Subject: Training Programme for the Representatives of Voluntary
Organizations on Formation of Clusters and Federations
(27 - 30 July, 2010)
Sir/Madam,
The Regional Centre Guwahati of the National Institute of Public
Cooperation and Child Development (NIPCCD) is organizing a Training Programme
for the Representatives of Voluntary Organizations on Formation of Clusters
and Federations from 27 – 30 July, 2010 at its premises. The enclosed
programme design will give you the detailed information about the course. In this
connection may I request you to nominate one or two representative (s) from your
organization to participate in the programme who are directly involved in the
implementation of various schemes / programmes. The medium of instruction of the
course will be in English and this may please be kept in view while nominating the
participants.
The Institute will provide free board and lodging for the participants and
would also reimburse travel grant to and fro Guwahati up to AC III tier by rail/bus
fare by the shortest route (except Rajdhani) as per the rules of the Institute. The
particulars of the representative(s) nominated for the course may kindly be
forwarded to us in the enclosed prescribed Performa latest by 10 July, 2010. Since
the Institute shall incur an expenditure of about Rs 5000/ per participant, a token
registration fee of Rs. 500/- shall be charged from each participant and shall have
to deposit at the time of registration. Out of which Rs. 50 (Fifty only) as non
refundable processing charge should be deposited with each application either in
form of demand draft in the name of NIPCCD, in the Bank of Union Bank of India,
Maidamgaon, Guwahati or as Indian Postal Order. This amount will be adjusted
at the time of registration if the nominee is selected for the training. The course
fee Rs 450/ shall have to be deposited at the time of registration. Further it is
also desired that the NGO registers with “NGO partnership system” of Planning
Commission of India for the code / file number.
It may further be noted that your nominee(s) should not proceed to the
Institute unless they receive a confirmation from our end.

Introduction
In India, according to 2001 Census, there are 49, 57, 38,169 women as
against 53, 12, 77,078 men. Thus the female population in the country is about
48.27 percent and the sex ratio is 933, per thousand males. Among these women a
sizeable section constitutes rural work force. The realization of women’s full
potential is a crucial to the overall socio – economic development and growth of a
society. With regards to women’s multi dimensional responsibilities it is required to
strengthen the status of rural women economically to enable them to stand in
society on their own with confidence. Self Help Groups (SHGs) are viable
alternative to achieve the objectives of rural development and to get community
participation in all rural development programmes. The SHG approach has been
widely recognised in India as a viable approach for building social capital, to break
the systemic barriers between the mainstream financial service providers and poor
communities, especially women, and to meet the financial needs of the poor and
marginalized households. The growth trajectory of the SHG approach is to take
the path of collective action supported by collective mobilization and management
of resources.
Hundreds of promoting institutions, both Government and non-government,
are experimenting with innovative approaches to developing clusters and
federations of SHGs. Emergence of cluster-level associations or federations of
SHGs seems to be quite a natural corollary to forming number of women SHGs in a
compact area. SHGs from the same village or panchayat or two or three
neighbouring villages meet periodically in what may be termed as cluster meeting.
This is the first stage of emergence of SHG clusters. Networking of SHGs was
inspired by their felt need to be able to deal with issues beyond their reach. Inter
group lending, ability to negotiate with high-level structures and to gain greater
bargaining power, were the reason for NGOs initiating SHG federations. When a
number of SHGs get together to achieve certain common objectives but retain
their independence within themselves, is called federation of SHGs. Federation is
basically a platform for its members to address the social and economic issues
collectively. SHGs being small in size, have limited financial services that they can
provide, while by forming federation of SHGs, which brings together several SHGs,
they have the ability to overcome limitations of SHGs. It has been seen that
although there are lots of SHGs in eastern part of our country, but the concept of
cluster and federation is not clear amongst the functionaries of NGOs who are
forming the SHGs. Keeping this in view, the NIPCCD, Regional Centre, Guwahati is
planning to organise a “Training Programme for the Representatives of Voluntary
Organizations on Formation of Clusters and Federations” from 27 – 30 July,
2010 at its premises at Guwahati.
Objectives
The main objectives of the programmes are to: orient the participants to
the concepts of need for cluster level association; orient the participants to the
concepts of steps in formation of cluster and federation; tell them about the
importance of cluster and federation; and acquaint them about the rules and
regulations in forming the federation.
Training Content
The broad contents of the training programme will be: Situational analysis of
women with special reference to NE Region; Empowerment of women focusing on
economic empowerment; Concept of SHG; Steps in formation of cluster and
federation; Functions of cluster and federation; Different model of clusters and
federations; convergence of services; and sustenance of SHGs of women.
Methodology
Participatory approach of training will be adopted. The training will be
imparted through lecture-cum-discussion, audio-visual presentation, role-plays, field
exposure, group exercises as well as brain storming sessions.
Resource Persons
The programme faculty would comprise of faculty members of NIPCCD,
experts from Government Departments, Bank Officials and NGO Representatives.
Participants
About 35 representatives from voluntary organizations particularly working
in the field of micro-credit and SHGs will attend this programme.
Kit Material
The participants will be provided with adequate reading and reference
material and other documents.
Board & Lodging Arrangements
The Institute will make arrangements for board and lodging for all the
outstation participants during the course and one day before and one day after the
programme (i.e. from 26 to 31 July, 2010) at the hostel of the Institute
located at Jawahar Nagar, P.O. – Khanapara, (Behind Kendriya Vidyalaya,
Khanapara) Guwahati.
Travel Grant
The Institute will provide travel grants to the participants of voluntary
organizations travelling by bus or train up to AC III Tier by the shortest route
(except Rajdhani express) on the production of tickets. The local participants
would be paid actual expenditure incurred on local conveyance subject to a ceiling
of Rs. 100/- per day.
Course Fee

General Instruction
1. The programme will commence at 9.00 a.m. on 27 July, 2010. Therefore the
participants are requested to reach the hostel of the Institute by the
evening of 26 July, 2010.
2. Participants reporting late or leaving before the conclusion of the training
will not be entitled for travel grants from the Institute.
3. No person accompanying the participants shall be allowed to stay in the
hostel.
4. The rules and regulations of the Institute will govern the participants during
the training period.
