         Unit Level Strategic Planning and Effectiveness Document
Department: Internal Audit

Mission:

Internal Audit has been established at Pittsburg State University as an independent,
objective assurance and consulting activity designed to add value and improve to the
organization's operations. The mission of Internal Audit is to help Pittsburg State
University accomplish its objectives by bringing a systematic, disciplined approach to
evaluate and improve the effectiveness of risk management, control, and governance
processes.

Vision Statement:

It is the vision of the Internal Auditor to be proactive in furnishing analysis, appraisals,
recommendations, counsel, and information concerning the activities reviewed. The
Internal Auditor is concerned with any phase of University activity where it can be of
service to management.

How this Unit Supports the Academic Mission of the University:

The scope of activities of the Internal Auditor encompasses examining and evaluating the
adequacy and effectiveness of the University’s systems of internal control and the
operating efficiency of those controls against established higher education standards.

This Unit’s Efforts in the Area of Sustainability:

To contribute to the University’s overall sustainability efforts, Internal Audit will place
added emphasis on operating objectives where recommendations can be made that center
on efficient practices.

Goal:

Provide value-added assurance and consulting services to Pittsburg State University

Objective 1: To ensure the University’s internal controls around financial
             reporting are accurate and reliable allowing management to be
             provided with financial information to make sound decisions.

      Budget Implication: None.

      Strategy 1.1: Review the reliability and integrity of financial and operating
                    information and the means used to identify measure, classify and
                    report such information.

      Strategy 1.2: Make recommendations to improve financial controls when
                    appropriate.

      Performance Measure 1.1: Inquire auditees as to the usefulness and adequacy of
                               recommendations made by internal audit.

      Performance Measure 1.2: Compare audit performance to the International
                               Internal Auditing Standards established by the
                               Institute of Internal Auditors.

      Progress Summary: Feedback provided by departments receiving audits has
                        been satisfactory as to the performance of the auditor and
                        usefulness of recommendations.

Objective 2: To determine internal controls are in place that reasonable assure
             compliance violations are avoided or mitigated to an acceptable risk.

      Budget Implication: None.

      Strategy 2.1: Review the systems established to ensure compliance with relevant
                    policies, plans, procedures, laws, and regulations which could have
                    a significant impact on a particular division’s operations or reports,
                    and determining the extent to which Pittsburg State University is in
                    compliance.

      Strategy 2.2: Make recommendations to improve compliance controls when
                    appropriate.

      Performance Measure 2.1: Inquire auditees as to the usefulness and adequacy of
                               recommendations made by internal audit.

      Performance Measure 2.2: Compare audit performance to the International
                               Internal Auditing Standards established by the
                               Institute of Internal Auditors.

      Progress Summary: Feedback provided by departments receiving audits has
                        been satisfactory as to the performance of the auditor and
                        usefulness of recommendations.

Objective 3:   To ensure the University’s assets are appropriately safeguarded.

      Budget Implication: None.

      Strategy 3.1: Review the means of safeguarding assets and, as appropriate,
                    verifying the existence of such assets.

      Strategy 3.2: Make recommendations to improve physical controls of assets
                    when appropriate.

      Performance Measure 3.1: Inquire auditees as to the usefulness and adequacy of
                               recommendations made by internal audit.

      Performance Measure 3.2: Compare audit performance to the International
                               Internal Auditing Standards established by the
                               Institute of Internal Auditors.

      Progress Summary: Feedback provided by departments receiving audits has
                        been satisfactory as to the performance of the auditor and
                        usefulness of recommendations.

Objective 4:   To ensure assets controlled by the University are being used in
               efficient manner.

      Budget Implication: None.

      Strategy 4.1: Appraise the economy and the efficiency with which resources are
                    employed. Review operations or programs to ascertain that the
                    procedures of those operations or programs are being implemented
                    as intended, and the result of that implementation are consistent
                    with established objectives and goals.

      Strategy 4.2: Recommend actions are taken to make processes and procedures
                    more efficient when appropriate.

      Performance Measure 4.1: Inquire auditees as to the usefulness and adequacy of
                               recommendations made by internal audit.

      Performance Measure 4.2: Compare audit performance to the International
                               Internal Auditing Standards established by the
                               Institute of Internal Auditors.

      Progress Summary: Feedback provided by departments receiving audits has
