Both myself and the board want to thank Tim Brastrup for all his years on the board as an advisory

member. Tim worked for the DNR as the area Fisheries manager and provided the board with advice,

information, and suggestions that proved priceless in the decisions we made over the years. Tim has

agreed to remain on the board in his advisory position as long as he remains in the area. Thank you, Tim.



In closing, I want to welcome all the new members that joined our organization this year, well over a

hundred. I also want to thank all of you that have supported us as active members, we cannot do

anything without all of you. The Gull Chain of Lakes Association has been around under several different

names for around 35-40 years and has accomplished a lot. We currently have 10 board members who put

in a lot of time, to accomplish what we have done. But we could use a few more volunteers, so if any of

you want to join the board please give myself or Rosemary a call or send an email and we will be happy

to explain what is involved. A group like ours can always use new people and fresh ideas.



Also, I know it sounds like a broken record, but we could always use more funds to accomplish what

needs to be done to protect the chain. In economic times like these a lot of charities and non-profits are

asking for your money. We would like to do more for you, your property, and your lake. If you like what

we have done tell us by sending us a donation in addition to your dues. We are now exploring adding

credit cards so if people wish to make a monthly donations they can.



The next newsletter will be in late fall. Until then, enjoy the summer and the fall and please call me with

any of your thoughts or ideas.

2010 ANNUAL MEETING

The Associations’s annual membership meeting was held on July 8th at a new venue this year, the Gull

Lake Yacht Club’s new clubhouse. Although a few light showers dusted off the tables for us, the weather

was otherwise perfect. The large dock enabled quite a few GCOLA members to cruise to the event. Head

chef and GCOLA Co-Chair Marv Meyer was at his best, and hot burgers, brats and beans were hitting the

plates promptly at 5:00.



Board Member Charles McQuinn welcomed GCOLA to the new Yacht Club, an elegant setting for catered

parties. As one enters, you pass under the hull of a large old wooden boat that has been restored to

perfection. The GCOLA meeting was set up on a large grassy field adjacent to the building.



Part of the fun at this annual gathering was meeting new members and new friends who are already in

the organization. When the business meeting started, Secretary/Treasurer Rosemary Goff gave the

treasurer’s report. GCOLA’s financial position has improved since last year, due largely to membership

increases and John Taylor’s savings on labor costs for buoy placement in April. To date we have 125 new

member families with a total membership of approximately 700 families.



Three members were re-elected to the Board of Directors: Mark Engstrand, Rosemary Goff and John

Taylor. Members are always invited to attend board meetings at Grand View.



Cass and Crow Wing County law enforcement members discussed their activities on the Gull Chain. They

can be contacted through Cass or Crow Wing County Sheriff’s Offices or through the 911 dispatcher. The

members brought up many questions. We learned that there is no speed limit on the lake, but there is a

noise limit. In response to another question, it was pointed out that pulling skiers or tubers through the

channels is illegal.



Tim Collette and Jim Tischler of the DNR were the

featured speakers focusing on invasive species.

Although invasive species continue to creep

toward us the Gull Chain is still free of Eurasian

Water milfoil and zebra muscles. Tim explained

that he routinely checks for the mussels by circling

the lakes on a snowmobile and checking docks

stored on the shore during the winter. Jim focused

on the importance of prevention efforts by boaters

and anglers.



Mary Kay Larson of the Corps of Engineers said

that the level of the chain is expected to remain

constant within the 3 inch summer band,

approximately 1194.08 feet. Also, Corps of

Engineer personnel will be doing another loon

count this summer.



For the first time, white pine seedlings were

distributed as a benefit of membership. Obtained

from the DNR, these well-rooted trees had been

nursed through the early summer by Ike Halliwill

who is quickly becoming the Johnny Appleseed of

the Gull Chain.

BRAINERD CHAPTER OF FISHING HAS NO

BOUNDARIES PLANS 8TH ANNUAL FISHING EVENT

There are 53 million Americans with a disability and many of them love to fish but few of them ever go

because it’s too difficult to do so by themselves. Many just need a little extra assistance in the boat or on

the dock. Fishing Has No Boundaries (FHNB) is an organization that works to provide the necessary

assistance to people with disabilities so they can partake in all that fishing has to offer.



