					                           CITIZEN APPOINTMENTS


GENERAL

The purpose of this meeting is to review appointments to be made by Council which
make up our civic government and community structure.

Below is information to assist Council with appointment and voting procedures

If individual members of Council have someone in mind not already listed, who they
wish to appoint to any of the offices, prior confirmation should be obtained from such
person that they will accept the appointment if elected.

APPOINTMENT AND VOTING PROCEDURES

Appointments

1.    Citizens interested in appointment to boards and committees by Council have
      been solicited through advertisements in local newspapers and on the City's
      website.

2.    Motions to appoint an individual@)to fill a vacancy(ies) will be called for by the
      Mayor and will require a mover and seconder.


Method of Voting

Voting for all appointments will be open, by show of hands and results declared by the
Mayor.


Voting

A successful candidate must receive a majority vote of all members of Council present
at the meeting.

COMMITTEE OF ADJUSTMENT

Function

To review and consider minor variances from the provisions of municipal by-laws
such as the Zoning By-law, including changes to legal non-conforming uses.

Composition

Five citizens.

Qualifications

Must be a resident of the City.

Term of Office

Four years concurrent with term of City Council.

Council Appointment

Five members by by-law.



Meetings are held the second and fourth Wednesday of each month at 6:00 p.m.
Special meetings are also held as the need arises. A 'windshield survey' of
application sites is to be made individually by members prior to meetings.

DURHAM LAND DIVISION COMMITTEE

Function

To consider Land Severance applications as an alternative means of subdividing
land to that of formal plan of subdivision.

Composition

One member from each municipality within the Region.

Qualifications

Must be resident of Oshawa.

Term of Office

Members of Committee shall hold office for the term of the Council that appointed
them.

Council Appointment

By resolution Council recommends one appointment to Regional Council.



Meetings held generally once a month on a Monday at 10:OO a.m.



$150 per meeting attended
Expenses allowed for mileage to meetings and to site inspections.

HERITAGE OSHAWA (LACAC)

Function

Heritage Oshawa (LACAC) is a group of volunteers from the community with an interest in
Oshawa's heritage and its promotion and conservation.

The function of Heritage Oshawa (LACAC) is to advise and assist Council on matters related to
heritage conservation of individual buildings of historical andlor architectural significance, and to
encourage and promote heritage conservation within the City.

Typically LACAC: establ~shescriteria for the evaluation of properties of architectural or
historical value or interest; prepares and maintains a list of properties and areas worthy of
conservation; advises and assists Council on heritage conservation legislation; implements
programs or activities to increase public awareness and knowledge of heritage conservation
issues; advises and assists Council on matters relating to buildings or areas of architectural or
historical significance; and assists heritage property owners through the designation process.

Composition

Ten citizens (subject to recommended change for a total of seven citizens)

Qualifications

Applicants should have a keen sense of the City's heritage and heritage conservation matters.

Term of Ofice

Up to three years. The terms of office for members are varied to ensure continuity.

LIVESTOCK VALUERS

Function

To value livestock and poultry killed or injured by dogs or wolves and report to
the City if such kill or injury was by dogs or by wolves.

Preferred knowledge of livestock evaluation and familiarity with dog and wolf kills
Must be a resident of Oshawa

Term of Office

    OSHAWA ACCESSIBILITY ADVISORY COMMITTEE

    Function

    The Oshawa Accessibility Advisory Committee (O.A.A.C.) will advise and assist
    the Corporation of the City of Oshawa including the City's agencies, boards and
    commissions in devebping and facilitating strategies and actions toward a barrier-
    free Oshawa with a goal to improving the quality of life for those with disabilities.

    Composition

    14 citizens (subject to recommended change for a total of nine citizens)

    Qualifications

       (a)   Five shall be persons with disabilities. These committee members shall
             be representative of gender, ethnicity and different types of visible and
             invisible disabilities noted in the ODA such as persons with physical
             (visual, speech, hearing, deaf, brain injury, use of a wheelchair); cognitive
             (intellectual impairments); perceptual (learning disability) and mental
             health disabilities;

       (b) A maximum of four members who may not have a disability:

                One member (parent) representing children with disabilities; and,
                Three members at large, interested in issues related to persons with
                disabilities.

    Term of Office

    The length of term for committee members will be up to three years

    Meetings held on a Monday evening of every month.

    Remuneration

    All committee members will be reimbursed for expenses incurred which are
    directly attributable to committee business and activities in accordance with the
    City's usual procedures for all other Council committees. The expense
    reimbursement practice will take into consideration that people with disabilities
    might have additional expensed related to travel and attending meetings.

