Situation
Update
• All
ten
Départements
in
Haiti
are
now
affected
by
the
cholera.
• Artibonite
remains
the
worst
affected
Département,
where
more
than
650
out
of
1,186
cholera
deaths
have
been
recorded.
• The
Ministère
de
la
Santé
Publique
et
de
la
Population
(MSPP)
reports
that
19,646
people
have
been
hospitalised
since
the
outbreak.
Altogether
49,418
people
have
sought
medical
attention
to
date.
• The
number
of
recorded
cholera
cases
also
increased
in
Port-‐au-‐Prince,
especially
in
Cité
Soleil,
an
extremely
impoverished
and
densely
populated
commune
west
of
the
capital,
as
well
as
in
Port-‐au-‐
Prince’s
largest
prison,
where
30
inmates
have
been
infected.
Altogether
46
deaths
have
been
reported
in
the
Port-‐au-‐Prince
metropolitan
area.
• The
security
situation
in
the
country
is
deteriorating.
Civil
unrest
in
Cap
Haitien
and
Hinche
this
week
has
hindered
the
humanitarian
response
in
these
areas.
The
persisting
incidents
have
resulted
in
movement
restrictions
in
and
around
Cap
Haitien
and
Hinche.
Both
towns
are
currently
not
accessible.
• Some
of
the
violent
demonstrations
are
reportedly
in
regards
to
the
presidential
and
parliamentary
elections
due
on
28
November
2010.

Coordination
• For
the
cholera
Response,
a
special
Crisis
Cell
was
first
established
at
the
Ministry
of
Health,
which
consisted
of
Coordinators
from
the
Health,
Wash,
Camp
Management,
and
Logistics
Cluster,
their
Government
counterparts
and
OCHA.
Since
13
November,
the
Crisis
Cell
convenes
at
the
National
Palace
and
includes
also
representatives
from
the
Direction
de
la
Protection
Civile
(DPC),
to
ensure
information
exchange
and
coordination
of
activities
with
the
Government
of
Haiti.
Field
Coordination
• The
Logistics
Cluster
has
reinforced
its
staff
capacity
with
the
deployment
of
two
additional
Logisticians
from
the
Global
Logistics
Cluster
Support
Cell
at
WFP
headquarters
in
Rome.
A
Logistics
Cluster
Field
Coordinator
was
based
in
St
Marc,
where
at
the
beginning
the
majority
of
cholera
cases
where
registered,
to
evaluate
and
monitor
the
overall
situation
on
the
ground.
He
is
now
working
in
Port-‐au-‐Prince
to
ensure
close
liaison
with
the
Health
Cluster.
A
Medical
Logistics
Officer
is
liaising
directly
with
WHO/PAHO
in
Port-‐au-‐Prince
and
is
located
at
their
offices.
• An
Air
Cargo
Movement
Officer,
seconded
to
the
Logistics
Cluster
from
the
Logistics
Emergency
Teams
(LET),
an
initiative
between
TNT,
UPS
and
Agility,
is
permanently
based
at
the
International
airport
in
Port-‐au-‐Prince
to
help
managing
incoming
cargo.
The
Logistics
Cluster
will
also
assist
with
the
facilitation
of
customs
procedures.
Assessments
• A
Logistics
Cluster
Officer,
specialised
in
infrastructure
was
deployed
to
St
Marc
together
with
a
UNICEF
Logistics
Officer,
in
order
to
support
WHO
in
conducting
assessments
of
Health
facilities.
• WFP’s
port
assessment
has
confirmed
that
it
is
possible
for
the
WFP/Logistics
Cluster
barge
to
berth
at
Grande
Saline.
The
barge
is
on
stand-‐by.
Infrastructure/Equipment
• The
Logistics
Cluster
prepared
the
ground
for
the
erection
of
two
cholera
Treatment
Centres,
one
in
St
Marc
and
the
other
in
l’Estere,
with
the
support
of
MINUSTAH.
• Equipment
from
the
previous
humanitarian
Camp
Charlie
has
been
made
available
(10
tents,
100
beds,
2
generators)
and
moved
to
St
Marc
where
it
is
being
utilized
by
MSF-‐Spain
to
increase
the
hospital
capacity.
• In
addition,
two
generators
have
been
given
to
MSF-‐
Spain
to
ensure
power
in
their
Cholera
Treatment
Centre
in
Port
au
Prince.
Transport
• Since
the
beginning
of
the
cholera
response
operation,
14
organisations
have
used
Logistics
Cluster
inter-‐agency
transport
services:
COOPI,
French
Red
Cross,
IOM,
International
Relief
and
Development
(IRD),
Logistics
Cluster,
Médecines
du
Monde
–
France,
Nos
Petit
Freres
et
Soeures/St
Damien’s
Hopital,
Partners
in
Health,
Save
the
Children,
UNFPA,
UNICEF,
UNOCHA
and
WHO/PAHO
as
well
as
the
Government
of
Haiti.
• 249mt
have
been
dispatched
to
date,
209.8mt
by
road
and
39.9mt
by
air,
to
the
following
14
locations:
Bassin-‐Bleu,
Cap
Haitien,
Gonaives,
Grande
Saline,
Jacmel,
Jeremie,
Leogane,
Les
Cayes,
Maissade,
Petit
Goave,
Port
de
Paix,
St
Louis
du
Nord,
St
Marc
and
within
Port-‐au-‐Prince.
• The
Logistics
Cluster
is
currently
mobilizing
all
its
assets
–
interagency
fleet
and
UNHAS
helicopter
–
to
transport
67,000
ringer’s
lactate
infusions
(82mt)
on
behalf
of
WHO/PAHO
to
13
different
locations
across
the
country
in
the
period
19-‐21
November.
• UNHAS
transported
124
passengers
to
various
locations
in
the
areas
of
concern:
Humanitarian
assessment
teams,
medical
staff
and
engineers
from
various
organisations,
such
as
WFP,
IOM,
UNICEF,
the
Red
Cross,
CONCERN,
Operation
Blessing,
Partners
in
Health,
Open
Hands
International,
Nos
Petit
Freres
et
Soeures/St
Damien’s
Hopital
and
St
Boniface
Haiti
Foundation,
as
well
as
the
Humanitarian

