Introduction
This software utility was created for a REL Midwest May 8, 2009, Connecting Research to Practice event,
"Interpreting Test Score Trends and Gaps" featuring Prof. Andrew Ho of the University of Iowa. It simplifies the
creation of alternative views of standardized test results expressed as proficiency percentages. Comparisons
expressed as proficiency percentages often produce misleading interpretations; alternative views assist with
The data used are taken from the Ohio Department of Public Instruction website. Ohio uses five proficiency
categories: advanced, accelerated, proficient, basic, and limited. Descriptions of each proficiency category are
available on the ODE web site. Each year a small percentage of students does not report a score, because they
take an alternate test or were absent. This utility does not account for these students.
Click the "Create Charts" button below to begin. The subsequent screen permits the selection of specific groups
of students, grades, years, and subject matter. A plot of the proficiency percentages by group and year will
appear. Four buttons appear alongside this plot, each of which will create an alternative view for the selected
To create similar charts using different data, that is to say, for a specific school or district, it is only necessary to
replace the data on the "Data" worksheet with equivalent data for a school or district. Since the original data are
drawn from the school and district reporting process states instituted since the inception of NCLB, equivalent data
are readily available.
It is critical that the data rows and columns on the "Data" worksheet not be modified: type new values directly
