Application Instructions
1. Submit a Pre-Notification Application to reserve funding (required for Retrofit de-lamping and financing).
2. Install the qualified technology.
3. Complete, sign, submit Final Application within 6 months of project completion.
                         Use the Check list to ensure your application is complete.

       Variable Speed Drives: Rebate increases from $50 to $60 per horsepower
       HID Conversion: Rebate increases by $25 per fixture

                              Key Terms and Conditions
Arizona Public Service Company (APS) is offering incentives under the Solutions for Business program to facilitate
implementation of cost-effective, energy-efficiency improvements. The program is funded by APS customers and is
approved by the Arizona Corporation Commission. KEMA implements this program for APS.

The complete set of terms and conditions are provided in program’s Policies and Procedures. Projects are subject to the
Policies and Procedures posted on aps.com on the date of application signature. Selective terms and conditions include:

   Eligibility: Incentives are available to non-residential customers within APS’ service territory; most non-residential
    rate schedules are eligible. The ineligible rate schedules are Solar 1 and 2, E-36, and some Special Contracts. The
    energy savings from installed measures must occur on a meter with an eligible rate schedule. The measures included
    in this program are not designed to promote fuel-switching.

   Incentive Caps: The total incentive paid cannot exceed 75% of the incremental measure cost for prescriptive and
    50% for custom projects and technical studies. Contractor labor costs can be considered in measure costs; however,
    customer labor costs can not. Pursuant to Arizona Corporation Commission Decisions when calculating incremental
    measure cost, APS is required to reduce the incremental measure costs by any known monetary incentives available
    from other entities (such as tax credits), regardless if a customer applies for these incentives. Customer certifies that
    the sum of American Recovery and Reinvestment Act (ARRA) dollars, other grant dollars, and APS Solutions for
    Business rebates shall not exceed 100% of the incremental project cost.

   Customer Caps: Customers with aggregated demand of 100 kW or less can receive up to $150,000 per customer per
    program year; customers above 100 kW aggregated monthly demand can receive up to $300,000 per customer per
    program year. All incentives paid through the APS Solutions for Business Program will be applied towards the
    customer incentive cap.

   Pre-Notification: Program funding is limited. All participants are strongly encouraged to submit a Pre-Notification
    Application to reserve funds for 120 days. Pre-Notification applications are required for whole building design and
    de-lamping projects.

   Final Application: The Final Application must be submitted within six months of project completion. The project
    completion date is defined as the date the energy-efficient equipment becomes operational. Required documentation
    includes copies of all itemized, paid invoices and receipts detailing the specific equipment and purchases, the services
    provided, and other costs. Any applications submitted more than six months following completion will be deemed
    ineligible for payment.

   Inspections: The Solutions for Business program team reserves the right to inspect all projects to verify compliance
    with the program rules and verify the accuracy of project documentation. This may include pre-installation (required
    for de-lamping) and/or post-installation inspections, detailed lighting layout descriptions, metering, data collection,
    interviews, and utility bill data analyses. The customer must allow access to records and installation sites for three
    years after receipt of incentive payment.

APS makes no representations and provides no warranty or guarantee with respect to design, manufacture, construction,
safety performance or effectiveness of newly installed equipment and the installing contractor, including any warranties of
merchantability or fitness, and including contractors listed on the program’s Trade Ally list. Customers are responsible for
disposing of any equipment and materials according to local code requirements.

                                                         AGREEMENT
By signing this agreement I attest that I understand and agree to abide by all program terms and conditions including, but not limited
to, the following:
 I am an eligible APS customer, building owner, or owners' authorized representative.
 I contracted for or purchased and installed the indicated energy efficiency measures for use in my business facility and not for
     resale. I have attached documentation establishing proof of payment for the items installed according to this application.
 I agree to verification by Arizona Public Service Company (APS or “the utility”) or its representatives of both sales transactions
     and equipment installation.
 I understand that the Final Application and all required documentation must be received by KEMA within six months of project
     completion or it will be deemed ineligible for payment. All equipment must be purchased new and installed prior to submitting
     the Final Application.
 I understand that the program may be modified or terminated without prior notice and that the program has a limited budget.
     Applications will be processed on a first-come, first-served basis until allocated funds are spent. Final applications should be
     submitted by November 30, to be paid in the same calendar year.
 I recognize that this project must involve a capital improvement that results in improved energy efficiency. I also understand that
     all materials removed, including lamps and PCB ballasts, must be disposed of properly. Any and all environmental credits
     generated by the project described in this application will be retained by APS.
 As incentive payments assume related energy benefits over a five-year period or for the product’s lifetime, I agree that if: (1) I do
     not install the energy efficiency-related product(s) identified in my application, or (2) I remove the energy efficiency-related
     product(s) identified in my application before the end of the product’s life or within five years from receipt of the incentive,
     whichever is less; then I shall reimburse a prorated amount of incentive funds to APS based on the actual period of time in which
     the product(s) were installed and operating (or the full amount if the product was never installed).
 I understand that my company may be recognized as a program participant in promotional materials; however, project details will
     not be released without prior consent. If I choose to opt-out of any recognition, I will indicate my choice in a written letter to the
     APS Solutions for Business program.
 I understand that pursuant to Arizona Corporation Commission Decisions, when calculating the maximum rebate amount, APS is
     to consider other energy efficiency rebates and incentives, including tax incentives when calculating incremental measure cost.
     The customer energy efficiency incentive must be no more than the defined measure caps as compared to the incremental cost:
     75% for prescriptive measures and 50% for custom measures and studies. The utility will make the final determination of
     incentive levels for this project.
 I am an APS customer in good standing and I meet all eligibility criteria to be paid under this program.

