CONTEXT STATEMENT



The VCES team is seeking an energetic, innovative person, who possesses strong project

management and research skills, as well as strong leadership skills. The successful applicant

will be an enthusiastic, self- motivated person who possesses a willingness to continuously

improve work practices and procedures.



The VCES team is responsible for processing applications for eligible students for the

Veterans’ Children Education Scheme (VCES) and the Military Rehabilitation and

Compensation Act Education and Training Scheme (MRCAETS).

1. Under minimal supervision, undertake the coordination for the Education Scheme



2. Assist with the ongoing development and implementation of national procedures

and guidelines for the Education Scheme



3. Demonstrated capacity to analyse and research complex issues .



4. High level written and verbal communication skills, including the ability to

produce complex documents such as analysis of current policy and legislative

requirements of the scheme.



5. Demonstrated knowledge and understanding of VCES and MRCAETS legislation,

or the ability to quickly acquire that knowledge.



6. Assisting the Executive Officer to review and manage change within the

Education Scheme.



7. Strong organisational and project management skills, including the ability to work

with minimum supervision, perform well under pressure, manage a team and meet

deadlines.

SELECTION CRITERIA

1. Connecting with clients.

You will need to be able to work with fellow DVA staff, veterans and other key

stakeholders to develop, implement and manage programs that facilitate and

promote veteran access to relevant programs and activities that enhance their

health and wellbeing.



2. Building our skills.

It is important that the successful applicant is interested in expanding their

knowledge and actively pursues learning opportunities that benefit themselves,

other staff and DVA. You should also be able to demonstrate your ability to

identify team and individual strengths and how these can be optimised to meet

business outcomes.



3. Searching for solutions.

Seeking feedback, identifying opportunities and developing solutions which you

bring to fruition with limited resources, and in a geographically dispersed

environment, is integral to this position. The successful applicant will be

innovative, with an awareness of APS parameters and accountability

requirements, and must demonstrate suitable contract and financial management

skills.



4. Taking care of business.

Achieving success in this position will often be through the co-operative and

consultative relationships you develop with staff, contractors and other key

stakeholders. As well as being able to plan and monitor their own activities the

successful applicant will need to be able to demonstrate that they can lead and

motivate their peers and others to deliver maximum benefits for the veteran

community.



5. Knowing the environment.

To be credible in this position, the successful applicant will need to demonstrate a

sound understanding of, or experience in, community support services, the use of

community-based activities to enhance the well being of veterans and how these

relate to DVA programs and policies.

It will be important for you to be a confident leader and skilled communicator

who embraces diversity and understands and practices the APS Values and Code

of Conduct. It will be essential in this role for you to be confident in offering

constructive feedback. Some national responsibilities will be assisted by the

ability to accommodate different perspectives and working with colleagues to

identify and solve problems as well as achieve outcomes.
