INTRODUCTION
This Evacuation Scheme meets the requirements of section 14(2)(a) (Procedures for
Safe, Expeditious and Efficient Evacuation) of the Fire Safety and Evacuation of Buildings
Regulations 1992.
NOTE: Any amendments to this Evacuation Scheme will be submitted in writing to the Fire
Service for approval.
In the event of a Fire or other emergency which requires the evacuation of Auckland
University of Technology (AUT) the prime consideration at all times shall be to protect
staff, students and visitors from any possibility of injury or death.
To reduce the risk of injury and the effects of an emergency, a prompt, safe and orderly
evacuation of the building must be carried out.
All staff, students and visitors must comply with the following requirements of this
Evacuation Scheme.
The following procedures and guidelines are in accordance with:

The Fire Safety and Evacuation of Buildings Regulations 1992
The Health and Safety in Employment Act 1992
The Health and Safety Regulations 1995
Scope of procedures:

How all building occupants are accounted for during an evacuation
How to ensure that all persons with disabilities, including staff, students and
visitors, are assisted and accounted for during an evacuation
Fire Action Notices in the building
The maintenance of this Evacuation Scheme
The safe operation of fire fighting equipment in the building.
The person responsible for maintaining this Evacuation Scheme is the Health and Safety
Adviser. Copies will be issued to each faculty and department office, and published on
the staff intranet.
For emergency services, both 111 and 1-111 will connect from within AUT
Building details
The building layout is provided as Appendix 1.

(e) Fire Fighting A hose reel is installed but no person shall use it unless they have

Application of scheme
The Human Resource Manager is responsible for the implementation and
maintenance of the evacuation scheme.
The Facilities Manager is responsible for the maintenance of the alarm systems and all
physical resources required to make the scheme operative.
The evacuation scheme is applicable whenever the building is occupied.
Wardens
Appointment and training of Wardens
A Building Warden and Floor (Zone) Wardens are appointed to supervise evacuations.
The term Zone Wardens are used when there are vast areas to be covered on a floor that
would be too demanding of one individual. A full list of the wardens for this building is
provided in appendix 2.
The BUILDING WARDEN will be identified by wearing a RED JERKIN.
The FLOOR (ZONE) WARDENS will be identified by wearing a YELLOW JERKIN
All teaching staff are responsible for the evacuation of all students in their teaching
space.

Training of Wardens will be overseen by Health and Safety Adviser and will be carried out
On appointment as a Warden
In conjunction with planned trial evacuations
In response to a gap caused by termination of contract of previous Warden.
The computerised Human Resource Information System produces regular
reports to highlight these gaps.
All Wardens are to complete the “Warden Self Test” on appointment as
Warden and at least once a year (see appendix 3).
The appointment of Building and Floor (Zone) Wardens is to be reviewed at least every
year.
All staff including any new staff on appointment will be trained in the building Evacuation
Procedures and location of fire fighting equipment. Staff training is to be reviewed at
regular staff meetings.
Building Warden
The Building Warden is responsible for ensuring that the Evacuation Scheme is
maintained and all the requirements of the Evacuation Scheme are complied with.
The Building Warden is to oversee the evacuation of the building by receiving and
recording the reports from the Floor (or Zone) Wardens and conveying this information
to the Officer in Charge of the first arriving Fire Engine by way of checksheet (see
appendix 4).
Identification has been provided for your use and it is important that you wear it.
The identification ensures you are easily identified by the Officer in Charge of the first
arriving Fire Engine and also easily located by the Floor Wardens.
Building Wardens Duties
When the Fire Alarm Operates:
Wear your identification ( RED JERKIN )
Ensure the Fire Service has been called using 111 (this may be delegated and
reported back to you). This may be done using a telephone in neighbouring premises,
cell phone from outside or, if safe to do so, from within the building. Clearly state the
name and address of the building (AUT, AN Block, Northcote) and the NATURE OF THE
EMERGENCY (fire, bells ringing etc).
Proceed to fire alarm panel.
Receive floor wardens’ reports. Maintain the Evacuation Checklist.
Make enquiries if no report is received from any warden(s).
Ensure Building Assistance Register is available.
Meet the Fire Service on their arrival and advise them of the evacuation status of the
building, including the location of any person with disabilities and the location and type
of emergency.
When approved by the Fire Service allow the occupants to return to the building.

