Carl Perkins funds uses:
Purpose of funding:
Ensure that career and technical programs are academically rigorous and up-to-date with the needs of business and
industry.
Secondary Carl Perkins funds are being targeted to “grow” Programs of Study in Wisconsin. Therefore, an applicant
is required to work on development/implementation/refinement of at least one selected Program of Study and must
allocate 2011-2012 CPA formula allocation money to meet this requirement.
The Program of Study (POS) Implementation Model is to be developed and funded through activities that develop
all five components.
1. General Foundations
2. Rigorous Curriculum and Quality Instruction
3. Transition Planning and Policy
4. Accountability and Continuous Improvement
5. School Counseling and Career Development
Funds can be used to:
o Serves as a catalyst for change by driving program improvement.
i.e. Professional development, supporting education and business partnerships.
o Develops strong accountability system that ensures quality and results
o Strengthens integration of academic and career and technical education
o Provides students with in and understanding all aspects of industry including work-based learning
experiences
o Develops and improves curricula,
including the integration of academic and career and technical education
o Links CTE secondary programs to post secondary CTE programs
o Improve and expand the use of technology
o Provide for career guidance and academic counseling including activities and training supporting non
traditional occupations
o Ensures access and provides activities to prepare special populations for high wage, high skill, or
high demand occupations that will lead to self sufficiency
o Provides professional development for teachers, counselors and administrators
o Supports career and technical student organizations
Things Carl Perkins cannot be used for:
o You cannot use Carl Perkins funds to supplant.
i.e. If something was originally paid for our of district funds, Carl Perkins cannot be
used to purchase it.
o You cannot use Carl Perkins funds to replace equipment, textbooks, etc. that is in a normal
classroom. It must only be used to purchase new and innovative equipment or resources that will
support program improvement in career and technical education.
i.e. accounting texts cannot be purchased using Carl Perkins unless the course is new
or articulated with postsecondary programs which support the programs of study.
o Carl Perkins cannot be used to fund classes other than specifically career and Technical Education
classes.
i.e. funds cannot be used to purchase equipment for special needs classes or any
academic class unless it is to further the student’s ability to enter career and technical
courses specifically.
o Carl Perkins funds cannot be used to pay students or to pay for awards to students or community.
Student registration for competitions is not allowable since awards can be earned.
