Staff Development: Caroline Fenyo and Loren Agostino attended a
two-part workshop "Seeking, Finding, Evaluating": Reference
Services for Children Using the Internet" held on Dec. 2 and Dec.
30. Successful Web searching using various search sites, search
engines, and subject related search tools were discussed. Loren
Agostino attended the monthly children's services meeting held on
Monday, December 8 at NLS. Special guest speakers included
illustrator Paul Zelinsky and his editor from Button Children's
Books, Donna Brooks. On Monday, December 22, Maryellen Cantanno
attended the Information Gateway Workshop run by ALIS held at
NLS.
P.T.A. Reflections Program: The staff of the Children's Room
acted as judges for the Bayview Avenue School literature portion
of the P.T.A. Reflections contest. This statewide competition had
the theme "Wouldn't It Be Great If..." Three winners are chosen
and then their entries are submitted to Nassau District for
judging.

School -Library Assignments: Mathematics and science experiment
books were on reserve this month.
The Beyer Ribbon Microphone: A college student asked for
assistance in finding material on the Beyer Ribbon Microphone,
model M60. Material on the ribbon microphone, invented in 1931,
was found in articles on microphones in How It Works: The
Illustrated Science and Invention Encyclopedia (R 603.21 I),
v. 15 of the Encyclopedia Brittanica (1970) (R 032), and under
the year 1931 in The Timetable of Technology (R 609.04) . The
manufacturer was located in Farmingdale. After telephoning and
requesting information, the manufacturer faxed information on the
M60 microphone. (Anita Gordon)
New York City Ferryboats: A patron asked for information about
New York City ferryboats in the years 1800-1835. Sources found
included Perry, John American Ferryboats. (386 P) , and The
Encyclopedia of New York City (R 974.71 E) (Susan Freelund,
Anita Gordon, Elaine Goodman) .
ADULT SERVICES/PROGRAMS - Laura Goudket/Jean Scanlon
Exhibit : The December 1997 art exhibit was called "The Buffalo
Show." The show was the work of Jonathan Nissenbaum, a student
at the University of Buffalo. About 55 attended the artist's
reception.
A Book and a Bite: On Friday, December 5 at noon, Marilyn Paulson
discussed the book The Mayor of Casterbridge by Thomas Hardy. 22
attended.

Lunch ' N ' Travel : On Friday, December 19 at noon, Nelson Burack
took our patrons on an "Antarctic Adventure" slide/tour. 53

JEIC: On Wednesday evening December 3, Neil Swanson, a computer
instructor and consultant, conducted a program on "Buying a
Computer." 67 attended.
On Wednesday evening, December 17, Michael Maliner,
Website Designer, conducted a workshop on the World Wide Web and
the Internet. 31 attended.

ADULT SERVICES/PROGRAMS, cont'd.
Concerts: On Sunday,December 14, Adam Craig Fisher, Cellist and
Caren Levine, Pianst performed a concert of classical music.
Approximately 120 attended.
On Sunday,December 21, the Friends of the Library
sponsored a concert of holiday music by the Freeport Community
Chorale and a holiday refreshment table in the lobby. We had a
full house - 150 attended the concert.
Lectures: On Tuesday, December 2, at 10:30 A.M., Jose Delgado,
M.D., P.C., conducted a slide/lecture on cosmetic surgery and
liposuction, entitled, "Accentuatre Your Positive." 25 women
attended.
Bus Trip: On Wednesday, December 23, a bus trip to the Historic
Mansion of Deepwells in St. James, L.I. and to the Museums at
Stony Brook took place. 48 people took the trip.
The FTA Learning Depot: The Freeport Teachers Association report
for the Learning Depot, the volunteer FTA tutoring program on
Saturday mornings at the Library, was submitted by Joyce Fischer,
FTA VP, for the month of December, 1997.

It was moved by Mr. Watson, seconded by Dr. Palladino, and passed, that the
minutes of the regular meeting of Wednesday, January 21 , 1 998, be accepted as
submitted.

Correspondence
A. Ms. Joyce Adler complaining that the books on tape collection contains too
many abridged tapes and not enough unabridged tapes.
B. Ms. Oris Helfeid compiimenting the library for the unabridged books on tape
collection selected by Ms. Susan Weiss.
C. Ms. Victoria Bertrand complimenting the staff of the children's; room for their
courteous service and for the display in the display case.
D. Ms. Marie Kutzner complimenting the library staff for their polite and
accommodating service.
E. Ms. Adrienne Robertson complimenting Ms. Yolanda Phillips of the JEIC
staff for her helpfulness.
F. Mr. John Christgau complimenting Ms. Pearl Lehman, who is the person in
charge of the homebound service. Mr. Christgau complimented Ms. Lehman
- , for her selection of materials and her kind manner. Mr. Christgau also
complimented Mr. Jack Groomes who delivers the materials to the
homebound.