                                Submitting An Application
Please review the project and measure requirements listed in the application and the Policies & Procedures document to
verify that your project is eligible. Use the checklist to ensure your application is complete. Then:

1. Submit the Pre-Notification Application. Check the "Pre-Notification" box at the top of the application. Retrofit
projects with de-lamping require Pre-Notification and pre-inspection.

The Solutions for Business program team will review applications in the order received. Funds will be reserved when the
team receives a complete application and determines that the project meets the eligibility requirements described in the
program’s Policies & Procedures. The Solutions for Business program team will send the applicant a letter acknowledging
the funds reserved for eligible projects with the reservation expiration date.
     The program team retains the right to contact the customer after 30 days to ensure that the project is moving
        forward and may cancel the commitment based on the customer's response.
     Funds that have been reserved are not transferable to other projects, facilities or customers.

2. Install equipment according to the terms and conditions described for the eligible measures. Ensure the measures
meet all requirements detailed on the corresponding specification sheet and the current Policies & Procedures. If you have
questions about eligibility requirements, please contact program staff before installation.

3. Submit the Final Application with all required documentation within six months of project completion. Project
documentation includes copies of all itemized, paid invoices and receipts, which detail the specific equipment and
purchases, the services provided and other costs. An updated copy of the Pre-Notification Application can be submitted
with “Final Application” selected at the top. Applications submitted after six months will be ineligible for payment.

Use the checklist provided to ensure your application is complete. Please note the following:
    The location or business name on the invoice must be consistent with the application information.
    The project invoice must provide sufficient detail to separate the cost of the prescriptive measures from the cost
        for other services such as repairs and building code compliance.
    If the contractor will receive the incentive payment directly, the submitted invoices must include the full cost of
        the measures and not simply show the portion of the project cost that the APS customer will pay.

APS reserves the right to request additional supporting documentation to ensure measure eligibility and verify that the
expected energy savings will occur. This information could include: equipment purchase dates, installation dates, proof
that the equipment is operational, manufacturer specifications, warranty information, and proof of customer co-payment.
All project-specific customer information will be held in confidence.

4. The Solutions for Business program team will review the final project documentation for eligibility and
completeness. Incentives will be processed within 4 to 6 weeks after the Final Application is approved.

Applicants who submit incomplete applications will be notified of deficiencies and will lose their position in the review
process until all requested information is received. Incentives cannot be processed for payment until the complete
application and all required documentation is received and approved. Final, complete applications must be submitted by
November 30, to be paid in the same calendar year.

     Specifications for Retrofit Lighting Measures 1
Linear Fluorescent T8 or T5 Lamps with Electronic Ballasts
Measure: Replace T12 lamps and magnetic ballasts with T5 or T8 lamps and electronic ballasts.
 T8/T5 lamps must have a color rendering index (CRI) ≥ 80.
 Electronic ballast must be high frequency (≥ 20 kHz), UL listed, and warranted against defects for 5 years.
 Electronic ballasts must have a power factor (PF) ≥ 0.90.
    Ballasts for 4-foot lamps must have total harmonic distortion (THD) ≤ 20% at full light output.
    For 2- and 3-foot lamps, ballasts must have THD ≤ 32% at full light output.
 Replacement of T12 fixtures with T5HO fixtures should be applied for on the Custom Application.

Premium T8 Lamps and Ballasts
Measure: Replace T12 lamps and magnetic ballasts with premium T8 lamps and electronic ballasts.
 Apply all of the requirements described above for standard T8 lamps and electronic ballast measure.
 Additional requirements: CRI ≥ 81 and either a ballast factor ≤ 0.78 or a mean lumens per Watt of ≥ 90.
 Eight foot lamp requirements: CRI ≥ 81 and lamp wattage of < 57 Watts and mean lumens per Watt of ≥ 90.
A manufacturer's specification sheet must accompany the application.

