                                                    Nomination Form

 The pilot SES Band 2 Talent Development Program is an intensive and advanced leadership program for
 current SES Band 2 employees within the APS, directly arising from recommendation 4.5 from The
 Blueprint for Reform.

 Program participants will take part in an individually tailored, challenging 12 month development
 program, formally commencing in February 2012. Participants will complete an initial Development
 Planning Workshop in late November 2011.

 This Nomination Form is being provided to Departments and Agencies who are considering putting
 forward a nominee to take part in this Program.

Program key concepts

Nomination criteria
The nomination criteria are based around a combination of elements that indicate ‘high potential’.
While high performance in current roles is a prerequisite requirement, research indicates that
ability, aspiration and engagement are more directly related to future leadership performance 1.


Prerequisite critiera


Current             Due to the challenging nature of the program, participants should have an
performance         excellent record of performance at level.

Nomination criteria


Ability             The program is targeted at senior leaders who demonstrate an ability to succeed
                    in complex and ambiguous leadership roles, including: agile and critical thinking;
                    achieving results with integrity; self awareness and ability to engage others;
                    willingness to learn from experience; adaptability.
Engagement          Participants should have a strong commitment to public policy making and public
                    administration, including: demonstrating a passion to succeed; desire to make an
                    ongoing contribution to delivering outcomes for citizens; and a commitment to
                    sharing vision and strategy with others.
Aspiration          The program targets senior leaders who aspire to contribute to public policy
                    making and administration at the most senior levels and position the APS to meet
                    the challenges of the future.

Readiness for the program
The program will be challenging and intensive, and will not be the right opportunity for every high
potential Band 2 at this time in their career development. Band 2s are encouraged to use the self
reflection tool to consider whether the timing is right to consider participating in this program.


Time           Participants will need to be willing and able to commit significant and ongoing time
commitment     to the program, including:
                    Up to 9 days of workshops
                    Ongoing participation in project work and coaching
                    Up to 12 hours of individual coaching
                    Shadowing and job placements

Financial      Costs will vary for each participant due to the personalised nature of the
commitment     development plan, however the Strategic Centre’s early costing analysis indicates
               that in the order of $20,000 per participant would fund the implementation of a
               comprehensive individual development plan.
Manager        Managers will need to commit to providing ongoing advice and support, and enable
commitment     the participant’s time commitment to the program.