The following donation was received and acknowledged:

Financial Reports
It was moved by Ms. Bertaccini, seconded by Mr. Watson, and passed, that the
Board approve vouchers for the month of January in the amount of $250,489.09 of
which salaries amounted to $144,328.69, and petty cash amounted to 0; and partial
vouchers for the month of February of $30,816.88.
The yes vote was as follows: Ms. Bertaccini, Mr. Cohen, Mr. Manitzas, Dr. Pailadino
and Mr. Watson.
Mr. Opatow presented a report concerning Gifts and Donations.
President's Report
Mr. Opatow presented a report to the Board concerning alternative uses of the
Schloss Memorial Donation of $620. After discussion the Board approved the use of
the Schloss funds to purchase the West's Encyclopedia of American Law. The Board
requested that in the future Mr. Opatow make the decision of the use of the Schloss
funds and inform the Board.
Mr. Opatow presented a list of former Board members to the Board for consideration
of a memorial plaque. Mr. Manitzas asked Dr. Pailadino to review the matter with the
Building Committee and return to the next Board meeting with a recommendation.
Mr. IVjanitzas expressed the Bpard's sadness at the passing of Senator Norman
Levy. After discussion it was decided that Mr. Manitzas would send a letter to Mr.
Levy's family and that a book would be dedicated to Mr. Levy's memory.
Mr. Manitzas presented Ms. Harri Meyers a "gold card" in honor of her being a card
holder at the library for fifty years. Ms. Meyers accepted the card and said how much
she appreciated the library and the service it offered.

Committee Reports
Building Committee
Mr. Opatow reported that the Building Committee had, based on a patron
suggestion, developed a plan to have an orderly queuing of patrons at the circulation
desk.
Mr. Opatow stated that the plan for energy conservation and window replacement
on the second floor above the art gallery had been prepared and that it was estimated
that the cost would be approximately $10,000. Mr. Opatow stated that the proposal had
been sent to a number of contractors for quotes, and that quotes would be received by
March 10.
It was moved by Mr. Watson, seconded by Mr. Cohen and passed that if the project
cost did not exceed $10,000, Mr. Opatow was authorized to proceed. If the quotes
were to exceed $10,000 Mr. Opatow was to bring the matter back to the Board at the
March meeting.
The yes vote was as follows: Ms. Bertaccini, Mr. Cohen, Mr. Manitzas, Dr.
. j Palladino a n d M r . Watson.
Ms. Bertaccini suggested that a reception be planned to thank Dr. Palladino for his
devoted efforts in enhancing the building. Mr. Opatow suggested that this would
dovetail nicely with the dedication of the Freedom Shrine. Mr, Manitzas directed Mr.
Opatow to plan for this event.
NLS Board and NYSALB
Mr. Manitzas reported on recent events at the Nassau Library System. Mr.
Manitzas said that a meeting of Area I trustees had been requested by Rockville
Centre Board to discuss these issues.
Staff Reports
Mr. Opatow introduced the staff members who were present.
Mr. Opatow reported on the passing of Mr. William Athas, a Board member of the
Baldwin Library Board. Mr. Manitzas requested that Mr. Opatow prepare a letter on
behalf of the Board expressing condolences.

Mr. Opatow reported that he had received a request through Mayor Glacken from
Freeport resident David Pomerico Eagle scout, to have the library be one of the
collection points for used flags, so that the flags could be retired in a flag retiring
ceremony.
It was moved by Ms. Bertaccini, seconded by Mr. Watson and passed that Mr.
Opatow inform Mayor Glacken of the Library's desire to participate in this project.
The yes vote was as follows: Ms. Bertaccini, Mr. Cohen, Mr. Manitzas, Dr.
Palladino and Mr. Watson.
Mr. Opatow presented the African American bibliography of new books received
in the library during the past three years on subjects related to the African American
experience. Mr. Opatow thanked the many staff members who had worked on the
preparation of this bibliography..
Old Business
Library Programs
Mr. Opatow presented a report prepared by Ms. Jean Scanlon concerning the way
in which library programs were selected.
NassauNet
Mr. Opatow reported that 18 Freeport residents have enrolled in the NassauNet
program.
Megan's Law
Mr. Opatow presented information from the Nassau Library System concerning
Megan's Law.
Procedures for seriously delinquent borrowers
Mr. Opatow reported that Mr. Mandel had reviewed the procedures and had
approved them with minor changes. It was moved by Mr. Cohen, seconded by Dr.
Palladino and passed that the procedure be adopted, with a change in wording that the
library "may" (rather than "will") pursue court action.

Palladino and Mr. Watson.

Draft expanded Outreach Services
Mr. Opatow presented a report prepared by Ms. Rose Luna of the Reference
Department for expanded outreach services. The Board commended Ms. Luna and
expressed the hope that these services could be implemented.
Direct Access Fee
Mr. Opatow presented the fee schedule recommended by the Library Directors as
outlined in a letter from Ms. Virginia Lowell, NLS Director. It was moved by Mr.
Watson, seconded by Ms. Bertaccini and passed that the Board approved the
recommendations.
The yes vote was as follows: Ms. Bertaccini, Mr. Cohen, Mr. Manitzas, Dr.
Palladino and Mr. Watson.
Personnel Calendar
It was moved by Ms. Bertaccini, seconded by Dr. Palladino, and passed that the
following personnel changes be approved:

@$6.50 p.h.
B. Appointment of Cindy Rios, from Library Aide P/T to Library Aide F/T,
effective February 2, 1998 with no increase in hourly rate.

