GB Spring 2011-27 Recommendation for the Expansion of the Readership Program

1    WHEREAS the Student Government Association of Missouri State University is the
2    official voice of the student body; and
3
4    ACKNOWLEDGING that Missouri State University currently has a contract with the
5    USA Today Collegiate Readership Program to develop newspaper readership among
6    Missouri State students; and
7
8    NOTING that in April 2008, Missouri State students voted on a $3 per semester student
9    fee to support this program to have the USA Today, The New York Times, and the
10   Springfield News-Leader newspapers delivered to select on-campus locations, specifically
11   academic buildings and dining halls; and
12
13   UNDERSTANDING that there are currently newspaper bins set out by the Program in
14   the following locations:

16         Blair-Shannon Dining Center
17         Craig Hall
18         Garst Dining Center
19
           Glass Hall
20
21         Pummill Hall
22         Meyer Library
23         Plaster Student Union
24         Professional Building
25         Strong Hall
26         Sunvilla Tower
27         Temple Hall; and
28
29   REALIZING that the Program delivers a set, predetermined number of newspapers to
30   each location; and that at all eleven locations, there are considerably more USA Today
31   newspapers delivered than The New York Times and Springfield News-Leader
32   newspapers; and
33
34   FURTHER REALIZING that the Student Affairs Committee tracked newspapers at the
35   close of the business day at different on-campus locations for seven consecutive
36   weekdays; and
37
38   NOTING that the committee found a significant number of excess copies of USA Today
39   newspapers; and
40
41   FURTHER NOTING that the committee found a need for additional copies of The
42   Springfield News-Leader and The New York Times; and
43
44   UNDERSTANDING that the Newspaper Program Agreement outlines that Missouri
45   State University work with USA TODAY to select the newspapers and determine the
46   appropriate number of copies to be distributed pursuant to the program and that the
47   distribution will be adjusted daily by USA TODAY, acting as a distributor; and
48
49   ACKNOWLEDGING that faculty and staff are also able to take newspapers from the
50   bins provided by the Program; and
51
52   NOTING that the Office of the Provost currently pays for $10,000 of the total cost
53   annually; therefore

55   BE IT RESOLVED that the Student Government Association recommends that USA
56   Today Collegiate Readership Program coordinates with the Student Government
57   Association to determine the proper number of newspapers at each location on campus,
58   including the additional papers as necessary;

60   BE IT ALSO RESOLVED that the Program implement additional newspaper bins at the
61   following locations:

63         Siceluff Hall
64         Brick City
65         Jim D. Morris Center; and
66
67   BE IT STILL FURTHER RESOLVED that university administration covers any
68   additional costs stemming from the addition of newspapers and bin locations to account
69   for newspapers taken by faculty and staff members; and
70
71   BE IT EVEN YET FURTHER RESOLVED that a copy of this resolution be delivered
72   to the Office of the Provost as well as Mary Ramatowski, the Regional Marketing Manager
73   for USA Today; Dr. Earle Doman, Vice President of Student Affairs and Dean of
74   Students., and Dr. James E. Cofer, Sr., President.