After every evacuation conduct a debrief, complete an evacuation report and forward a
copy to the Health and Safety Adviser (see appendix 5).
Firefighting should only be attempted if it is safe to do so, and by those trained
people authorised by AUT.
Note: Building Warden to appoint deputy Wardens when required.
Floor Wardens
You are responsible to oversee the evacuation of all staff and visitors from your floor
or designated area to the assembly point.
It is important that you report to the Building Warden and confirm the area you are
responsible for has been evacuated.
The Building Warden will be at the front of the Building.
Floor Wardens Duties
When you hear the Fire Alarm:
Wear your identification (YELLOW JERKIN)
Assist all occupants in your area to evacuate the building via the nearest safe exit, to
the assembly point.
Ensure Fire/Smoke Control doors are closed.
Check all rooms and spaces in your area are clear e.g. Offices, toilets storerooms etc.
Only turn off appliances and systems if it is safe to do so.
Watch for people with disabilities that may require assistance, appoint a suitable
person to assist them as necessary.
When your area is clear, report to the Building Warden at the Fire Alarm Panel and
report your area status e.g. zone 1 all clear.
Stay with the Building Warden in case further action is required.
Firefighting should only be attempted if it is safe to do so and by those trained
people authorised by AUT.
Staff Instructions
If you discover a fire
Raise the alarm immediately by operating the nearest fire alarm.
Ensure the Fire Service is called using 111. This may be done using a telephone in
neighbouring premises, a cell phone outside or, if safe to do so, from within the
building. Clearly state the name and address of the building (AUT, AN Block,
Northcote) and NATURE OF THE EMERGENCY (fire, bells ringing etc).
Potentially dangerous processes or machinery should be closed down, if possible do
so safely and with no delay.

Leave lights on. Leave immediately by the NEAREST safe exit route. Move quickly
but DO NOT RUN
Report to the Assembly Area (Playing Fields)
Stay outside the building until the “all-clear” is given.

Follow the instructions of your Floor Warden (they will be wearing a fluorescent jerkin).

Teacher Responsibilities
Notices are on display in all teaching rooms to remind teaching staff of their
responsibilities to students (see Appendix 6).
Public Use of the Premises
Where AUT premises are being utilised by the public for reasons other than AUT core
business, requirements with regard to fire alarms and exitways will be communicated by
an AUT representative, and complied with.
After hours Evacuation Procedure
Outside normal working hours, all building occupants must follow this procedure:

Report to the Grass Area by Library
Ensure the Fire Service is called using 111.
Report to the Fire Service on their arrival.
Do not re-enter the building until the all clear has been given by the Fire Service.
Trial Evacuations
Trial Evacuations will be conducted not more than six months after any previous
emergency or trial evacuation. The first trial evacuation will be 6 months after the date of
approval of this scheme unless an emergency occurs sooner.
The Health and Safety Adviser is responsible for managing and co-ordinating trial
evacuations. A logbook will be maintained of all evacuations (including drills) by the
Health and Safety Adviser. This will contain copies of completed Evacuation Reports.
The Fire Safety Department will be notified of trial evacuations in writing (fax, e-mail) 14
days prior to the planned time and date. For this reason, trials will only be rescheduled in
extreme circumstances. Trial evacuation schedules are determined with consultation of
relevant parties, and are timed to be cognisant of the academic timetable.
It is important that all building occupants treat any evacuation as the real thing.
Non-compliance may result in disciplinary action.
ASSEMBLY POINT
The assembly point is the Playing Field Area
All staff, students and visitors are to assemble here. Do not follow the Wardens as they
will assemble at the Fire Alarm Panel. Keep clear of the building and roadways. Ensure
people do not enter the building. Remain at the assembly point until the all clear is given.
Display of Fire Action Notices
Notices explaining the procedures and the escape routes to be followed in an evacuation
are displayed next to every manual alarm activation point, in main rooms, other public
areas, and along exit routes (see example in appendix 7).
Means of Escape to be Monitored
Regular checks of the means of escape will be carried out weekly by the property
management division to ensure that:
(a) They are kept clear of all obstacles at all times.