After discussion it was moved by Ms. Bertaccini, seconded by Mr. Watson and
passed that the library budget to be presented to the voters on May 19,1998 would be
$3,204,948. The proposed amount to be raised by taxes would be $2,935,647.

There being no further business, it was moved by Ms. Bertaccini, seconded by

Staff Development: Cathy Gallagher attended the monthly
children's services meeting held on Monday, January 5 at NLS. The
meeting was a mock Caldecott book discussion. Attendees formed
small groups to discuss various titles that would be contenders
for the Caldecott Award. Maryellen Cantanno attendee. "Seeking,
Finding, Evaluating: Reference Services for Children Using the
Internet" held on January 28. Successful Web searching using
various search sites, search engines, and subject related search
tools was discussed.
Spring Programs: Registration is taking place for all programs
that begin in the month of February.
REFERENCE - Anita Gordon
To Do Business or Not: A patron asked for information on the
Smith-Barney sexual harassment case. Newspaper articles were
found in Infotrac from The New York Times and Newsday articles
online. The patron was scheduled to attend a meeting in Albany
of a professional women's association. The association was
considering placing investments with Smith-Barney. The patron
was unhappy with the choice of Smith-Barney. (Susan Freelund,

School-Library Cooperation: Books about science experiments are
on reserve. An English Regents 12 research paper has been
assigned. Students may choose a Shakespearean play, specific
American playwrights, Greek tragedies, classic American novels,
\^ or autobiographical works by Richard Wright or Malcolm X.

Exhibit: The January 1998 exhibit was "Unseen Memories," Holga
\^ photographs taken with a pinhole camera by photographer and
filmaker Kate Judge. 30 people attended the artist's reception.
A Book and a Bite: On Friday, January 9 at noon, Assistant
Director Laura Goudket discussed the book. The Complete Stories
by Dorothy Parker. 25 people attended.

the Internet. 28 attended.
Concerts: On Sunday, January 11, a concert of a capella music
from the 50's was performed by a group called "Somewhere In
Time." The group was recommended by Mark Wells, an FML employee,
whose father is in the group. 200 people attended.
Lectures: Bob Sweeney is continuing his video lecture series,
"The Video and the Book." Jane .Eyre, by Charlotte Bronte, was
discussed on January 5 and 12 - a total of 33 people attended.

Sylvester. Dave Opatow and Laura Goudket also attended.

minutes of the regular meeting of Wednesday, February 18, 1998, be accepted as
submitted.

Correspondence
A. Ms. Harri Meyer thanking the Board for her "gold card".
B. Ms. E. Cochol complaining that the movie "Shall We Dance" was not
advertised as having sub-titles. Ms. Cochol also complained that insufficient
chairs were set up for this movie. (Eighty people attended the afternoon
showing - the usual attendance is between 15 and 20 peoples.)
C. Mr. Jim Romeika complaining that there is a video rental charge.
D. Ms. Bobby Brath complaining that there is insufficient parking.
E. Mr. Okobi complaining that the exhaust fan in the men's room was not
operating properly.
F. Ms. Carolyn Schor complimenting Ms. Rose Luna for her courteous and
efficient reference service.
G. Ms. Patricia B. Hemphill complimenting the monitor staff for their pleasant
manner.
H. Mr. Steve Sullivan complimenting Ms. Anita Gordon for her efficient
reference service "above and beyond the call of duty".

I. Ms. MaryLou Moran suggesting that the library discontinue the 7 day loan
period for new books and make all new books 14 days. (The current policy
regarding new books is that all non-fiction titles circulate for 14 days. Fiction
titles less than 400 pages circulate 7 days, and fiction titles more than 400
pages circulate 14 days.)
Mr. Manitzas asked Mr. Opatowto place Item C (charges for video rentals) and Item I
(7/14 day loan period) on the agenda for discussion at next month's meeting.

It was moved by Mr. Watson, seconded by Mr. Cohen, and passed, that the Board
approve vouchers for the month of February in the amount of $220,812,64 of which
salaries amounted to $148,866.51, and petty cash amounted to $156.53; and partial
vouchers for the month of March of $47,495.60.

Mr. Opatow presented a revised investment schedule.
Mr. Opatow presented the draft budget message for 1998.

