    Preface
             The main factor that led to the signature, in 1948, of the Charter of the Organization of American States
    (OAS) was a recognized need to address the challenges faced by countries of the Hemisphere in numerous areas,
    such as peace, democracy, development, and cooperation. Since the Organization’s inception, economic affairs
    and cooperation among nations have been central to discussions in the region, especially with regard to the
    importance of development in strengthening democracy. Decades after the signature of the OAS Charter, the
    current legal framework for the technical cooperation activities of the Organization was defined in the Protocol
    of Managua, which entered force in 1996, amending that Charter and establishing the Inter-American Council for
    Integral Development (CIDI) as the primary policymaking organ to promote cooperation among the OAS member
    states for the furtherance of their integral development and, in particular, to help eliminate extreme poverty.

             The principles of the Charter were further reinforced at the Third Summit of the Americas, held in
    Quebec City, in 2001, where the Heads of State and Government emphasized the development of a consistent,
    results-oriented political, economic, and social agenda that focused on people and social equity. These
    principles and those of the General Assembly and the Summits process, and the priorities established at the
    inter-American ministerial meetings and in the Strategic Plan for Partnership for Integral Development are being
    translated into the concrete cooperation activities such as those contained in this Catalog.

              In that connection, it warrants mention that while other international organizations and financial
    institutions focus mainly on building infrastructure, the OAS targets its efforts at building the human capital of
    the member states. This is done through capacity-building to empower citizens as key participants in the
    economic and social development of their countries. Similarly, the OAS promotes the importance of
    strengthening democratic states through cooperative efforts to build institutions so as to foster more effective,
    efficient, competitive, reliable, transparent, and accountable states.

      Introduction
               The present OAS Catalog of Cooperation was designed for the purpose of illustrating the extensive
      efforts that the OAS Member States - with the support of the OAS General Secretariat and other partners -
      are implementing to move forward with the agenda of development in various strategic sectors such as:
      economic development, trade, tourism, human development, education, culture, social development, labor,
      employment, migration, energy, environmental law and governance, risk management and adaptation to
      climate change, integrated water resources management.

             This OAS 2011 Cooperation Catalog was designed to illustrate the strenuous efforts being made by the
      OAS member states - with support from the OAS General Secretariat and other partners - to advance the
      development agenda in different strategic sectors, such as economic development, trade, tourism, human
      development, education, culture, social development, labor, employment, migration, energy, environmental law
      and governance, risk management and adaptation to climate change, and integrated water resources
      management.

                This Cooperation Catalog contains a sampling of what has been done in the period 2008 – 2010 within
      the framework of the Executive Secretariat for Integral Development. Another aim of this publication is to
      provide member states and potential partners with a snapshot of our programs, projects, networks, and
      activities, and their sources of funding, duration, strategic partnerships, and cooperation mechanisms.

                An important point the Secretariat deems worthy of mention and that became evident through this
      exercise is that three elements are common to all cooperative activities of all programs, projects, networks, and
      activities developed, regardless of the topic or area of implementation: capacity-building and training; the
      sharing of best practices and information; and technical support and technical assistance.

              Among the benefits afforded by this Catalog to the member states, current partners, potential donors,
      and the Secretariat itself is that it makes evident the importance of partnering, and that, through such
      partnerships, the effects, impacts, and results of cooperation in the Hemisphere can be multiplied.