OSHAWA CENTRAL BUSINESS DISTRICT IMPROVEMENT AREA BOARD
OF MANAGEMENT



To improve, beautify and maintain lands, buildings and structures in the area
owned by the City of Oshawa in the designated Central Business District
lmprovement Area beyond such improvement, beautification and maintenance as
is provided at the expense of the municipality at large, and the promotion of the
area as a business or shopping area.

The Central Business District lmprovement Area is described as follows:

Commencing at the intersection of King Street West and McMillan Drive, north
along McMillan Drive to Richmond Street West,
east along Richmond Street West to Centre Street North,
north along Centre Street North to William Street West to Ontario Street,
south along Ontario Street to Richmond Street East,
east along Richmond Street East to Mary Street,
south along Mary Street to Athol Street East,
west along Athol Street East to Simcoe Street,
south along Simcoe Street to Bagot Street,
west along Bagot Street to Centre Street South,
north along Centre Street South to King Street West,
west to the commencing intersection with McMillan Drive.

Composition

Seven citizens.

Term of Office

Four years concurrent with the term of City Council, provided qualifications
continue. A vacancy arising from any cause is filled by Council with a qualified
person for the balance of the term.

OSHAWA ENVIRONMENTAL ADVISORY COMMITTEE (OEAC)

Function

To assist, advise and educate City Council, staff, and the community with respect
to the protection, enhancement, restoration, management and appreciation of the
natural and built environments.

Composition

Thirteen members - ten members of the public, two students, and the Senior
Environmental Go-ordinator (non-voting)

Qualifications

Members of the public - must be a resident or taxpayer of the City
Students - must be at least 16 years of age and registered in a full-time
educational program, at the high school, college or university level

Term of Office

Up to three years for citizen appointments, with the right of re-appointment for
one additional consecutive term. Student members will be appointed for the
period of one school year (September to June) with the right of re-appointment
for an additional one year consecutive term.

Function

To manage and operate the Port of Oshawa with a high degree of autonomy consistent with
National Ports Policy to ensure the integrity and efficiency of the national ports system, the
optimum deployment of resources, and co-ordination with other marine activities and air and
surface transportation systems.

Composition

Three members - two appointees by the Federal Government (Governor in Council) and one
appointee by the City.

Qualifications

Cannot be a member of Council or a member of the Ontario Provincial Legislature.

OSHAWA PUBLIC LIBRARY BOARD

Function

The Library Board determines and adopts policies to govern operation and programmes of the
Library; determines goals of the Library and secures adequate funds to fulfill these goals;
understands the Library's programmes and needs of the community in relation to the Library
and keeps abreast of standards and Library trends.

Composition

Ten citizens.

Qualifications

Mandatory - Canadian citizen
            18 years of age and over
            Resident of the City of Oshawa
            An employee of the Library or the City is not eligible for appointment

Term of office

Four-year term. Members of the Oshawa Public Library Board may apply for reappointment at
the conclusion of each term to a maximum of two consecutive terms, plus one preceding partial
term for a member initially appointed to fill a vacancy mid-term, commencing with Board
appointments in the year 2000.

Ten citizens by resolution and by-law.

Attendance

Meetings are held the third Thursday of every month at 6:00 p.m. Active committees meet
regularly.

Remuneration

No remuneration. Expenses may be reimbursed for travelling and other related expenses.

POUNDKEEPER

Function

To impound any horse, bull, ox, cow, sheep, goat, pig or other cattle, geese or
poultry distrained for unlawfully running at large or for trespassing and doing
damage, delivered to him for that purpose; deliver notification to the Clerk and
the owner; serve notices of intended sale; provide daily food, water and shelter;
and if the animal is not reclaimed, publicly sell the animal.

Composition

One.

Qualifications

Mandatory - none specified.
Preferred - should have adequate means of transporting impounded animals
            and facilities for impounding the animals.

Term of Office

Four years concurrent with the term of City Council.

SAFE CITY OSHAWA PARTNERSHIP

Function

To work with and mobilize the community to build a safe Oshawa where everyone is
free to live, work, learn and play.

Composition

Membership shall be comprised of no more than twenty members. Membership shall
not drop below ten members. The majority of appointments shall be made through
direct contract with key stakeholder groups.

Qualifications

The Committee shall be a diverse group representing all sectors and key stakeholder
groups. Members are selected on the basis of their work experience, availability,
academic qualifications, demonstrated expertise, and interest and participation in
community safety matters.

Term of Office

Term of Council. Youth appointment is one year with right of re-appointment for two
consecutive terms.