Mr. Opatow reported that date for receipt of bids for the Energy conservation project
has been extended to March 24, 1998.
NLS Board and NYSALB
Mr. Manitzas reported on recent events at the Nassau Library System. Mr.
Manitzas said that a meeting of Area I trustees has been arranged for March 31, 1998
at the Oceanside Library.
Mr. Manitzas reported that NYSALB is sponsoring a Trustees Institute May 1-2. He
urged all trustees to consider attending.
Staff Reports
Mr. Opatow introduced the staff members who were present.
Mr. Opatow thanked Ms, Bertaccini for her help in organizing the initial phase of the
Outreach Program. Mr. Opatow stated that Ms. Rose Luna would be coordinating the
program, and that she has already been in contact with local churches.
Mr. Opatow thanked Ms. Marie Regan and Ms. Catherine Gallagher of the
Children's Room staff for their presentation to the Bayview Avenue PTA concerning the
internet.
Mr. Opatow noted the recent bias crime that had been committed. It was moved
by Mr. Watson, seconded by Dr. Palladino, and passed, that Mr. Opatow send a letter
on behalf of the Board to Rabbi Jay Rosenbaum and the Congregation of the Union
Reform Temple expressing the Board's concern and support. Mr. Opatow was also
directed to prepare a display of books on tolerance.
Mr. Opatow stated that Ms. Klempner and Ms. Freelund would be attending the
Library Legislation day on behalf of the Library. Mr. Opatow thanked both staff
members for their willingness to serve in this capacity. Mr. Manitzas directed Mr.
Opatow to prepare a letter on behalf of the Board of Trustees to be taken to the
legislators by Ms. Klempner and Ms. Freelund.

Mr. Opatow stated that the Chamber of Commerce would be meeting at the
Library in May and would be given a special presentation by computer consultant
Michael Maliner on the use of the internet for the business community.
Old Business
NassauNet
Mr. Opatow reported that 37 members of the community had enrolled for use of
NassauNet.
Direct Access
Mr. Opatow stated that he had attended a meeting concerning direct access, and
that the new regulations say that a library cannot charge non-residents for service.
Many libraries bordering on unserved areas are threatening to leave the system if the
rules are enacted. Mr. Opatow noted that there would be impact on Freeport if other
libraries left the system.
New Business
Internet Access
Mr. Opatow reported that he, Kelly Ann Baroletti and Lee Ann Moltzon had met with
representatives of Cablevision. He reported that Cablevision wished to place two
kiosks in the library offering free internet service. Cablevision would also be willing to
offer free internet service for a period of time to any number of terminals in the library.
Cablevision wished to place educational materials in the kiosks and would like to
conduct a program of education in the use of the Internet.
Mr. Opatow was directed to thank Cablevision for their offer, but to explain that
the library could not participate in this program.

Summer Reading Club: There are 173 children registered for the
Children's Solve-It @ the Library Summer Reading Club Program.
There are 18 teens registered for the Young Adult Solve-It @ the
Library Summer Reading Club. The youth services staff is
actively involved in listening to all the reports.
Staff Development: Maryellen Cantanno attended the Children's
Video Preview held on Monday, July 13 at NLS.
Cathy Gallagher attended the Career & Job Resources on the
Web workshop at NLS on Monday, July 27.
OUTREACH SERVICES - Loren Agostino
Brentwood Library: On July 15, Rose Luna visited the Brentwood
Public Library and met with Ms. Sid Stevens, who is responsible
for Outreach Services there, to review the programs each Library
offers, and to share ideas.

OUTREACH SERVICES - Loren Agostino
Periodicals in Spanish: A number of magazines in Spanish are
being reviewed by the Magazine Evaluation Committee for purchase
consideration .
Bilingual Story Time: Spanish speaking staff members have been
helping to implement the Bilingual Story Time programs. This
month Sara Rivera, Lupe Velasquez, and Eneida Pacheo from the
Circulation Department all participated to help make this program
a success.
American Library Association Internet Teach-in Week : September
14-18 will be "Internet Teach-In Week" in libraries across the
country. We are planning several programs. Rose Luna will
conduct a class in Spanish, Cathy Gallagher will teach two
classes for children and one class for teens, and Michael
Maliner, who has conducted many programs for us in the past,
will teach another class for adults.
REFERENCE - Anita Gordon
School/Library Cooperation: Students from an English Regents
preparation class are doing papers on Shakespeare, Poe,
Steinbeck, Langston Hughes, and contemporary playwrights.
Students in a GED (high school equivalency diploma) class are
researching controversial topics. These students are using the
"Opposing Viewpoints" book series, "Infotrac," the "New York
Times Index" and microfilm and "Newsday."
The Avalon Project: A patron requested the full text of a treaty
between the United States and the Ottoman Empire that was signed
at the end of the Tripolitan Wars (1805) . Yale University has a
website named "The Avalon Project" which contains the full texts of world-wide
historical documents from 1700 to the present. We were able to
print a copy of the treaty for the patron. (Susan Freelund)
Autograph Research: Herman Darvick, the autograph and paper
ephemera researcher who frequently uses our Library,, called from
Las Vegas to ask for a review of a 1928 film, "Rose Marie,"
starring Joan Crawford. Mr. Darvick had a letter from Ms.
Crawford to a friend in which she expressed her distaste for the
film. "The New York Times" film review dated 2/13/28 called the
film "muddled" with "ridiculous suspicions" and "absuz'd
incidents." Mr. Darvick also asked for a theater review of a 1958
play, "Comes a Day," starring Judith Anderson and George C.
Scott. Mr. Darvick had an autographed playbill from a. pre-
Broadway tryout in Delaware. The review was found by using the
New York Times Index and microfilm. (Anita Gordon)