De-lamping
Measure: Permanent removal of existing fluorescent lamps.
 Customers must determine whether to use reflectors when de-lamping to maintain adequate lighting levels.
 Unused lamps, lamp holders, and ballasts must be permanently removed from the fixture to claim the de-lamping
   credit.
 Applicable when retrofitting T12 to T8 or simply de-lamping a T8 fixture; not available for de-lamping a T12 fixture.
A Pre-Notification Application and pre-inspection are required for de-lamping projects.

Exit Signs
Measure: Replace incandescent or CFL exit sign with an electroluminescent or light-emitting diode (LED) exit sign.
 Exit signs must be UL or ETL listed, have a minimum lifetime of 10 years, and have an input Wattage ≤ 5 Watts.
 Non-electrified and remote exit signs are not eligible.

Occupancy Sensors (Wall Box and Ceiling Mount)
Measure: Install occupancy-based controls on lighting.
 Only passive infrared and/or ultrasonic detectors are eligible.
 Wall box and wall-, ceiling-, or fixture- mounted sensors must be hardwired to control interior lighting fixtures.
A room-by-room count or the calculation used to determine connected Watts must accompany application.

Daylighting Controls
Measure: Install a photo sensor that controls dimming ballasts.
 Dimming can be continuous or stepped at three or more levels (including on/off).
 Systems that allow on/off overrides are not eligible.
 This measure is not eligible for incentives in conjunction with the daylighting incentive from APS’ Solar Program.

    Specifications for New Construction Lighting Measures
Lighting Power Density
Measure: Install energy efficient lighting with LPD in Watts per square foot less than values listed in ASHRAE 90.1-
2004 corresponding to the building type (See table on Lighting Worksheet).

    Light levels should meet IES recommendations for each space type
    Documentation showing how LPD was calculated must accompany Final Application
          Minimum requirement: Detailed room by room survey with associated calculations
          ComCheck stamped by PE is strongly recommended and preferred
    Incentive = (LPD baseline - LPD actual) x Area x $0.35.
    Area is gross lighted area of each space type.
    Incentive is for interior lighting only (except Parking Garage).
    Installed interior lighting power includes all power used by the luminaires, including lamps, ballasts, current
     regulators, and control devices.
    The following lighting equipment and applications are excluded from the calculation of interior lighting power:
     1. Display or accent lighting for galleries, museums, and monuments
     2. Lighting integral to equipment , instrumentation, or appliances
     3. Lighting in retail display windows
     4. Lighting integral to advertising or directional signage
         Exit signs
     5. Lighting for theatrical purposes, including performance, stage, film, and video production
     6. Lighting for television broadcasting in sporting activity areas
     7. Casino gaming areas.
    Use the following procedure to calculate the actual Lighting Power Density of the building or space:
     1. Determine the building type(s) and LPD baseline(s) from the table on the Lighting Worksheet
     2. Determine the gross lighted area corresponding to the building type and enter in Lighting Worksheet
     3. Determine the interior lighting power for corresponding building type and enter in Lighting Worksheet
     4. Incentive = (LPD baseline – LPD actual) x Gross Lighted Area x $0.35.

Occupancy Sensors (Wall Box, Ceiling and Fixture Mount)
Measure: Install occupancy-based controls on lighting.
 Only passive infrared and/or ultrasonic detectors are eligible.
 Wall box and wall-, ceiling-, or fixture- mounted sensors must be hardwired to control interior lighting fixtures.
A room-by-room count or the calculation used to determine connected Watts must accompany application.

Daylighting Controls
Measure: Install a photosensor that controls dimming ballasts.
 Dimming can be continuous or stepped at three or more levels (including on/off).
 Systems that allow on/off overrides are not eligible.
 This measure is not eligible for incentives in conjunction with the daylighting incentive from APS’ Solar Program.

                  Specifications for Cooling Measures
Unitary Air-Conditioning and Air-Source Heat Pump Equipment
Measure: Install air conditioning units or heat pumps that meet or exceed the qualifying efficiency rating shown on the
incentive worksheet.
 Units can be split systems or single packaged units.
 All packaged and split system cooling equipment must meet Air-Conditioning and Refrigeration Institute (ARI)
    standards (210/240-2008 or 340/360-2007), be UL listed, and use a minimum ozone-depleting refrigerant (e.g., HCFC
    or HFC).
Evaporative coolers and water source heat pumps do not qualify as prescriptive measures, but may qualify under the
Custom Incentive Program.
 A manufacturer's specification sheet indicating the system efficiency must accompany the application.