The Brainerd Lakes chapter was formed in 2003 when the Gull Chain of Lakes Association, DNR and

Confidence Learning Center collectively envisioned the opportunity to provide persons with disabilities a

weekend of fishing, fun and friendship. More than 100 dedicated volunteers, boat captains and Camp

Confidence staff work throughout the year to make the annual August event possible. With the support

of many generous businesses and contributors, the Brainerd Lakes Fishing Has No Boundaries event has

developed into one of the nation’s largest fishing events for people with disabilities.



This year’s event will be held August 27 and 28. Friday night will feature a welcome ceremony complete

with entertainment and a campfire. Saturday is when the fishing happens and the day is capped off with a

fish fry banquet, awards ceremony, entertainment and campfire.



Volunteers are greatly needed in order to make this year’s event a success and ensure that more people can

participate. Tasks for volunteers include helping participants register, loading and unloading participants

at the docks, and supporting all the events going on in conjunction with the festivities at Camp

Confidence. There is also a need for people with boats to serve as fishing captains and others to serve as

fishing partners. These folks will be the ones taking people out on the water to fish.



The event is not a contest, fundraiser or tournament—it’s simply an opportunity for people with

disabilities to enjoy a day of fishing from a boat. “Catch and Release” is strongly encouraged.



Participants benefit from the generosity of the Camp Confidence Learning Center, which has once again

volunteered to host this event. Camp Confidence is a handicapped accessible camp featuring a large

lodge, pontoon boats, and housing for 100 people.

NEW BOATING LAWS

In an effort to keep invasive species from infecting more of Minnesota’s lakes and rivers, new laws went

into effect July 1 affecting boaters and anglers.



All boaters and anglers must drain any boating-related equipment of water before leaving any state

waters. That includes livewells, baitwells and bilges. (Previously boaters were only required to drain

their boats after being in infected waters.) The exceptions are minnow buckets and marine sanitary

systems such as onboard toilets.



Drain plugs must be left out the entire time a boat is in transport on any public road.



On lakes infested with spiny water fleas or zebra mussels, bait buckets must also be emptied of water.

This includes water brought from home. For anglers wishing to keep their minnows alive when leaving

infested lakes it is suggested that they bring an aerated cooler with fresh water that remains in their auto

or truck.



No unused bait can be disposed in any waters of the state. Once water is drained from a baitwell, any

leftover minnows or other bait must be thrown in the trash.



All aquatic plants and zebra mussels must be removed from boats and trailers before transporting on any

public road.



Fines for these offenses can range from $50 up to $500 for a first offense and $1,000 for a subsequent

offense. Having infested species on a trailer when putting into a public body of water generates the

highest fine.

LOON COUNT VOLUNTEERS

From 1991 to 2005, the Army Corps of Engineers conducted a survey of adult and juvenile loons on our

chain of lakes. A summary of their data is shown in the figure.





The question has arisen as to whether there

is any interest among the membership to

continue the survey annually. The general

protocol for the survey would be as follows.

A week in July would be picked as the week

to be used each year. The day for the survey

would probably be the Wednesday of that

week unless weather conditions dictated

otherwise. The entire chain would be

surveyed on that day, and the survey would

take place in the morning of that day from 8

to noon. The chain would be partitioned

into zones. Each zone would be assigned to

a boat of counters. Each boat should have at

least two people in order to confirm each

sighting. The boat would traverse the zone several times, and all adults and juveniles spotted would be

recorded. It appears that the chain could be divided into about 15 zones. Thus, if we were to start up an

annual survey, at least 15 boats and 30 people would be needed. If you are interested, please contact Robert

GULL LAKE YACHT CLUB

Back in 1947, Sam Hickerson and Marmaduke Corbyn

were sitting on Corbyn’s porch watching a boat cross

Rock Island on Gull Lake when they came up with ideas

for a yacht club. They spent the next several years

recruiting members and in 1950 the Gull Lake Yacht

Club was incorporated. Their first annual outing was

held at Lost Lake Lodge. The land on which the Club

resides was purchased in 1961 followed by construction

of the original building. Growth in membership resulted

in the new state-of-the-art yacht club facility which

opened in 2009.