ADULT SERVICES/PROGRAMS - Laura Goudket/Jean Scanlon.
Friends of the Library: The Friends membership campaign is
underway this month. More out-of-town people are joining the
Friends in order to receive the Library's new .Weivsletfcer.
The Friends of the Library, with support from the Nassau
Regrant Program on the Arts, presented "Voices and Visions," a
series of programs focusing on the lives and work, of four
American Poets. Freeport poet Maxwell Corydon Wheat Jr. conducted
the programs about Walt Whitman and Sylvia Plath. Educator
Marilyn Paulson conducted the programs about Robert Lowell and
Marianne Moore. Total attendance for the four programs was 140.
The Video and The Book: Bob Sweeney, former Mayor of Freeport,
started his summer series, comparing great works of literature to
their "Hollywood treatment" on July 28. The group will meet
weekly through August 25 to discuss Rob Roy, Moll Flanders, and
Moby Dick.
Summer Concert : The ever-popular Something Special Big Band
performed their fifth consecutive summer concert on July 22.
80 people attended this Wednesday night event .

Art Exhibit: California artist Edward Beckett, who was selected
by the Library's Art Advisory Committee, exhibited silkscreen
prints, etchings and paintings this month.
Travel with Confidence: On Monday, July 27, Carol Cott; Gross
presented a program on how to Fly and Travel without Fear. 17
people attended.
Bus Trip: Our summer trip included a visit to the Swan Club,
lunch, and a boat cruise around Long Island Sound's Gold Coast.
46 people went on the trip.

A. Mr. Robert Onish thanking the library staff for their courteous service and for

library for sending the bookmobile to the Center and to Randall Park. Ms.
Hall especially complimented Ms. Lupe Velasquez who read stories in
Spanish and English to the children.

suggesting that all library programs be offered in both Spanish and English.
D. Alan Jay expressing his feelings about the ACLU regarding a program
sponsored by the library entitled "Defending the first amendment ~
challenging censorship" conducted by Donald Parker of the New York Civil
Liberties Union, Nassau County Chapter.
E. Ms. Anne L. Wennisch asking if the paperback books might be labeled to
include the first three letters of the author's last name, so that the paperback
books could be filed in the same manner as the hardback books. (This
suggestion is being implemented.)

which salaries amounted to $145,621.49, and petty cash amounted to zero; and partial
vouchers for the month of September of $73,608.62.

Audit Report 1997-98
Mr. Opatow reviewed the draft of the Audit Report for the year ended as prepared
by Canale & Tellekamp, Certified Public Accountants, and recommended adoption.
It was moved by Mr. Watson, seconded by Ms. Bertaccini, and passeid, that the
Board approve the Audit Report as presented for the year ended June 30, 1998.

Insurance Premiums Reduced
Mr. Opatow said that the insurance premium for the year 1998-99 was reduced by
the Utica Mutual Insurance Company to $32,774.00 due in part to the library being in a
safety net group. This rate is guaranteed for three years. The insurance coverage
remains the same and the library retains the option to cancel.

Committee Reports
Report of Nominating Committee
Marvin H. Cohen's term of office as a member of the Board of Trustees ends on
November 25, 1998. Dr. Palladino, for the Nominating Committee, asked that the
Board recommend to the School Board the reappointment of Mr. Cohen for another
term of five years.
It was moved by Ms. Bertaccini, seconded by Mr. Watson, and passed, that
Mr. Opatow notify the School Board of the Library Board's recommendation to
reappoint Mr. Cohen to a five year term ending November 25, 2003.
The yes vote was as follows: Ms. Bertaccini, Mr. Cohen, Mr. Mariitzas, Dr.
Palladino and Mr. Watson.
Building Committee
Dr. Palladino reported that the renovation of the meetings rooms has been
completed.
NLS Board and NYSALB
Mr. Manitzas reviewed an article in Newsday on September 16, 1998,
concerning recent events at NLS.
Staff Reports
Mr. Opatow introduced the staff members present.
Mr. Opatow has received many favorable responses to the new format of the
newsletter which was mailed in September to the entire community. He thanked Ms.
Jean Scanlon and Mr. James Stevenson for their fine efforts in producing the
newsletter. Members of the Board added their congratulations to all 'the library staff
who participated in this project.
Mr. Opatow reported that a successful new teacher orientation program took
place at the library with approximately sixty teachers attending. Ms. Susan Weiss,
Reference Department, and Ms.Mimi Lehrer, Circulation Department Head, organized
the well received program. Ms.Doris Berdugo, Circulation Department, assisted in this
effort.

