SAS Model District (SASMD) Project: Roles and Responsibilities
Year 1
Goal:
Develop an action plan for improving student performance using SAS principles and tools as a
catalyst.
District Commitment:
Sufficient time to plan, begin to implement, revise, and oversee the Project
Establishment of structure(s) to effectively steer and oversee the SASMD
Sufficient professional development in support of its action plan
Establishment of a documentation and dissemination plan for local work in the SASMD
Completion of approximately 80 hours of PIL (Act 45/48) requirements, including attendance at
October 16-18, 2011; December 4-7, 2011; and May 2012 events
IU Commitment:
Support district team with planning, technical assistance, professional development, and other
IU resources, as requested
Assist district team with data collection and analysis for the project
Assist with dissemination of project information to other districts
PDE Commitment:
Provide resources to include PDE liaisons, workshops, online materials, etc.
Respond to district requests for assistance throughout the project
Provide onsite support as requested
Review suggestions/feedback/identified barriers re: potential policy changes
Provide technical support throughout the process
Offer professional development opportunities
Review suggestions and feedback of barriers identified for statewide policy and procedural
changes.
Year 2
Goal:
Implement action plan for improving student performance using SAS tools and principles.
Provide technical assistance, support, and training to a selected group of assigned districts
within the local region.
District Commitment:
Sufficient time and resources to implement, assess, and adjust the local plan
Governance/roles and responsibilities adjusted as needed to ensure a Standards Aligned System
Supervision and evaluation adjusted as needed to support the local plan
Sufficient professional development in support of the model

Completion of additional hours of PIL requirements including online coursework and
implementation of action plan
Develop a self-assessment to evaluate district action plan

Self evaluate and revise action plan, as necessary, for improving student performance using SAS
tools and principles.
Assist with project expansion to additional financially distressed districts, using a turnkey
approach, learned through the two previous years of work and experience.
Fully document the work of the previous two years to ensure effective dissemination
District Commitment:
Sufficient time and resources to achieve the 3-year goals established in the district SASMD plan
Self assessment
Identified weaknesses used to inform revisions of action plan