(b) Exit doors are not locked, barred, or blocked so as to prevent occupants
from leaving the building at any time.
(c) Smoke control and fire stop doors are to be kept closed and not wedged
open. Only “hold open devices” that comply with the Building Code are
permitted.
(d) Stairways and passageways that are designed for means of escape from fire
are not to be used as places for storage or places where refuse is allowed to
accumulate.
(e) Flammable liquids or materials shall not be stored near or within any part of
the building used as a means of escape from fire.
Any fault affecting the means of escape must be rectified immediately or reported to the
building owner for action. A log of these inspections is maintained by the Operations
Supervisor (Campus Operations).
EVACUATION OF PERSONS WITH DISABILITIES
The Health and Safety Adviser shall maintain a register of the location and assistance
required by any person with a disability normally occupying the building. A copy of the
Register shall be kept in the Building Warden’s instructions (see copy attached in
appendix 8).
If a person with a disability is discovered while evacuating the building, ask if they require
assistance. Arrange for another person to provide the assistance required and to stay with
the disabled person until they reach the assembly area. All staff will be generally
responsible to ensure disabled visitors are assisted from the building to the Assembly
point during an alarm. Any difficulties in carrying out this function will be reported to the
relevant Floor Warden so that the Warden can nominate someone to assist the person in
the event of an evacuation.
Do not block exits or hold up other people while evacuating a person with a disability. If it
is not possible to move the disabled person out of the building, move them to the nearest
smoke free lobby and report their location to the Building Warden.
Risk Management
Displays
The use of paper and flimsy materials used for temporary decorations is dangerous, as
these materials tend to be extremely flammable. Large quantities of paper, plastics and
cellotape suspended from walls and ceilings constitute a serious fire risk. Classroom and
public displays must not impede speedy egress from the building.
Safe use of appliances in the building
Reasonable fire safety precautions are to be taken with regard to:
Electrical wiring and appliances including portable equipment.
Gas reticulation, equipment and appliances including portable equipment.
Appliances fuelled by flammable liquid.

Control of open flames
Any appliance that has an open flame or is fuelled by flammable liquid or gas must be
constructed, secured and protected so as to minimise the risk of fire to the building or
contents.
Packing and unpacking of goods
The packing / unpacking area of the building is to be kept clean and tidy.
Public are to be excluded from these areas
Smoking is not permitted in these areas.
Storage of goods and materials inside and outside
Flammable or combustible materials must be kept in a suitable or protected
area.
Flammable or combustible material is not to be stored close to any building or
neighbouring property.
Hazardous materials must be clearly identified.
FIRE FIGHTING
All buildings should be equipped with first aid firefighting equipment such as Fire
Hosereels and Fire Extinguishers etc. All first-aid firefighting equipment must have a label
showing what type of fire it is safe to use the equipment on and how it is operated. In
specially designated areas, AUT staff will be trained on the safe use of fire fighting
equipment using training notes from appendix 9; in other areas all staff are to vacate the
building and leave fire fighting to the Fire Service.
All Hose reels and extinguishers are to be maintained and serviced annually.
They are to be kept clear of obstruction and able to be used at all times.
If an extinguisher has been used it must be recharged as soon as possible

