14. General Summary of Function/Purpose of Position
This is a senior registered professional nurse position which requires advanced clinical decision making skills and
judgment. The senior level registered nurse is first, and sometimes the only, health care professional to assess and/or
treat correctional prisoners. It is the senior level registered nurse who determines the need for and timeliness of an
appropriate referral to the physician or other provider. He/she is the only health care professional expected to
independently perform the full range of their duties in any setting, including housing units, camps, transport vehicles,
ambulances, etc. In any and all settings, the senior level registered nurse is expected to initiate and sustain life-saving
care and measures as appropriate, as well as perform the full range of clinical nursing duties. The complexity of the
work exceeds written, established methods and procedures often available and therefore the senior level registered
nurse is expected to exercise considerable independent judgment in selecting the most appropriate course of action. The
nurse at this level works as an emergency clinic nurse, an inpatient staff nurse, a mental health nurse, or as an
ambulatory clinic nurse. The employee may be hired for a specific area, but may be held responsible to move to any or
all ambulatory or inpatient settings within the complex or facility.

Duty 1
General Summary of Duty 1 % of Time 10
The senior level registered nurse is always the front line intervener in any psychiatric emergency. He/she provides life-
sustaining, life-stabilizing emergency medical or psychiatric treatment in the event of a patient crisis or medical emergency.
Uses emergency standing orders to use prescription emergency medication and treatment in life-threatening situations.
Makes appropriate and timely referrals or recommendations based on professional judgment and knowledge of scientific
rationale. Advanced clinical judgment skills are utilized in patient care situations behaviors and/or those experiencing
acute psychotic episodes. Makes recommendations for suicide prevention and/or physical restraint when necessary and
recommends off-site health care consultations and/or transport. The senior level registered nurse performs their work
outside of the clinical setting, i.e. in the block, in the segregation units, etc.

1. Performs emergent physical and mental status assessments.

Duty 2
General Summary of Duty 2 % of Time 50
As a senior level registered professional nurse, responsible for total health care delivery and the establishment of therapeutic
relationship of an assigned caseload of acutely or chronically ill medical, surgical, and psychiatric patients. Prepares and
implements the plan for each of these patients. Makes appropriate and timely referrals and recommendations for patient
care to the physician, psychiatrist, psychologist, or dentist based on knowledge of scientific principles. Provides on-going
individualized group and individual patient education. Shares and receives information from other health care providers,
i.e. psychologists, physician, and correctional staff such as Resident Unit Managers, Assistant Resident Unit Supervisors, and
corrections officers.

Documents in the health record in a professional legal manner. Completes a variety of documents and forms used in the
clinical complex. Completes necessary documents and reports in a professional manner. Conducts or attends inservice
training programs and maintains professional knowledge base. Leads or attends staff meetings and committee meetings as
assigned. Makes recommendations for changes in the clinic. As assigned, is the lead worker to other RNs and LPNs, when
necessary. Attends meetings and is a committee member. Performs related duties as assigned.

1. Documents findings in a professional and legal manner and according to department policy, procedure, and
practice.
2. Completes written and verbal reports as required.
3. Attends and/or conducts inservice education.

Following physician orders assures that prescription medications are obtained and administered to patients. Orders over the
counter medications following appropriate guidelines. Coordinates physician orders for diagnostic tests or specialty services.
Individual tasks related to the duty.
1. Notes physician orders for medications, diagnostic tests, or specialty services.
2. Receives medication from the pharmacy or obtains OTCs from stock.
3. Administers OTC and prescription medication to patients.
4. Obtains and administers medication from physician drug box or emergency box.
5. Maintains perpetual inventory of narcotics critical tools, and other items as required.
6. Inventories and orders non-narcotic medication.
Duty 5

Draws blood, prepares and obtains laboratory specimens. Performs routine lab tests, i.e. Hemoccult slides, dipstick
urinalysis. Starts and maintains IV lines, Steri-Strip lacerations, performs visual acuity exams and fluorescent staining,
dressing changes, venipunctures, EKGS, intradermal TB tests, etc. Inventories supplies, recommends ordering of supplies
and equipment. Participates in all institutional security procedures and practices.

Hazards associated with work within a correctional institution and with prisoners. Considerable bending. Walking, and
sitting. There is some running involved to respond to emergencies and some lifting of heavy objects up to thirty (30) pounds.
Work involves shift, weekend, and holiday assignments as well as mandatory or voluntary overtime on any shift. Position is
located within the secure perimeter of a correctional facility.

23. What are the essential duties of this position?
Nursing care that includes complete physician assessment, development of a nursing (patient) care plan,
implementation and evaluation of the plan. Throughout this process, the patient is monitored and supervised to
anticipate and prevent complications and/or any preventable untoward event.
24. Indicate specifically how the position’s duties and responsibilities have changed since the position was last reviewed.
The prison populations have increased in size and the complexity of services offered. The federal actions against the state
mandate and sometimes exceed contemporary private standards of care. The nurse’s role is an expanded practitioner role, and
therefore, the Bureau of Health Care Services requires advanced educational training, i.e. Physical Assessment, Mental
Assessment, and Basic Cardiac Life Support.

The nurse works as a team member with other health care professionals.
26. In your opinion, what are the minimum education and experience qualifications needed to perform the essential functions of this
position.
EDUCATION:
Possession of a diploma, associate's, bachelor’s, or master’s degree in nursing accepted for licensure by the Michigan Board
of Nursing.
EXPERIENCE:
One year of experience equivalent to a Registered Nurse P11.
Alternate Education and Experience.
Possession of a master’s degree in nursing or possession of a bachelor’s degree in nursing and six months of experience
equivalent to a Registered Nurse P11 may be substituted for the experience requirement.
KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of general nursing principles and practices; scientific principles and specialized techniques used in the practice
nursing; and current nursing technology and methods. Skill in the application of nursing techniques. Ability to assess the
effectiveness of nursing care, and to recommend changes to nursing care programs or methods; carry out detailed
instructions; administer medications and implement treatment plans; instruct others on promotion of health and prevention of
disease; provide nursing and health care direction to nursing support personnel; maintain composure under stressful
situations; maintain records, and prepare reports and correspondence related to the work; communicate effectively with
others; and maintain favorable public relations.
CERTIFICATES, LICENSES, REGISTRATIONS:
Possession of a Michigan license in good standing as a registered nurse.