Staff Reports (continued)
Mr. Opatow thanked Ms. Elsa Hernandez and Ms. Luisa Irizarry of the JEIC
Department for coordinating the party held for recent graduates on the staff.
Mr. Opatow has contacted Mr. Joseph Lisi, a Traffic Engineer for Nassau
County, concerning the traffic situation at the corner of South Ocean Avenue and
Merrick Road. Although it will mean the loss of parking spaces in that area, Mr. Lisi is
persuing the alternatives at this time.
Mr. Opatow said that last month Key Bank in Freeport sent a contingent of their
staff to the library as volunteers who assisted in shelving books.
Mr. Opatow reported that the Open Mike program held once a month on a
Friday evening has been successful. The number of participants has increased to an
average of thirty people of an evening. He hopes that interest in this program
continues.
Mr. Opatow mentioned that on November 4 at 8:00 p.m. a program will be held
at the library with the Honorable Jerome Medowar speaking about the Jewish people
in Spain from the year 711 to 1492. This is a program sponsored by the Freeport-
Baldwin Leader.
Mr. Opatow noted that, due to unusual costs related to the East Building, he had
applied to the Village for an additional $10,000.00 to the end of the Village's fiscal
year.
Old Business
Internet/NassauNet
Mr. Opatow reported that there are 78 Freeport patrons enrolled for NassauNet
service.
Additional Internet Access Computers in Reference
Mr. Opatow reported that there are three Internet computers in the Reference
Department.
New Business
Library Participation with the Village and the Federal Emergency Management Agency
in a Program to Create a "Sustainable Commnunity Resistant to the Human and
Economic Costs of Disasters."
Mr. Opatow reported that the Village is one of twenty six sites in the country
chosen to participate in a program to lessen the impact of natural disasters. The
Village invited the Library to participate in disseminating information concerning the
program.

LSCA II Funding for Carpeting Project Approved $1.534.00
Mr. Opatow reported that the LSCA grant of $1,534.00 has been approved for the
carpeting project.

Art Exhibit: Felix Berroa, a Long Islander who was brought up and
studied art in the Dominican Republic, was chosen by the

Talking About Literature: As part of the Friday book discussion
series, on Friday October 2, a lecture/discussion on
autobiographical writing as literary art form, given by Professor
Toby Ann Bird of Nassau Community College, was held as part of
the New York State Council on the Arts celebration of Humanities
Month. 18 people attended.
LUNCH 'N' TRAVEL: On Friday, Oct. 16 at noon, Bob Cammann

OPEN MIKE NIGHTS: The fourth monthly Open Mike Night was held on

ADULT SERVICES, cont'd.
Sunday Concerts: In celebration of Hispanic Heritage Month, on
October 18, we presented a concert of Latin American folk music
performed by Jaime Garres y su Trio International. 50 people
attended. In celebration of Italian Heritage Month, on October
4, Gino DiNapoli performed a concert of Neapolitan and
contemporary Italian songs. 175 people attended. On October 11,
a concert of classical music was performed by the Hollaender
Ensemble; this concert was chosen by the Library' s Music Advisory
Committee. 185 people attended.
JE 1C : On Wednesday, October 7 at 7 P .M. , Constance H.allinari Lagan
conducted a workshop on "How To Start a Business From Home." 15
people attended.
AARP 55/ALIVE Driving Course: There were 35 participants in the
AARP driving course held on Wednesday, October 7.
All About Arthritis: On Tuesday, October 6 at 10:00 A.M., Andrew
J. Porges, M.D., a Board Certified Rheumatologist, discussed
various types of arthritis and the new medications available
today. 41 people attended.

Mr. Manitzas, President, called the meeting to order at 8:00 p.m.

It was moved by Mrs. Bertaccini, seconded by Mr. Cohen, and passed, that the
minutes of the regular meeting of Wednesday, November 18, 1998, be accepted as
submitted.

Correspondence
A. Ms. Hannah Nevitt complimenting the library staff for the selection of books
and the ease with which they are found.
B. Ms. Adeline Quinn complimenting the staff for being consistently helpful
and knowledgeable.
C. Ms. Barbara Hindley complimenting Ms. Lupe Velasquez of the Circulation
staff for her cheerfulness.
D. Mr. Walter Wellaneda complimenting Ms. Lupe Velasquez of the
Circulation Department. Mr. Wellaneda also thanked the Library for the
recent Immigration program.

Correspondence (continued)
E. Mr. and Mrs. Harry Vlismas complimenting the library for the recent program
by the Hollaender Ensemble. Mr. and Mrs. Vlismas also "love the new
newsletter".
F. Ms. Ronnie Tiffany complimenting Anita Gordon and the Reference staff.
G. Mr. William Scanlon suggesting that a half hour on the Internet is insufficient
and recommending that the time be extended.
H. Mr, Jon Staller recommending that we have color photocopier.
I. Mr. Steven Williams suggesting that we post bookmobile stops on
telephone poles with the day and time, and recommending a directional
sign on North Main Street.
J. Mr. Vogel suggesting that since the current library parking is insufficient,
that the Board either consider renting parking space, or running a bus
service that would bring people to the library.
Donations
The following donation was received and acknowledged:
Mr. Talbot Thayer Daily Gratitude $50.00.
Financial Reports
It was moved by Dr. Palladino, seconded by Mrs. Bertaccini, and passed, that
the Board approve vouchers for the month of November in the amount of $267,134.69,
of which salaries amounted to $153,221.65, and petty cash amounted to $178.83; and
partial vouchers for the month of December of $52,599.90.

