1. Synopsis
1.1 This report provides information relating to Newcastle City Council’s individual
service scores as requested by members of the Select Committee at the
January 2003 meeting. For the purpose of comparison, the scores from
neighbouring authorities are contained.
2. Recommendation
2.1 The Education & Training Select Committee is recommended to receive this
report for information.
3. Introduction
3.1 As part of the Audit Commission Comprehensive Performance Assessment
(CPA), core local authority services are assessed and scored. A scoring
system of 1 – 4 is used, with 1 being the lowest and 4 the highest. Seven
areas of service are included within this process, with education and social
care given more importance in reaching the overall service score than other
areas.
3.2 The service areas assessed as part of the CPA core services are:

-Libraries & Leisure
-Benefits
-Use of resources
3.3 The Government intends to use the outcomes of the Commission's CPA work
to target support to those authorities most needing it, and to confer freedoms
and flexibilities to the better performing authorities.
