                    MINUTES OF THE BLOUNT COUNTY BOARD OF EDUCATION


      The Blount County Board of Education met in Regular Session on Tuesday, February 13, 2007 in the
Boardroom at Central Office.

       Board Member Rob Webb opened the meeting with prayer.

COMMENTS FROM THE COMMUNITY

   1. Dr. Bob Proffitt spoke to the board regarding his concern with obesity in the schools. He asked the
      board to look at school menu’s regarding high calorie and high cholesterol foods and to review the PE
      program to incorporate aerobic classes.
   2. Harry Grothjahn spoke to the board regarding the re-alignment of BEP funds. He said that Maryville
      and Alcoa met over a month ago to discuss the issue and how it would affect their system. He also
      stated that Hamilton County is in a lawsuit regarding their share of per pupil funds. Grothjahn
      encouraged the board to convey their support to the legislature for a bigger share of BEP funds.

SYSTEM HIGHLIGHTS


    1. Janice Livingston and DECA students – Little World Program                       Alisa Teffeteller

         Alisa Teffeteller expressed her appreciation to Ms. Livingston for her 27 years of service to Heritage
         High School and the community in her capacity as Marketing Teacher and creator of the Little
         World project for her students.

         Principal Mandigo said that Ms. Livingston graduated from the University of Tennessee with a
         degree in Business Administration, worked in the merchandising field for several years and later
         went back to school and earned a Masters Degree in Adult and Vocational Education. Livingston’s
         DECA students have won 1st, 2nd, and 3rd place trophies over the years in DECA competition. They
         have place in International DECA competition and was 5 of the top 10 DECA classes in the Nation.
         Her students have won both state and national officies. She has received many mini grants regarding
         social issue over the years. Ms. Mandigo said that Little World would not be forgotten and thanked
         Ms. Livingston for making a difference at Heritage High School.

         Ms. Livingston thanked everyone for the acknowledgment tonight. Little World is one of her top
         five memories and moments of her teaching career. She said that she was retiring Little World while
         it was on top and would not allow others to take the program. After a year off she will see what the
         future holds for Little World.

        3.       Construction Report – Brian Bell

   West Side school construction


   1.   Entire site is coming close to planned grade.
   2.   Depending on the weather, Merit could starting moving stone onto the middle school pad as soon as Friday, 2/16/07
   3.   Requested Merit and Joseph Construction be at the Board Meetings during the construction process.




        4.       Report from the Executive Committee

                     1. A request from John Gallagher, teacher at Heritage High, to take band students to Senior
                        Band Clinic in Gatlinburg, TN on February 1-3, 3007.
                     2. A request from Janice Livingston, teacher at Heritage High, to take DECA students to
                        participate in the DECA Boot Camp / Dream Retreat in Pigeon Forge, TN on January 26
                        – 28, 2007.

                 REPORT – EXECUTIVE COMMITTEE – ADDENDUM

                     1. Approved Blount County Schools to participate in the Greenville City Schools/TOSS
                        consortium and purchase Internet access from ENA. The cost for the 2007-2008 school
                        year will be $109,591.00.
                     2. A request from J. Waters, teacher at Heritage High School, to take FFA students to the
                        National Farm Machinery Show in Louisville, KY on February 15 – 16, 2007


                 Mr. Charles Finley moved to approve the Executive Report and Mr. Chris Cantrell seconded
                 the motion. All were in favor. Motion carried.


      Mr. Chris Cantrell made a motion to approve the Consent Agenda, Agenda and Addendum. Dr. Don
McNelly seconded the motion. All were in favor. Motion carried.

AGENDA:

 1) Discussion and possible action regarding the duties of Board Committee, what’s expected of them, how and when
    they report to the full Board.                                                                 Booty Miller


    Mr. Miller had concerns with the duties of board’s Public Relations Committee. Chairman Treadway suggested
    he call a meeting a start dealing with current issues.

    Miller also emphasized that Board Committees are advisory only and the board makes the decision to approve
    their recommendations.

     Mr. Booty Miller moved to approve and Dr. Don McNelly seconded the motion. All were in favor.