Appendix 9. Fire Fighting Training Notes
A Fire Extinguisher should be used on small fires only. Fire is a chemical process that
requires three elements to keep it burning, fuel, heat and oxygen. Remove any one of
these three and the fire will go out. This sounds simple, but fire is dark, fast, hot and
frightening. A small flame can turn into a large fire in seconds. Your actions must be quick
and safe.
To determine if it is safe to use a Fire Extinguisher or Fire Hosereel on a fire
consider:
Is the fire small enough to be put out by a Fire Extinguisher?
Is the Fire Extinguisher or Hosereel suitable for extinguishing the class of fire?
Will attempting to extinguish the fire endanger any person’s life or safety?
Is there unrestricted access to the fire?
Will there be a quick safe retreat possible at all times?
The safety of all occupants must always be the first consideration. Before using an
extinguisher or hosereel on a fire ensure that:
You know how to use the extinguisher. Train before the emergency arises.
The Fire Alarm has been operated and people are evacuating the building. Use the
nearest Fire Alarm Call Point.
A ”111” call is made to the Fire Service. Always call the Fire Service even if you are
sure the fire is out. The Fire Service would rather arrive to an extinguished fire than
arrive to a fire that is out of control because they were not called in the early stage of
the fire.
You have somebody standing by as a back up when you attack a fire using a Fire
Extinguisher or Hosereel. If a Hosereel is to be used, have somebody to assist in
running out the hose and to turn the tap on.
SAFETY NOTE:
Unless you are certain you can extinguish the fire, do-not attempt it
To Operate a Fire Extinguisher
Make the Extinguisher ready to use by breaking the seal or, if applicable, removing the
safety pin.
Carry the Extinguisher to the fire. Remember to keep low to reduce the effect of heat
and smoke.
Aim the Extinguisher at the base of the flames.
When in position, start discharging the Extinguisher in a sweeping motion across the
base of the flames.
Keep going until you have completely extinguished the fire.
If at any time the fire becomes uncontrollable, or there is too much heat or smoke
for safety, leave immediately. Close the door to the room as you leave
ALWAYS KEEP BETWEEN THE FIRE AND YOUR ESCAPE ROUTE.

CLASSES OF FIRE
Fire is divided into four classes for the purposes of effective firefighting. The correct
extinguisher must be used for each class of fire. This table shows how to identify the
classes of fire and the most suitable type of extinguisher to use on that fire.

textiles. multi-purpose dry powder extinguishers.
CLASS B:
Flammable liquids such as petrol, oils, Dry powder or multi-purpose extinguishers,
cooking fats and solvents. carbon dioxide, foam or light water
extinguishers.
CLASS C:
Gases such as acetylene, LPG, CNG TURN OFF THE GAS SUPPLY FIRST.
and natural gases Use a multi-purpose dry powder extinguisher
CLASS D:
Metals such as sodium, potassium and Special dry powder extinguisher.

Appendix 10. Other Emergencies
1. EARTHQUAKES
It is usually safer to remain inside a building in all but a major earthquake. Move away
from windows that may break or anything that may fall. Take shelter under solid furniture
or in a doorway. Be aware of possible after shocks. Do not start evacuation until major
shaking has stopped.
2. GAS LEAK
If you smell gas extinguish all flames but do not switch off, or on, any electrical switch.
Move away from the contaminated area. Do not activate the evacuation alarm due to the
possibility of causing an explosion ignited by a spark from either the switch or a sounder.
Initiate evacuation by giving verbal instructions to the occupants. Assemble at the playing
fields.
3. HAZARDOUS SUBSTANCE SPILLAGE
Clear all people from the contaminated area to a place of safety. Ensure nobody is
allowed to enter the contaminated area without approval and the appropriate protective
equipment. If it is possible to do so without placing anybody at risk of injury or fumes,
trained personnel may take measures to contain the spill. If appropriate activate the
evacuation alarm or give verbal instructions as for a gas leak.
4. VOLCANIC ACTIVITY
In the event of volcanic activity that would affect AUT staff, there would be sufficient
warning to conduct a complete closure and evacuation of the University or Campus as
appropriate.
5. BOMB THREAT
When a bomb threat is received or a suspicious object discovered it must be treated as
genuine until proved otherwise. Notify the Police by 111. Notify the Building Warden and
evacuate the area by giving verbal instructions. Assemble at the playing fields. Do not
touch or move any suspicious object. Follow Police advice when assessing the information
received and choosing the action to take.