Water- and Air-Cooled Chillers
Measure: Install water- or air-cooled chiller with Integrated Part Load Value (IPLV), expressed as kW/ton, less than or
equal to the qualifying efficiency shown on the incentive worksheet.
 Chiller efficiency rating must be based on ARI Standard 550/590-2003 for IPLV Standard Conditions and not based
   on full-load conditions.
 Chiller must meet ARI standards 550/590-2003, be UL listed, and use a minimum ozone-depleting refrigerant (e.g.,
   HCFC or HFC). The ARI net capacity value should be used to determine the chiller tons.
A manufacturer’s specification/performance sheet with the rated kW/Ton-IPLV or COP-IPLV must accompany the
application.

Incentive Calculations for Air Conditioners and Chillers
The incentive is determined by two components: an equipment incentive and an efficiency incentive, which are applied
per ton of cooling installed.
 Equipment that meets the minimum qualifying efficiency rating is eligible for an incentive.
 Equipment that exceeds the minimum qualifying efficiency for the equipment size category is eligible for an
    efficiency incentive (added on a prorated basis).
 Please contact the Solutions for Business team for assistance if only the IEER rating is available.

The incentive for air conditioners and heat pumps is calculated as follows:
   Tons X {Equipment Incentive/ton + [Efficiency Incentive/ton X (IPLV new – IPLV qualifying)]} or
   Tons X {Equipment Incentive/ton + [Efficiency Incentive/ton X (SEER new – SEER qualifying)]} or

Outside Air Economizers
Measure: Install outside air economizers on existing AC or Heat Pump units or with purchase of new units.
 Economizers must be capable of automatically modulating between 5-95%.

Programmable Thermostats
Measure: Install programmable thermostat.
 Thermostat must be capable of maintaining two separate programs (to address changing occupancy and comfort
   needs) and up to four temperature settings for each program.

        Specifications for Refrigeration Measures
Strip Curtains on Walk-ins
Measure: Install new strip curtains or clear plastic swinging doors on doorways of walk-in boxes and refrigerated
warehouses.
 Not available for display cases or for replacing existing strip curtains.
Incentive is based on linear foot of door width.

Night Covers
Measure: Install a cover on open vertical or horizontal refrigerated case to decrease cooling load.
 Recommend: Install films with small, perforated holes to decrease moisture buildup.
 Recommend: Use proper compressor capacity modulation mechanisms (such as VSDs or an unloader).
The incentive amount is based on the length of the case.

Reach-in Cooler Controls
Measure: Install controls with passive infrared occupancy sensor to turn off fluorescent lights and other refrigerated
systems when the surrounding area is unoccupied for 15 minutes or longer.
 Presumes refrigerated unit contains only non-perishable bottled and canned beverages.
 Control logic should power up the machine at 2-hour intervals to maintain product temperature.

Anti-Sweat Heater Controls
Measure: Install device that senses the relative humidity in the air outside of the display case and reduces or turns off the
glass door (if applicable) and frame anti-sweat heaters at low-humidity conditions.
 Technologies that can turn off anti-sweat heaters based on sensing condensation (on the inner glass pane) also qualify.
The incentive amount is based on the horizontal length of the case.

High-Efficiency Icemakers
Measure: Install air-cooled or water-cooled icemaker with minimum capacity of 101 lbs of ice per 24-hour period.
 The minimum efficiency required is per the Federal Energy Management Program guidelines at:
   www1.eere.energy.gov/femp/procurement/eep_ice_makers.html
A manufacturer's specification sheet must accompany the application.

High-Efficiency Reach-in Refrigerators and Freezers
Measure: Replace standard supermarket reach-in refrigerated cases with; or install, ENERGY STAR®-rated high-
efficiency cases, which are designed with components such as electronically commutated motor (ECM) evaporators and
condenser fan motors, hot gas anti-sweat heaters, or high-efficiency compressors.
 Eligible equipment includes one-door, two-door, and three-door refrigerators and freezers.
      All one-door units have a capacity of ≤30 cubic feet; two-door units are ≤60 cubic feet; and three-door units are
        ≤90 cubic feet.
A manufacturer's specification sheet must accompany the application.

Evaporative Fan Motor
Measure: Replace standard-efficiency shaded-pole evaporator fan motor in refrigerated display cases or fan coil in walk-
ins with electronically commutated motor (ECM) or permanent split-capacitor (PSC) motor.

Vending Machine Controls: Beverage and Snack
Measure: Install controls with a passive infrared occupancy sensor to turn off fluorescent lights and other vending

Motor Measures
Measure: Install three-phase induction motors of open drip-proof (open) and totally enclosed fan-cooled (closed)
classifications.
 Recommend: Consider matching water or air flows (GPM, CFM) of the existing pump or fan when installing energy
    efficient motors that inherently have higher speeds (less slip), which may increase energy savings.

Incentives are based on the motor's Nominal Full Load Efficiencies that meet or exceed the efficiency standards on the
Motors Incentive Worksheet (NEMA Premium).
A manufacturer's specification sheet showing equipment type, equipment size, model number, and efficiency rating must
accompany the application.
