APPENDIX 6A

LETTER TO THOSE ASSISTING IN COMPILATION

OF BIBLIOGRAPHIES *

We have recently sent to you a copy of the i n t e r i m report on the test programme

of the investigation into the comparative efficiency of indexing s y s t e m s . As is

discussed in Section 5 of this r e p o r t , we wish to test the basic test p r o g r a m m e .

The purpose of doing this is to attempt to discover whether the methods used

in the basic test p r o g r a m m e have any factors which unduly influence the r e s u l t s

that have been obtained.

The supplementary test procedure which has been devised to do this is of a kind

for which we a r e again seeking co-operation of those interested in the project.

One hundred questions have been selected from those which were originally

prepared for the basic test p r o g r a m m e . We a r e sending to you and to all those

whom we hope might be willing to help, five of these questions, and would ask

you to p r e p a r e l i s t s of r e f e r e n c e s to all documents that might conceivably be of

use to anyone requiring information on these questions.

When these l i s t s a r e returned to us, we will check them against the documents

that have been indexed during the project, and hope that we shall have for each

question one or m o r e r e f e r e n c e s to documents which have been indexed. Such

documents will be submitted to a subject specialist, who will be asked to review

them and decide which a r e relevant to the question, at the same time denoting the

degree of relevance in a scale from 0 to 4. We shall then s e a r c h in the catalogues

with these questions and the objects of the s e a r c h will be those documents which

the subject specialist considers to have some relevance. This method of testing

will differ from our original method in that the language of the document will not

be tied in to the language of the question, and in that we shall not know how many

r e f e r e n c e s should be r e t r i e v e d . It may be that t h e r e will be no other relevant

documents or possibly, for a general question, t h e r e may be one hundred or m o r e .

It will not only be a m e a s u r e of the s u c c e s s of each s e a r c h as to the r e t r i e v a l

of relevant documents but also the n o n - r e t r i e v a l of documents which have been

adjudged i r r e l e v a n t . Therefore we ask those compiling the original l i s t s not

to be too selective; in other words we do not ask you to e n s u r e that every document

included in the list is definitely relevant to the question. It is sufficient if, from

the title, it a p p e a r s to deal with the subject.

If you a r e willing to help, I would add the following points:-

1. Do not include in your l i s t s any documents published p r i o r to 1952 or

after F e b r u a r y , 1960.

2. Do not include any documents that have any security r e s t r i c t i o n .

3. Do not include any documents that a r e not written in English.

4. P l e a s e do^ include in the list all reference (with the exceptions given

above) that you can locate by any m e a n s ; in other words, they shall not

- 251 -

only include e n t r i e s from the index which you yourself might compile,

but also from any published a b s t r a c t s , annual indexes, other biblio-

graphies, etc.

5, It is u n n e c e s s a r y to quote in the l i s t s anything m o r e than the source

r e f e r e n c e s and the author, e . g .

We have an index filed according to s o u r c e s and a u t h o r s , and can therefore

easily find by this method whether any documents have been included

in the project indexes.

I can a s s u r e you that the a s s i s t a n c e which you have a l r e a d y given to us has

proved of value; if you a r e able to undertake this additional t a s k , we shall be

equally grateful. If you do not think that you can s p a r e the t i m e , please could

you let me know a s soon a s possible so that the questions m a y be r e d i r e c t e d to

somebody e l s e . If, however, you a r e able to help, I should be grateful if you

could r e t u r n the l i s t s to me by the end of J a n u a r y , 1961.
