Learners taking the M3 training will be motivated by:

Extrinsic motivations such as policy, program training requirements and agency mandates. The legal implications of
operating outside of policy are a very strong consideration.

and

Intrinsic motivations in that no manager or supervisor wants any employee to get hurt. Managers and supervisors at
that level of government often possess a very strong work ethic and will do what needs to be done if they know what it
is. It would be political suicide to run a sloppy program and would most likely be a negative factor in promotions.
