DESCRIPTION Sewage sludge is one of the main categories of waste material that are disposed of by direct

dumping in the sea. This data shows the amount of sewage sludge licensed for direct dumping in

the sea, along with the amount dumped and the levels of contaminants contained in the dumped

material.

COMMENTARY

Background The deposit of substances or articles in the sea, other than discharges from a pipeline, is regulated by

licenses issued under the Food and Environment Protection Act (FEPA) 1985, Part II Deposits in the Sea

(as amended by the Environmental Protection Act 1990). Certain operations are exempt from licensing

under the Deposits in the Sea (Exemptions) Order 1985. In Scotland, the licensing function is

administered by the Marine Laboratory Aberdeen, a division of Fisheries Research Services which is an

Executive agency of SEERAD, on behalf of the Scottish Ministers.



The main categories of waste material that are disposed of by direct dumping in the sea are dredged

material, excavated from ports, harbours and navigation channels, and sewage sludge. The disposal of

sewage sludge into Scottish waters ceased at the end of 1998 under the Urban Waste Water Treatment

Directive (91/271/EEC). The Directive requires sludge to be reused whenever appropriate and for

disposal routes to minimise adverse environmental effects. The increasing volume of sludge being

produced and the ban on sea disposal is placing greater pressure on other disposal routes.



Trends The quantity of sewage sludge disposed by direct dumping at sea increased steadily from 1990 up to

1998. Over this time period the weight of two contaminants, nickel and zinc, also increased but there

were reductions in the amounts of other contaminants such as cadmium, chromium, copper and lead.

The amounts of contaminants in sewage sludge that were disposed in Scottish Waters were less than the

amounts of contaminants contained in dredged material (1).
