Food Safety Measures in Thailand
Before 2003
   – Fragmented authorities and laws, less coordination
   – Duplication and confusion both at policy and operational
     levels
In 2003 – 2004
     Establishment of ACFS as an national regulatory body for
     Food Safety
     Launched of “Food Safety Year” campaign
     Launched of “Thailand’s Kitchen of the World” strategy
     Establishment of “Road Map of Food Safety”
     Core Agencies: MOAC (exported food-from farm to table) ,
     MOPH (imported food except Meat, Shrimp and Tuna) 3

Food Safety Measures
     The draft of Agricultural Commodity and Food Standards
     Act is being reviewed by the Office of Council of State
     25 Acts (under different ministries) in relation to food
     safety issue
     Integrated Agencies to Single Agency
     Numbers of Ministerial Notification have been revised

Food Standards and Safety Measures
   – Harmonize with international standards
   – Codex, OIE , IPPC
   – Based on sound scientific justification

  Roles of ACFS in Standardization

• Establish national standards
• Participate in international/regional standard
  establishment
• Facilitate utilization of standards by stakeholders
  (farmer, trader, manufacturer, exporter, authorities, CB)
• Accredit certification/inspection bodies
• Negotiate with other countries on standardization

  mango, asparagus, rice, chicken meat

• System standards e.g. GAP, GHP
• General standards (mainly on food
  safety) e.g. MRL for pesticides, ML for
  contaminants, methods of analysis

Utilization of a GAP standard
• Provide farmers the requirements and
  recommendations
• Provide authorities/CBs the requirements
  for assessment for compliance
• Authorities/CBs need to develop inspection
  manual/checklists in compliance with the
  GAP standard
