In the fall of 2010, GII collaborated with O‟Brien & Company and Reach, Inc. to
Kristin Ortun facilitate “Community Days” at six Goodwill subgrantee sites. The purpose of
Senior Community Service these events was to: gather current and potential community partners; present
Employment Program initial green jobs findings and background information about the local job
National Director climate, competency models, and career pathways; identify three locally-

and generate enthusiasm among community partners related to green jobs and
SCSEP program participation.
Following each community day, O‟Brien & Company, Reach, Inc., and Seattle
Tilth utilized CareerOneStop‟s Competency Model Clearinghouse, O*Net
Online, state workforce job search sites, as well as additional internet job
search resources and employment and training resources to generate
competency models and career pathways for each of the locally-identify
occupations.
This document summarizes the information gathered during the community day
and presents the output from the Competency Model Clearinghouse.

Local Green Job Demand/Economic Activity
According to the Community Days attendees, new construction in Phoenix has decreased (the industry
unemployment rate is generally high) but has increased in nearby Tucson. However, the local sustainable
agriculture job development has been on the rise since 2007.
There is local evidence of Green Building Activity: Locally, Phoenix is experiencing an increased interest in
green retrofits and weatherization of existing homes and supports solar rebates and incentives. In conjunction with
a national focus on energy efficiency, local utilities providers such as Arizona Public Service (APS) and Salt River
Project (SRP) are providing affordable ($99) home energy audit reports. Additionally, homes sizes are decreasing
based on available lot size and a focus on non-traditional residential designs, such as shipping container
modification, is increasing. The Foundation for Senior Living, an organization dedicated to improving the local
housing stock, is an affiliate of the Building Performance Institute (BPI), and provides contractor certifications
required to participate in local and federal energy programs.
There is local evidence of Sustainable Agriculture Activity: With a strong existing focus on local agriculture,
the Phoenix area is ready for more sustainable agriculture. Most existing farmer‟s markets (and grocery chains)
are small, locally owned and family operated, and they seem to have increased dramatically in numbers over the
past decade. Internet and information technology (IT) support of farmers markets and Community Supported
Agriculture (CSA) programs is a potential area of growth that could contribute handsomely to the success of a local
sustainable food system. The Master Gardener Program at the University of Arizona is offered at an affordable
price and lends itself well to a non-traditional, older workforce. There is great, intergenerational support for
sustainable agriculture through the local Senior Garden club, YMCA and Culinary Arts school.

Phoenix, AZ: Weatherization
The Community Day attendees noted that weatherization workers need the ability to load/unload materials from a
vehicle, engage in clean-up activities, potentially check on helpers‟ work, and possess good interpersonal skills.
More advanced HVAC-related workers need to know and follow mold best practices and balance pressure within a
house. Relevant training may include administrative skills development and business development training.

Attendees identified an Agriculture Resource Liaison (ARL) as a position for someone with great communication
skills, and a passion for sustainable living. As a „connector‟ between the community and its agricultural resources,
this person needs to have a firm understanding of the local climate for funding, interest, and affordability as well as
the layout of the surrounding areas. An ARL needs experience dealing with the media and should be familiar with
