, one practice per week is
usually all that is available. It is important that managers start and end their practices as

scheduled, so that the fields can be utilized by all to the maximum extent possible. If
you are the last team on the field, regardless of the time, be sure to pick up all the bases
and equipment and lock the sheds.
15. Games. Games will be scheduled by the league and typically occur on the same days
of the week for each division. Make-ups for rain-outs must be re-scheduled through the
league. Managers shall exchange batting order, position lineups, and pitcher availability
before each game. At least 10 minutes prior to each game, the managers and umpires
shall meet at home plate and discuss any rules, concerns, field conditions, or other
topics relevant to the game.
It is important that games be played when scheduled and that they start on time and
proceed without undue delay. Players should be ready to take the field as soon as the
half-inning ends. Pitchers are to receive 8 warm-up pitches or one minute of time, so
that the game can be completed before dark or reaching a time constraint. If a catcher
is delayed in taking his position (usually due to the fact that he was on base or batting
when the half-inning ended), the opposing catcher shall remain on the field to warm-up
the pitcher. Note: If a pitcher leaves the game due to injury, the replacement pitcher
shall be provided as many warm-up pitches as is necessary and reasonable.
The League stresses that games should be played 6 innings, except where a mercy rule
exists, or in the case of Tee-ball and Rookie, the games are only played through three
innings (Farm) or four innings (Rookie). Failure to expedite play, deprives players of
valuable playing time.
16. Evaluations.
a. A Manager Evaluation Form is provided to the family of each player prior to the
end of the regular season. It is strongly recommended that Managers take a
pro-active role in overseeing this process to ensure that all parents and/or
players complete the evaluation form and return it to the League. If a manager
does not pro-actively ensure that all parents/players complete the form, he/she
runs the risk that the NLLL Board will receive input only from those
parents/players who were not satisfied with the season. This may skew future
assessments of the manager’s continued eligibility.
b. Parents/players should be encouraged to submit all comments, whether
favorable or not, on the Manager Evaluation Form. Parents/players should
comment on whether they believe the Manager positively developed a program
in accordance with Little League philosophy.
c. The Managers Selection Committee and the President will use the Evaluation
Forms as a means of determining eligibility for the Managers and Coaches for
the following season.
d. In addition to evaluation by parents and/or players, Managers and Coaches are
encouraged to evaluate their player’s perception of the season.
e. Comments from the post-season evaluation, both positive and negative, can be
reviewed with Coaches and Managers upon request.