the

Storage
• Two
Mobile
Storage
Units
(MSUs)
have
been
moved
from
Logistics
Cluster
stocks
in
Port-‐au-‐Prince
to
St
Marc,
and
made
available
for
the
Health-‐and
Wash
Clusters
for
the
storage
of
medical
and
wash
items.
• Storage
services
have
been
also
provided
to
IFRC
for
5,000
cholera
cots,
which
the
IFRC
has
already
donated
to
the
Ministry
of
Health.
• Two
MSUs
have
been
erected
in
Cap
Haitien
and
four
MSUs
in
Port-‐au-‐Prince
at
the
WHO/PROMESS
warehouse
in
order
to
increase
the
reception
capacity
for
incoming
air
cargo.
• Additional
12
MSUs
have
been
shipped
to
Port-‐au-‐Prince
from
the
United
Nations
Humanitarian
Response
Depot
(UNHRD)
in
Panama.
Civil/Military
Liaison
• The
Logistics
Cluster
is
attending
daily
meetings
of
MINUSTAH’s
Joint
Operation
and
Tasking
Centre
(JOTC)
where
the
evolution
of
the
cholera
outbreak
is
discussed
with
military
actors.
• The
Logistics
Cluster
continues
to
liaise
with
the
JOTC
also
for
the
exchange
of
road
status
information.
This
data
is
being
processed
by
the
Logistics
Cluster
GIS
unit;
hence
the
JOTC
is
one
of
the
sources
for
updated
road
condition
maps.
• MINUSTAH
engineering
assets
are
being
used
to
prepare
the
ground
for
the
installation
of
MSUs
across
the
country.
• The
Logistics
Cluster
is
liaising
with
MINUSTAH
to
store
WHO
medical
supplies
in
MINUSTAH
compounds
located
in
Jeremie,
Miraogane,
Mirebalais
and
Hinche.
• MINUSTAH
is
on
standby
with
logistics
assets
in
case
the
needs
arise
to
support
the
Humanitarian
Community.
