					KFSMI-4278 Instances where fields should be ‘greyed ‘out –
Nonresident Alien Tax Screen on the Disbursement Voucher

Currently in the Nonresident Alien Tax tab of the Disbursement Voucher validation is done by
error message. It is very time consuming to figure out what is required once an error message is
received on this very complicated screen. By locking out fields (grey out) it makes it very easy
to select the correct combination of items for correct tax reporting. During testing some of the
validations listed below did not work. By locking out the field as listed below all of the errors
encountered should be resolved. I can provide a list of error where the validations are not
working.

    Required fields on the Nonresident Alien Tax tab include income class, and country.
     Federal tax percent (default is zero), state tax percent (default is zero). The only exception
     to this is if the income class is N for nonreportable.
    When Non-Reportable is chosen the ability to select all other fields in the Nonresident
     Alien Tax should not be allowed. Lock out all other fields including Country. Country
     should be null.
    The income class and the tax rates for each are as follows:
        o    Fellowship,

                     Federal tax percent available are 30, 14, 0,

                     State tax percent are 3.4, 0

        o    Independent Contractor,

                     Federal tax percent available are 30, 0,

                     State tax percent is 0

        o    Royalties,

                     Federal tax percent available are 30, 15, 10, 5, 0,

                     State tax percent is 0

        o    Non-Reportable,

                     Federal tax percent is locked out,

                     State tax percent is locked out.

        o    Artists/Athletes,

                     Federal tax percent available are 30, 0,

                     State tax percent are 3.4, 0

        o    Other Income,

                     Federal tax percent available are 30, 0,

                     State tax percent are 3.4, 0

     Edits for tax rates
       o     If federal tax rate is 0, state should be 0

       o     If federal tax is >0, state should be >0 for income classes that have tax rates
              available. For example, royalty and independent contractor do not have a state
              tax rate.

     Edits for all other item; NQI Id, Reference Doc, Foreign Source, Treaty Exempt, Exempt
      Under Other Code, Gross Up Payment, USAID Per Diem, Special W-4 amount
       o     NQI Id and Reference Doc fields are for data only, no validation.

       o     If choose Foreign Source,

                     Fed and State tax % should not be allowed (lock-out),

                     Lock out all others in above listed items.

       o     If choose Treaty Exempt, cannot choose any of the other above listed items

       o     If choose Exempt under Other Code:

                     federal and state tax rate should be 0 and locked out,

                     cannot select Foreign Source, Treaty Exempt, Gross Up Payment, Special
                      W-4 Amount

       o     If choose Gross Up Payment:

                     tax rate cannot be zero,

                     cannot choose any other above listed items

       o     If choose USAID Per Diem:

                     income class should be (change to)fellowship with federal and state tax
                      rates of 0, all three of these field should be locked out,

                     cannot select Foreign Source, Treaty Exempt, Gross Up Payment, or
                      Special W-4 Amount,

                     should cause Exempt Under Other Code to be checked and locked

       o     If number is entered in the Special W-4 Amount:

                   a) income class should be (change to) fellowship with federal and state tax
                    rates of 0, also should cause Exempt Under Other Code be checked. All of
                    these fields should be locked out.

                   cannot select Foreign Source, Treaty Exempt, Gross Up Payment, and
                    USAID Per Diem.