The Club’s first sailing program became organized in

1959. The sailing school focuses on teaching kids to

advance their knowledge in sailing techniques and

expand their enjoyment of being on the water. Their instructor led courses focus on the variety of skills

for kids of all ages. Approximately 80 kids per summer take advantage of the classrooms in the lower

level of the clubhouse for education on sailing, boating and water safety. This year GLYC also hosted the

lake association boat safety classes for youth.



The new clubhouse includes a catering kitchen and catering hall which hosts sailing races, parties,

weddings and more. Over 100 Gull Chain of Lakes Association members were able to get a first hand look

at the new facility when they attended the annual Lake Association meeting in July. The club also hosts

social events most weekends of the summer from Memorial Day to Labor Day. These events range from

Family Fun Day which is all about families and kids to the Annual Summer Banquet which is more adult

oriented. There are also regular catered events that occur most weekends which are relaxed gatherings in a

private social setting second to none on the Gull Lake Chain.



The Gull Lake Yacht Club, which sits just south of the Love Lake entrance on the eastern shore of Gull

Lake, is a family-oriented volunteer-based social organization dedicated to promoting water safety,

education and enjoyment of sailing, boating and other water-related activities in a socially-inclusive

BOAT SAFETY CLASSES HELD

The Gull Lake Yacht Club was host to two boat safety classes held in June. Nearly fifty youth ages 12 to

17 took the class in order to obtain the required permit to operate a personal water craft or boat. The

instructors were Crow Wing County Sgt. Scott Goddard and DNR Conservation Officer Nikki Shoutz.

Classes will again be offered in June of 2011, so if you have children or grandchildren in this age bracket,

watch for dates and registration information in the Spring, 2011 lake association newsletter.

RESTORE YOUR SHORE TOUR

Does your shoreline function as a buffer between your land and the lake? Do you want to learn how

what you have growing there affects lake water quality? Are you interested in getting a first hand look

at shorelines that have been restored with native plants? If so, the City of Lake Shore Environmental

Committee is sponsoring a shoreline restoration tour for you on Thursday, August 19 from 5 to 7 p.m.

The tour will meet at the Lake Shore City Hall (8583 Interlachen Road). Heather Baird, the DNR

Shoreline Habitat Specialist, will lead us to four restored properties in the area and speak on how each is

developing, identifying some of the native species in bloom. For more information call Teri Hastings and

LAKE MARGARET TOTAL MAXIMUM DAILY LOAD COMMENT PERIOD

Lake Margaret was placed on the state of Minnesota’s impaired waters list in 2006. The lake was

identified as impaired for aquatic recreation (e.g. swimming) due to excessive nutrient levels, particularly

phosphorous. The federal Clean Water Act requires a Total Maximum Daily Load (TMDL) study that

calculates the maximum amount of a pollutant that a waterbody can receive and still meet water quality

standards for that pollutant. That study is completed and the Minnesota Pollution Control Agency

(MPCA) has issued a draft report which includes a pollution reduction plan.



The MPCA is requesting comments from the public on the draft Report and recommendations for meeting

federal standards. Comments are due by August 18, 2010. For anyone interested, the draft Report is

available for review at http://www.pca.state.mn.us/water/tmdl/tmdl-draft.html.

GULL LAKE PROFILES - GULL 4 SEASONS RESORT

This is an ongoing column focusing on local businesses and community leaders in the Gull Chain of Lakes area.



“Welcome to Gull 4 Seasons Resort!” Three generations of the

Padrnos family have welcomed guests to their resort on St. Columbo

Road on the east Shore of Gull Lake since 1977. Under their

ownership the resort has grown from 15 cabins to 32 guest units. Dan

& Sue have been blessed with 4 sons Tony, Christopher, Scott and

Aaron, and a daughter Gina. They have been an important part of the

resort’s success. The help and friendly service provided by them has

led to a true family resort atmosphere.