  3. Approval of BUDGET INCREASE / DECREASE                        Troy Logan

     Dr. Don McNelly moved to approve and Mr. Chris Cantrell seconded the motion. All were in favor.
     Motion carried.


  4. Discussion and possible action regarding an upcoming Heritage Middle School trip.
                   John Davis and Rob Webb

     Mr. Burchfield, a parent at HMS, spoke to the board regarding the recent problem with some students
     who qualified for the Washington DC trip but were unable to make the trip due to the criteria of a limit
     of 50 students. Mr. Burchfield said that Principal Robinette spoke to Ruby Tuesdays who agreed to
     sponsor the second bus so all students who qualified could make the trip.

     John Davis voiced concerns that some students were unable to make the trip due to financial constraints.
     He also felt the trip could be more affordable if it were more uniform with the other middle schools.

   Davis thanked Dr. Robinette for what he did to fix the problem and stated that no child should miss the
   trip.

   Chairman Treadway suggested that the board Curriculum / Academic Committee discuss this issue and
   bring a recommendation to the board at the April meeting.

   John Davis made a motion for the board’s Curriculum / Academic Committee to explore the cost of
   sending all system-wide 8th graders, who meet the qualifications and guidelines, to Washington as part
   of the curriculum and to consider placing the amount on the new requests sheet in the budget process for
   the 07-08 school year. Mr. Charles Finley seconded the motion.

   Vote on the motion was unanimous. Motion carried.

   Chairman Treadway added the following people to the committee:

          Dr. Robinette, Rob Britt, Shug Hutson, Alicia Lail and Mr. Burchfield.

   Chairman Treadway also stated this special committee would deal with the Washington trip only and
   would cease upon completion of their recommendation to the board.


5. Approval of BUDGET TRANSFER                                Troy Logan

   189-91300     Education Capital Projects                   $1,022,942.00

   Dr. Don McNelly moved to approve the transfer of Education Capital Projects and Mr. Rob Webb
   seconded the motion. All were in favor. Motion carried.

   Mr. Booty Miller made a motion to put all project specific capital improvements in a contract with PBA.
   Dr. McNelly seconded the motion. All were in favor. Motion carried.

   143-73100 Food Service                                     $5,000

   Mr. Chris Cantrell moved to approve and Mr. John Davis seconded the motion. All were in favor.
   Motion carried.


6. Approval of BID

   Bid # 2006-1734 – Mulch for Blount Elementary School Playgrounds
   Low bidder – Kellems Recycling

   Mr. Booty Miller moved to approve and Mr. John Davis seconded the motion. All were in favor.
   Motion carried.

   7. Approval of Athletic Camp

       Heritage High School
       Girls Summer Basketball Camp
       March 12 – 14, 2007
       Cost: $60 per camper

       Mr. Chris Cantrell moved to approve and Mr. John Davis seconded the motion. All were in favor.
       Motion carried.


COMMENTS FROM THE BLOUNT COUNTY EDUCATION ASSOCIATION

       None

COMMENTS FROM STUDENT REPRESENTATIVES

         Haley Stinnett said she was proud of William Blount High School and William Blount Middle School
for raising $10,000 for the Deputy family.

       Nick Bradshaw said that Heritage was also collecting money for the family.

       Nick reminded everyone of the Basketball Tournament this week at Heritage.

COMMITTEE REPORT

   1. The Policy Committee met and discussed upcoming policy changes, however, there was not a quorum
      and they could not vote on policy recommendation.
   2. Chairman Treadway urged the Washington DC Trip Committee to meet as soon a possible.


COMMENTS FROM THE BOARD

   1. John Davis congratulated Bonny Millard for her article in the paper regarding Future Plans for Children.
      Davis said her interview with Alvin Hord was great and the article was well written.
   2. Mike Treadway set a meeting date for the School Naming Committee for March 5 at 5:00 p.m.
   3. A Called Meeting was set for February 21, at 4:30 p.m. to approve the budget.


   No further business, Mr. Chris Cantrell moved to adjourn and Mr. Charles Finley seconded the motion. All
   were in favor. Motion carried.