Palladino.

Financial reports (continued)
It was moved by Mr. Cohen, seconded by Ms. Bertaccini and passed that the
$6,334.09 kept in the Haack Estate account be closed and the amount transferred to
the General Fund. The amount has been expended in accordance with the willed
donation and each book purchased has been suitably inscribed.
The yes vote was as follows: Ms. Bertaccini, Mr. Cohen, Mr. Manitzas, and Dr.
Palladino.
It was moved by Ms. Bertaccini, seconded by Dr. Paliadino and passed that Mr.
Opatow be authorized to expend up to $14,600 for two digital microfilm reader/printers
with the understanding that these purchases be made within the framework of the state
contracts and within the pricing offered under state contract.

Palladino.
President's Report
Mr. Manitzas noted with sadness the recent passing of Freeport poet Albert
Knorr. Mr. Manitzas directed Mr. Opatow to send his widow the condolences of the
Library Board.
Committee Reports
Building Committee
Dr. Palladino reported that some of the trees had been removed from the parking
lot entrance of the library as a safety measure.
NLS Board and NYSALB
Mr. Manitzas reported that the NLS Board had received a small number of
applications for the position of director.

Nominating Committee
The slate of officers for the Board of Trustees for the 1999 year will be presented
at the Annual meeting.
Staff Reports
Mr. Opatow introduced Ms. Lupe Velasquez of the Circulation Staff. Mr. Opatow
noted that Ms. Velasquez has been instrumental in making the outreiach programs so
successful.
Mr. Opatow stated that Ms. Rose Luna would be leaving the library to work at the
Freeport Schools. Mr. Opatow stated that Ms. Luna had done a wonderful job with the
outreach programs and that he hoped that Ms. Luna might continue to participate in a
part-time capacity.

Nassau Net
The library currently has 123 customers who have registered for NassauNet.
Internet Issues
Mr. Manitzas asked that this item be tabled until the January meeting.
New Business
Grant - English Language Citizenship Information
Library Internet Senior Training
Mr. Opatow stated that both of these grants had been developed by Ms.
Dorothy Puryear of NLS.

It was moved by Ms. Bertaccini, seconded by Mr. Cohen, and passed, that the
following personnel changes be approved.
A. Appointment of Katherine Molner, Librarian Trainee P/T, @ $12.50 p.h.
effective December 19, 1998.
B. Resignation of Rose Luna, Librarian I F/T, effective January 1, 1999.
C. Longevity increase for Landria Brown, Senior Library Clerk from $14.33
p.h. to $14.66 p.h. effective December 1, 1998.

Reconvene Open Session
At 8:22 p.m. Mr. Manitzas reconvened the open meeting.
It was moved by Mr. Cohen, seconded by Dr. Palladino and passed that the
Board adopt the following resolution:
RESOLVED, that the Board of Trustees adopts the "Findings of Fact and
Recommendation" of the Civil Service Law Section 75 Hearing Officer
dated December 11,1998, and it is
FURTHER RESOLVED, that pursuant to the Recommendation
of the Hearing Officer, as adopted by the Board, the employment of Mark
Wells is terminated effective December 17, 1998.
The yes vote was as follows: Ms. Bertaccini, Mr. Cohen, Mr. Manitzas and Dr.
Palladino.
It was moved by Mr. Cohen, seconded by Ms. Bertaccini and passed that
George Loechner receive back pay of $1,290.30 related to unrecognized receipt of
professional certification in September 1997, and an increase in hourly salary to $16.50
per hour effective December 17,1998.
The yes vote was as follows: Ms. Bertaccini, Mr. Cohen, Mr. Manitzas and Dr.
Palladino.
There being no further business, it was moved by Dr. Palladino, seconded by
Ms. Bertaccini and passed, that the meeting be adjourned.

National Children's Book Week : During
nine staff members participated in the tenth-annual "Read-in for
Children's Book Week" in the Freeport School District. Staff that
participated included Dave Opatow, Loren Agostino, Maryellen
Cantanno, Karen Farrell, Caroline Fenyo, Cathy Gallagher, Kathy
Kass, Rose Luna, and Marie Regan.
Career Day: Cathy Gallagher participated in Career Day at Bayview
Avenue School on November 19. She visited three classes and spoke
about librarianship to a total of about 70 children.

