This Special Hauling Permit Strike-off Letter (SOL), (1) incorporates this and previous
policy letters into Publication 31, (2) ensures that appropriate PennDOT staff are available 24/7
for emergency special hauling permit needs and (3) informs you of special hauling permit IT
support. This SOL requires IT hardware and software, time and manpower resources.
1) Publication 31, Chapter 3, Type Load Code 57 A & B - Emergency Move, and
Publication 31, Chapter 4.8 Emergency Bridge Restrictions will be revised to reflect
these changes with the next update to the Special Hauling Permit Manual as attached
(Attachment 1 and 2).
2) Each District shall be responsible for addressing special hauling permits in
emergency situations. Generally two emergency situations can occur:
a. An emergency permit must be issued for movement of an
oversized/overweight vehicle or
b. A bridge or road is closed long term that can affect special hauling
permits that were already issued or will be issued in the immediate future
Timely access to the Automated Permit Routing Analysis System (APRAS) is
required to effectively address these two situations. Districts therefore shall
develop a process to ensure the staff is available 24/7. Process flow diagrams
have been attached for your use. The Central Permit Office will set up a series of
telephone conferences with the appropriate staff to help you establish a process
that meets the needs of emergency special hauling permits and develop
consistency statewide.
By July 1, 2010, review and update the names, titles, and telephone numbers
within the following spreadsheet:

3) Access to APRAS is imperative to address emergency situations. Your District is
required to assign a laptop to staff on a rotational schedule with a Virtual Private Network
(VPN) so that APRAS can be accessed in a timely manner. The VPN can be accessed by
an air card, direct hardwire internet connection or wireless internet connection. During
our series of telephone conferences, options for VPN access and software/hardware
requirements will be discussed.
