   DEFINITIONS
                               General Information
   •   Block: A generic term used when referencing the Item area as identified in the
       Advisory Circular for the Form 337. Block is, therefore, synonymous with Item.
   •   Archive(d): Forms that have been finalized and are now archived (read-only).
       Archived files are only retained for 365 days.
   •   Aviation Safety Inspector: Federal Aviation Administration (FAA) full time
       employee with the authority and credentials for oversight and surveillance of
       aviation specialties for operations, maintenance, or avionics.
   •   AVS Provisioning Service: A web-based portal that allows end users to manage
       certain aspects of their account. AVS-PS allows end users to unlock their account,
       reset their password, and update their profile information. Additionally, AVS-PS
       allows FAA Points of Contact and authorized personnel the ability to create and
       manage accounts.
   •   Certificate Authority: The vendor who verifies the identity of the person signing
       the form and also verifies that the digital signature is a valid certificate.
   •   Designee: A designated individual who is authorized to perform functions for the
       FAA.
   •   Digital Certificate: A signing certificate issued by a Certificate Authority for the
       purposes of digitally signing PDF documents.

   DEFINITIONS                 General Information
   •   In Progress: Forms that are in progress but not yet finalized.
   •   Installer: Individual who completes the aircraft information in Blocks 1 and 2 of the
       e337 in the final processing of an e337 for a component repair. These individuals
       must have an account to access the system, but may not have acquired a digital
       signature.
   •   Modifier/Initiator: The individual who initiates the Form 337.
   •   Point of Contact (POC): An FAA employee who is authorized to initiate account
       registrations.
   •   Worklist: A list of active forms that are still in process, such as forms that need
       approval or rejection, or drafts awaiting edit or completion.
   •   Process ID: Unique technical (system) process ID identifying each form upon
       execution of a workflow process.
   •   Return to Service Agent: Individual who is authorized to approve the work for
       return to service.
   •   Task ID: Incremental technical (system) ID number that helps track tasks at each
       individual stage of a form process to help troubleshoot system problems.
   •   Tracking Number: The sequential form tracking number created on each
       Form 337 upon initial submission.

                            System Requirements

   • The web interface provides details on the system
     requirements necessary to use the eForm 337.
         – http://eformservice.faa.gov/eForm337.aspx
   • Select “System Requirements” link on the left side of the
     screen.
   • Adobe Reader is used as it is a universal client.

                            System Requirements

   • eForm program requires the Adobe Reader v9.x and Adobe
     Flash Player v10.0.22.87 or later. These programs are
     available free-of-charge from links on the main web page as a
     download.

   • The system has been tested to work with Acrobat version
     7.1.3 (or later). If both Reader and Acrobat are installed on
     the same computer, it is recommended for best performance
     that both are the same version, preferably v9.1.1 (or later).

   • Click the Adobe Reader Download button on the above site
     and follow the download/uninstall procedures as needed.

                            System Requirements

    • AVS provides user support for only the Windows XP
      Operating System, Microsoft Internet Explorer and Microsoft
      Office applications, as listed on the website.
    • To play the training tutorials from the webpage, users will
      need Flash Player and speakers.
    • Flash v.10.0.22.87 (or later) is required for the new system
      functionality of testing the acceptable dimension of
      attachment (8 ½ x 11 or A4) and whether an attachment is
      restricted. Attachments that do not fit these limitations will
      not be uploaded until the user has resolved the identified
      issues. Flash Player is available free-of-charge at
      www.adobe.com.

   •    External Customers include:

               •   Mechanic certificate holders

              Individual User Account Request
• Individuals who need to create and process Form 337s
  and who are not affiliated with a certificated
  organization must…
     – Contact local field office FAA POC to request a user
       account to access the electronic Form 337 system
     – Present current FAA certificates and government issued
       picture ID (drivers license, etc) for validation
• The FSDO requests a new account for the individual
  user via web account request form; which, upon
  submission, sends an email to the AVS National Service
  Desk. This process is described in the next several
  slides.

  •    FSDO contact will complete the individual user request form and click the appropriate
       Submit button, correcting any data validation messages as necessary.

  • After the Account Request is submitted by the FAA POC, the
    AVS National Service Desk will initiate the account via AVS-
    PS Provisioning. The new user will receive an email that
    includes a link to the AVS-PS Portal for user registration
    along with a temporary password.
  • In the AVS-PS Portal, the user will follow instructions to
    create a new password, answer security questions, and
    complete the registration process. This password will expire
    in 90 days, but the user will be notified to change the
    password beginning 30 days prior to the expiration date. A
    confirmation screen appears when the process is complete.
  • The FAA POC and the user will receive email notifications of
    the successful completion of the account creation. The link
    for further support is: https://avsportal.faa.gov/

    • Industry organizational POCs are instructed to
      download and complete the organizational user
      account request spreadsheet for users at their
      organization who will use the eForm 337 system.
    • Upon receipt of an email with the completed user
      account request spreadsheet, the identified field
      office staff will review and verify all of the
      information provided and forward the spreadsheet
      with a statement approving the creation of the
      accounts to the local computer specialist who will
      forward the request to the AVS National Service
      Desk.

   •   An Electronic Digital Certificate is required as part of the eForm 337
       system to:
        – facilitate digitally signing Blocks 3, 6, 7 and 8 by various authorized
          persons (ASI’s, DAR’s, mechanics, IA’s, etc.) throughout the process

   •   A Digital Certificate request is made via the eForm website.

