About This Document: Every three years, the Copyright Office recommends (in accordance with the Digital Millennium Copyright Act, or DMCA) to the Librarian of Congress that certain classes of works be exempted from the prohibition against circumventing technological measures that control access to copyrighted works. The Office of the Register of Copyrights and its legal staff will meet regularly with individual creators, publishers, producers of audiovisual works and sound recordings, Internet service providers, distributors and aggregators, educators, representatives from libraries, archives and museums, and end users such as consumers and bar associations to discuss developments in business and technology and the role of copyright in facilitating the creation and dissemination of works.