While Gull Lake is still the vacation focus, Indoor & Outdoor Pools, a Tennis Court and a Shuffleboard

Court have been added for the guests’ enjoyment. With a mix of lodging types ranging from traditional

cabins to deluxe condos with air conditioning, the resort satisfies a cross section of the vacationing public.



The resort is a combination of two smaller resort properties that ran side by side since the 1920’s. I know

the southern portion was occupied by the Quinlens. The other part was built to a large extent by Fred

Carlson. Fred worked in the railroad yards in Brainerd. Material from railroad cars was

used in part to construct many of the cabins.



Our resort has been operated under a variety of names: Carlson’s Cottages, Le-sur-ama,

and Parkview Resort. Previous owners include the Quinlens, Carlsons, Heruths,

Nelsons, Dagels, Magnans and the Bensons.



The Padrnos Family will continue to make the beauty of Gull Lake available to

vacationers to the area for years to come. What a beautiful gift to share!

MEET YOUR BOARD MEMBERS - DON SAMUELSON

Don Samuelson is a lifelong resident of Brainerd. After graduating from Brainerd High

School he became employed as a bricklayer and went on to serve as President of the

Brainerd Trades and Labor Union for 10 years and business manager of Central

Minnesota Bricklayers union for 40 years. He also served in the Minnesota Legislature

for 32 years.



Don has volunteered in the community as a little league baseball coach, boys youth

football coach, member of the Brainerd Housing Authority, St. Joseph’s Hospital Citizen

Advisory Board and the YMCA Board. He currently serves as President of the Brainerd Public Utilities

Commission, President of the Crow Wing County Historical Society and the Crow Wing County Historical

Foundation and is a member of the Rosenmeyer Center for State & Local Government. In his spare time

he serves Meals on Wheels.



Don and his wife, Nancy purchased property on Lake Margaret in 1970 and in 2000 moved to their current

cabin on Gull’s Booming-Out-Bay. They have been blessed with four children, five grandchildren and 2

great grandchildren. Don joined the Gull Chain of Lakes Association Board in 2008 “to be a part of efforts

to keep our beautiful lakes clean and safe.”

TUBING IN NO-WAKE CHANNELS NOT ALLOWED



The Cass County Sheriff’s Office wants to remind all boaters that towing a tuber or skier in a No-Wake

Zone or Channel constitutes an obstruction to navigation, which is prohibited by Minnesota Boating

Rules. This could also be considered careless boating. It is a misdemeanor offense, which is up to a

$1,000 fine and/or 90 days in jail. Law enforcement is focusing on educating the public about the haz-

ards of this activity and asks that all boaters please use extreme caution while operating in these no-wake

areas. They encourage all boaters to respect the rights of others, to follow the boating regulations and to

have a safe boating season.

GULL CHAIN OF LAKES ASSOCIATION PUBLIC MISSION STATEMENT

The Gull Chain of Lakes Association is an alliance of watershed property interests within the Gull Chain of Lakes in Cass and Crow Wing

Counties. The Association is devoted to the restoration and continued preservation of the highest water quality and environmental

standards achievable, promotion of the responsible use of land and water resources and recreational safety on the Gull Chain of Lakes.



The Gull Chain of Lakes Association is dedicated to representing the interests of lake property owners without bias toward either seasonal

or full time residents. The Association’s primary responsibilities include educating members about best management practices to conserve

water quality, water safety, and controversial lake issues.



ALL ARE WELCOME TO OUR BOARD OF DIRECTORS MEETINGS

You are all welcome to join us at our monthly Board of Directors meetings. They are generally held on the third

Saturday mornings of each month (with fewer meetings in the winter months). Check our website: to verify meeting

dates. We meet at Grand View Lodge at 8:00 AM for complimentary breakfast, then the meetings commence around
