 Responsible for all security matters at Thousand Oaks facility to include physical security, asset and

personnel protection, corporate investigations, security education and training, guard force management,

ethics and compliance, liaison with local and federal law enforcement, and business continuity planning.

 Administer DoD Security Programs in accordance with the National Industrial Security Program Operating

Manual (NISPOM), Joint Air Force, Army, Navy (JAFAN) manuals, DCIDs and other government

regulations to protect National Security Information and assist ITT in achieving business objectives.

 Serve as the appointed Facility Security Officer, Contractor Program Security Officer, COMSEC Custodian.

 Provide oversight and guidance to ITT Defense sites in the Western US to support the Director of Security.

 Serve as one of two designated Subject Matter Experts for DoD Special Access Programs for ITT Defense.

 In less than one year with ITT, brought facility up from a routinely “Satisfactory” to a “Commendable”

Defense Security Service (DSS) rating during 2007 inspection. “Commendable” also received 2008-2010.

 Develop, document and implement security policies and procedures to meet regulatory requirements.

 Within first year, planned, budgeted and designed a USAF-approved Special Access Program (SAP) Facility

to house Special Access Program material. This facility brought ITT Thousand Oaks into a very lucrative

market within the world of GPS products developed for the US Army and Air Force to use in battle.

 Interface with government customers, prime contractors and subcontractors for security-related matters.

 Inspect/audit ITT sites in the Western US to ensure standardization and compliance with corporate and

government regulations and provide results to senior corporate officials to incorporate “best practices.”



ManTech International, USAF GPS Wing, El Segundo, CA (8/2002 – 12/2006)

Senior Program Security Officer (PSO)/Site Supervisor

 Provided program security management, oversight and guidance for over 20 Secret and Top Secret USAF

SAPs located at over 40 government, contractor and subcontractor facilities located throughout the US.

 Administered an effective operational security program in accordance with the NISPOM, JAFANs, DCIDs

and ICDs and comprised of the following security disciplines: information security, operational security,

personnel security, physical security, security education and training, and guard force management.

 Developed, documented and implemented security plans and procedures to meet government regulations.

 Reviewed and approved documentation submitted by government contractors wishing to stand up new

SAP facilities. Also reviewed contractor security procedures for compliance with government policies.

 Inspected/audited contractor sites throughout the US approved for classified storage and processing to

ensure they protected information entrusted to them and maintained robust local security programs.

 Ensured Program Protection Implementation Plans submitted for review met the necessary requirements

as spelled out in government Program Protection Plans to protect Critical Program Information.

 Served as one of two company site supervisors for Los Angeles area and duties included employee

recruitment, supervision and evaluation, investigation of employee misconduct, interacting with

government customers and providing feedback to senior corporate officials to ensure contract compliance.

 Conducted over 100 criminal, counterintelligence and fraud investigations, resulting in numerous

recoveries, indictments and convictions and over $3.6 million recovered for the US government.

 Throughout law enforcement career, superior liaison skills with local, state and federal law enforcement

agencies enabled the successful prosecution of criminal and civil cases at all court levels.

 Trained in all facets of investigation and investigative techniques to include interviewing and

interrogation, report writing, lead development, surveillance, forensics, case preparation for prosecution,

court proceedings, and evidence procedures and handling.

 Planned and conducted several protective service operations to include high ranking military officers,

foreign dignitaries, the Secretary of State and President Clinton.

 Conducted several background investigations on prospective agents to screen for high-quality personnel.

 Selected as AFOSI ambassador to the International Association of Chiefs of Police (IACP) conference.

 Provided unparalleled counterintelligence/anti-terrorism support to 6 government locations and ensured

that our nation’s state of the art technology was protected from foreign adversaries.

 Developed and implemented the Little Rock AFB Security Council, responsible for protecting national-level

secrets, over 4K personnel and over $2 billion in government resources.

 Developed and provided anti-terrorism/security training to civilian and military personnel and conducted

 Served as detachment commander in support of Operation Southern Watch in Saudi Arabia where I

reported directly to senior USAF commanders and CIA chiefs.

 Served as an intelligence analyst and security manager, providing training to over 100 F-15 pilots and 60
