APPOINTMENT OF THE DIRECTOR OF THE EYE RESEARCH INSTITUTE
This recommendation to appoint Frank J. Giblin as Director of the Eye Research
Institute is advanced with enthusiasm. Based on input from the faculty and staff of the
Eye Research Institute as well as consultation with academic administrators from our
other schools and the College, I am pleased to recommend the appointment of Dr.
Frank J. Giblin as Director of the Eye Research Institute and to continue his
appointment as Professor of Biomedical Sciences with tenure.
Dr. Giblin has most recently served as Interim Director of the Eye Research Institute
since November 1, 2002. Prior to this appointment, he served as Associate Director of
the Eye Research Institute since August, 1995. Before becoming an academic
administrator, Dr. Giblin was a research associate and faculty member at Oakland
University, in the Eye Research Institute, beginning in 1974, where he advanced
through the ranks to become a full professor of Biomedical Sciences in 1993.
Prior to coming to Oakland University, Dr. Giblin was a Post-Doctoral Fellow at the
State University of New York at Buffalo for one year. He was a Teaching Assistant at
that institution while he completed his Ph.D. in Biochemistry in 1973. Dr. Giblin
completed a Bachelor of Applied Science in Chemical Engineering from the University
of Windsor in 1966.
During his professional career at Oakland University, Dr. Giblin has obtained research
grants and awards in excess of $6.4 million from institutions that include the National
Eye Institute, Alcon Laboratories, Inc., the American Health Assistance Foundation,
Shojin Research Associates, NASA, and Oakland University. His research is focused
on oxidative mechanisms involved in the formation of cataracts. He is the author of 84
publications in highly regarded scientific journals, and he has published abstracts and
given presentations concerning his research on over 200 occasions, both nationally and
In addition to his research activities, Dr. Giblin serves as Lens Section Editor for
Experimental Eye Research and was a member of the NIH VIS-A study section from
1995-1999. He has chaired and co-chaired numerous sessions on oxidative stress and
cataracts at the International Congresses of Eye Research. At Oakland University he
currently chairs the Institutional Animal Care and Use Committee.

Honors that Dr. Giblin has received include a U.S. Public Health Service National
Research Service Award (1975-78), an Academic Investigator Award from the National
Eye Institute (1980-83), the Rohto Cataract Research Award (1981), the Alcon
Research Recognition Award for Visual Science (1985), selection as Plenary Lecture
Speaker, 34th Meeting of the Japanese Society for Cataract Research (1995), selection
as Plenary Lecture Speaker, 11th Meeting of the Australasia Society for Free Radical
Research (2002), and the Keynote Lecture Speaker at the Fifth Cataract Research
Conference in Seoul, Korea (2004).
An Academic Administrator Agreement between Dr. Frank J. Giblin and Oakland
University has been signed by the parties, but is contingent upon approval of the Board
of Trustees. The Employment Agreement was reviewed and approved by the Office of
the General Counsel prior to execution, and is in compliance with the law and University
policies and regulations and conforms to the legal standards and policies of the Board
RESOLVED, that the Board of Trustees appoint Dr. Frank J. Giblin to the position
of Director of the Eye Research Institute and continue his appointment as Professor of
Biomedical Sciences with tenure, effective November 1, 2004, in accordance with the
terms and conditions of the Academic Administrator Agreement between Dr. Frank J.
Giblin and Oakland University.