   •   Authentication/Digital Certificate Process cost is $29.50.
        – Note: Before you begin the purchase process, be prepared with your
          personal financial information. You are allowed two (2) attempts to
          complete your authentication. If you cancel or timeout during the
          authentication process you will be charged the authentication fee.
   •   An Annual renewal fee of $28.50 will be charged 1 year from the
       month of issue if the user wishes to retain the digital certificate.

    •   Completing the process includes the purchase, authentication,
        retrieval and installation of the digital certificate. Installation
        instructions and support are provided by Team Askin on the
        Certificate Authority website.
    •   Industry users will be prompted to provide personal information and
        payment method.
    •   They will then be redirected to the GeoTrust TrueIdentity for Identity
        Authentication purposes. It is important to be prepared as there is a
        15-minute time limit.

                         Request a Digital Certificate
     •   Industry user will be asked to generate and confirm a Password.
         Once the password has been generated and authentication
         completed, notification will be sent to the requester. Follow the
         directions provided in the email and from the Team Askin
         Technologies web-site for retrieving and installing the certificate.

     •   Secure the password you entered to retrieve and install the file.

         NOTE: This site is a secure third-party web site and is not managed
         by the FAA. Please contact the support from this site for assistance
         if needed.

                         Retrieve a Digital Certificate

   •   An email will also be sent from the Certificate Authority with an
       attached copy of the digital certificate file and PIN. Save this file and
       PIN to a secure location.

   •   If you cannot remember your password or PIN, the Certificate
       Authority site provides methods for retrieving both via the links
       provided on their main page.

  •    As the Initiator, fill in the form for a repair or alteration for a single
       type of repair or alteration
        – Place the cursor in the middle of the Nationality and Registration
           Mark field to the right of the “N” and type in the aircraft number.
        – Click Search

  •    The first time a search is performed, you will receive a Security

  •    The fields in Block 1 (Aircraft) & Block 2 (Owner) will be auto-
       filled, except for the Serial Number. Verify and enter the Serial
       Number manually. You can edit any of these fields to reflect a bill
       of sale, a change in the Make or Model, the change to include the
       Series, etc. This information is saved to the Form 337 database.

                             Complete the eForm 337
   •    As the Initiator, complete Blocks 4,5,6 and 8
   •    Describe repair/alteration in Block 8 (required to submit the form) -
        8000 character limitation
         – You can cut and paste text from Word
         – The block will expand based on the text entered
         – Pages will be created as you add text or new blocks
         – If necessary, type the phrase “See attached files” and attach a file that
            describes the work accomplished.
               • Select Send to Registry



               • Attach any supplemental documents and select Do Not Send to Registry
                 if the information is proprietary and not for public access

  •    To add notes or comments: Click the Attachments tab, select Note,
       and enter a Title and the comments. Then, select the Permissions
       level for the note.
  •    To save the form for future editing or completion: Click the Save
       button on the bottom left corner of the window, which has a tool tip
       stating Save to Worklist (Draft). The form will appear on the
       Worklist with the same Save icon next to it.

                Attach documents to the eForm 337
  •    Attachments are limited to 8.5 x 11 or European A4, or smaller
  •    Each file attachment must be 5MB or less
  •    Most file types can be added – see File Upload Limitations Help
       Topic
  •    To add attachments:
        – Click the Attachments tab, select the Attachment radio button, and click the
          Browse button to locate the file you wish to attach.
        – Select the appropriate Permissions (Read Only, Read/Edit, Read/Edit/Delete,
          Read/Delete, No Access). Then, select the appropriate Type (Send to
          Registry or Do Not Send to Registry).

      NOTE: Notes will also be displayed. Users can edit or delete notes, based on
      selected permissions, by typing directly in the text area. The Notes only stay

          Submit the eForm 337 - Email notification
  •    Each time someone sends an e Form 337 for action, the recipient
       selected in the Routing dialog will receive an email notification of the
       work task

  Example:




  •   Additionally, an email notice of the final Form 337 Submittal will be
      sent to the initiator and a courtesy copy to the Return to Service
      (RTS) agent of receipt of the eForm 337 by the FAA (OKC)

          Submit the eForm 337 - Email notification

        Note: Be aware of email limitations (attachment size, mailbox size)
        and that the final eForm 337 notifications with PDF attachment will
        be at least 2MB.

    •   The notification is based on one of the following actions:
          – For an ASI - whether approved or rejected for a Field Approval
          – For a DAR - Once reviewed, the task will be returned to the initiator
            with the field signed or not signed
          – For a RTS Agent - If rejected, it will be returned to the initiator. If
            approved, it will go forward for delivery to the Aircraft Registry, and the
            initiator will receive an email confirmation with an attached read-only
            copy of the signed Form 337 (Return to Service Agent receives a
            courtesy copy)

                 for Component Repair or Alteration
    •   Blocks 1 & 2 remain empty
    •   Complete Blocks 4, 5, 6 and 8 for a component repair
    •   When you click the Complete button for Return to Service approval,
        you will see the following prompt




    •   Click Yes and the incomplete form will process. It will be tagged for
        a component repair for future retrieval and completion

 •    Double-click on Major Repair/Alteration Component Search on the

       Validate.
  •    Step 2 displays the result of the validation. The message will either say the
       component does not exist in the database (wrong number) or a it will confirm it
       as valid and provide instructions.

      • Routing Dialog Box: Drop Down Search could take from 5 to 15
        seconds depending on list size.
      • System could time out if left too long.
      • Mail submissions may take a while depending on Internet Mail

        to v9.1.1.
