EU declaratory data 2011 – Codebook Variables: 1. Resolution: Resolution name in numerical order. If a letter is added to the resolution number, to point a resolution being divided in to parts, this follows in alphabetical order. 2. EU statement: Indicates if EU statement has been given in the debate preceding the adoption of the resolution, either in a Main Committee or in the General Assembly Plenary. 0 indicating no statement, 1 indicating one or several statements. 3. National Statements: If delivered, how many national statements of EU-member states where delivered in the debate preceding the adoption of the resolution, either in a Main Committee or in the General Assembly Plenary. The range possible is dependent on the number of EU members also members of the UN, which varies over the time period examined. 4. EC or EU presidency: Indicates, if an EU-statement was delivered, was it delivered by the EU Commission representative or by the EU Presidency representative. 1 indicating the EU Commission and 2 indicating the EU Presidency. 0 indicating no statement. 5. Number of EU statements: The number of statements delivered on behalf of the EU. 6. Type of issue: The type of issue the resolution concerns. The types of issues are (indicating by the number here in parenthesis): Disarmament and International Security and Peace (1) Economic development and Financial matters (2) Human Rights issues (3) Democratization and Decolonization issues (4) UN Administrative and Budgetary matters (5) International Legal matters (6) Middle East issues (7) Environment and Energy issues (8) Social, Cultural and Humanitarian matters (9) Institutional matters (10) Other questions (11) 7. What EU-members delivered national statements: Indicated by standardized abbreviations of country names it is here noted what EU-members, if any, held national statements in the debate preceding the adoption of the resolution. An exclamation mark after the country name means that this country was responsible for drafting the resolution in question. 8. Number of EU members: Indicating the number of EU members also members of the UN at the time of the adoption of the resolution. 9. Statement combination: Indicating the type of statements delivered on behalf of the EU and/or the EU member states. 0 indicating no speech from either the EU or national statements from EU members, 1 indicating only an EU statement, 2 indicating both an EU statement and national statements from EU member states and 3 indicating only statements from EU member states. 10. National statement made by the country drafting the resolution: 0 indicates that the EU member speaking in national capacity did not do so because it was the country drafting the resolution and therefore had the responsibility of introducing it. 1 indicates that the EU member speaking in national capacity did so as to introduce a resolution that it had drafted. 2 indicates that both an EU member state introducing, not being the presidency, and other EU- member/-s made statements regarding the resolution.
