                       CONSULTANCY SERVICES FOR THE

                                 STATEMENTS OF CAPABILITY

The Belize Trade and Investment Development Service (BELTRAIDE) has received a grant from the
Caribbean Aid for Trade and Regional Integration Trust Fund (CARTFund), administered by the
Caribbean Development Bank (CDB), financed by the UK Department for International Development
(DFID). BELTRAIDE intends to apply part of the proceeds of this grant to eligible payments under the
contract for which this invitation is issued. BELTRAIDE now wishes to engage a firm of consultants to
develop a National Export Strategy (NES). The consultancy services will include, inter alia:

       (a)     carrying out a comprehensive review of the Draft NES 2008-2012 and identifying key
               areas for revision, likely challenges and constraints;

       (b)     examining the economic environment, the current policy framework and recent trading
               agreements including the Caribbean Community Single Market and Economy,
               CARIFORUM-European Union Economic Partnership Agreement and the Partial Scope
               Agreement with Central America and their impact on the 2008-2012 NES;

       (c)     conducting extensive consultations with the various stakeholders to gain a detailed
               understanding of the key sectors, existing arrangements for coordination and dialogue
               and recent performance of the export sector;

       (d)     revising the Integrated Management Matrices produced for the Draft NES;

       (e)     preparing a Revised NES that includes:

                 (i)   an outline of priority areas and strategic considerations;

                (ii)   financing of the strategy that takes into account the Government of Belize’s Aid
                       for Trade Strategy;

               (iii)   an appropriate institutional framework for NES implementation; and

                (iv)   a framework for monitoring the strategy, including performance indicators;

       (f)     preparing a Five-Year Action Programme that includes detailed implementation plans for
               each priority sector, actions to be taken by government agencies for strengthening the
               institutional framework, and specific timelines;

       (g)     presenting the Revised NES at a national validation workshop with wide representation
               from the private and public sectors, and civil society; and

       (h)     preparing a final Revised NES, taking into account comments from BELTRAIDE and its
               parent Ministry, businesses and other key stakeholders.

BELTRAIDE now invites the submission of Statements of Capability from eligible consultants who are
interested in undertaking the services. Consultants shall be eligible for procurement if:

        (a)     in the case of a body corporate, it is legally incorporated or otherwise organised in an
                eligible country, has its principal place of business in an eligible country and is more
                than 50 per cent beneficially owned by a citizen or citizens and/or a bona fide resident or
                residents of an eligible country or countries or by a body or bodies corporate meeting
                these requirements;

        (b)     in the case of unincorporated firms, the persons are citizens or bona fide residents of an
                eligible country; and

        (c)     in all cases, the consultant has no arrangement and undertakes not to make any
                arrangements whereby any substantial part of the net profits or other tangible benefits of
                the contract will accrue or be paid to a person not a citizen or bona fide resident of an
                eligible country.

Eligible countries are CDB Member Countries, the Dominican Republic and Suriname.

Submissions will be assessed based on technical competence, qualifications and experience, regional
experience on similar assignments, financial capability, the extent of prior commitments, and proficiency
in English. Submissions should include corporate profile, descriptions of similar projects completed
within the past five years, and the curriculum vitae of persons who will be assigned to provide the

Statements of Capability must be submitted in sealed envelopes marked “Statement of Capacity –
Consultancy Services for the Development of a National Export Strategy (NES) for Belize”.
Three (3) hard copies of each submission in the English language must be delivered no later than
16:00 hours on Friday, January 6, 2012 to the first address below and one hard copy sent
simultaneously to CDB at the second address below.

Following the assessment of submissions, a shortlist of not less than three, and not more than six
consultants, will be invited to submit technical and financial proposals. Copies of the terms of reference
for the assignment will be made available to the short-listed firms.

BELTRAIDE reserves the right to accept or reject late applications or to cancel this invitation partially or
in its entirety. BELTRAIDE will not be bound to assign any reason for not short listing any applicant
and will not defray any costs incurred by the applicant in the preparation and submission of statements of