staff Development: Caroline Fenyo attended the two-part workshop,
Basic Reference on the Internet and Advanced Reference on the
Internet held on October 9 and November 13 at C.W. Post. Rose
Luna attended the REFORMA meeting on November 13 held in
Flushing, Queens. Marie Regan attended the annual Children's
Services meeting of NCLA held at the Port Washington Public
Library on November 16. Identifying and selecting CD Rom software
for children was the topic of the meeting. Cathy Gallagher
attended Zines for Teens on November 20 sponsored "by the Adult
Services Department of NLS. Loren Agostino and Karer* Farrell
attended Building an Effective Customer Service Environment
sponsored by NCLA and held at the Port Washington Public Library.
OUTREACH SERVICES - Loren Agostino
Community Outreach: Rose Luna conducted library tours for two
classes from the ESOL program of the Freeport Adult Continuing
W Community Education on October 27 and November 25. 65 students
attended.
Rose Luna and Leslie Venegas acted as representatives of the
library at the Dodd Jr. High School Honor Society Inductions on
October 29.
Rose Luna and Maria Sanchez spoke to the ESOL and GED
classes that meet in the library on November 10 about upcoming
library programs.
Programming:
Mariachi Band: On November 15, a Mariachi group performed. 200
people attended.
Immigration Without Confusion: On November 17, author Mario
Vasquez presented a program based on his recently published book,
Immigration Without Confusion. Topics covered included a review
of the immigration system, how to obtain a green card, and U.S.
citizenship and its benefits.The program was presented in Spanish
and English. 115 people attended.
Immigrants: Tfoow Your Rights: A spokesperson for the New York
Immigration Hotline gave a basic orientation on immigrants rights
^ on Wednesday, October 20. 105 people attended.

Bilingual Story Time: Leslie Venagas has continued the bilingual
story time program that we were holding in the park during the
summer. The program is now held on Saturdays in the children's
room. It is proving to be a successful program.
REFERENCE - Anita Gordon
School- Library Cooperation: The science biography assignment has
ended. Students are working on mathematics topics, literary
criticism, and ancient civilizations.
Sleep Destination: A patron wanted to find a poem which included
the line, "Where do we go when we go to sleep?." Three poems were
found using Granger7 s Index to Poetry (R 808.81 G) , Index to
Poetry for Children and Young People (J R 808.81 G) and The
Columbia Granger's World of Poetry on CD-Rom. The poems are
"Through Sleep Land" by James Whitcomb Riley, "The Army Horse and
the Army Jeep" by,- John Ciardi, and "Nightgown, Wife's Gown" by

Art Exhibit i Eugene Judge, whose work was selected by the
Library's Art Advisory Committee, showed his abstract figurative
paintings. 40 people attended the artist's reception.
Friends of the Library Fall Program: "Magic, the Art of Fooling,
was an entertaining and informative program, conducted by Allan
Zola Kronzek, on Wednesday, November 18. 26 people attended*
Open Mike Nights: The fifth monthly Open Mike Night was on
Friday, November 20; there were 10 participants.
Talking about Literature: On Friday November 6, Professor of
Literature Algirdas Landsbergis discussed Victor Hugo's novel,
The Hunchback of Notre Dame, 18 people attended.
JSZC: On Wednesday, " November 4 at 7 P.M, a workshop, "The Yellow
Brick Road to College: The Selection and Application Process,"
was conducted by College Consultant Barbara Goldberg. 12 people
attended.

Computer Program: On Saturday, November 14, a program on the
Internet, "The Nuts and Bolts of the World Wide Web" was
conducted by Website Designer Michael Maliner. 17 people
participated.
Spanish Jewry: On Wednesday, November 4, a lecture entitled
"Spanish Jewry from 711 to 1492" was presented by the Hon. Jerome
S. Medowar. This program was co-sponsored by L&M Publications as
part of an annual series to honor former State Senator Norman J.
Levy, who passed away in 1998. 65 people attended.
LUNCH' N' TRAVEL: On Friday, Nov. 20 at noon, a slide/tour, "Under
the Spell of Portugal: a visit from A to V (Alcobaca to Viseu) "
was conducted by Muriel Landsberg. 38 people attended.
CONCERTS : "Stolen Goods-England," music for recorder and
harpsichord, was presented on Sunday, November 8 throught the
generosity of a grant from the Nassau Regrant Program on the
Arts. 55 people attended.
Pianist Hsia-Jung Chang, a native. of Taiwan, performed a
concert of classical music on Sunday, November 22. This concert
was chosen by the Library's Music Advisory Committee. 155 people
attended
The Book and The Video: Bob Sweeney, former Mayor of Freeport, is
presenting "Victorian Novels on Film" in November and December.
On November 16, he presented The Mill on the Floss by George
Eliot; 17 people attended. On November 30 the topic was David
Copperfield by Charles Dickens. 11 people attended.
SERVICE PROGRAMS: On Friday, November 6, representatives from the
Adelphi University Hy Weinberg Center for Communication Disorders
conducted a hearing screening. 70 people were screened.
The "Vial of Life Can Save a Life" was a program presented
by ex-captain Robert Goldstein of the Freeport Fire Emergency
Rescue Company #9. The Nassau County Vial of Life program makes
vital medical information and medication available during
emergency situations. 4 people attended.
