Dear Vice Minister Leacock:



We are pleased to inform you that at the Eighth Ministerial Meeting of the Free Trade Area of the Americas (FTAA)

held in Miami, on November 20, 2003, the Ministers Responsible for Trade in the Hemisphere noted that Port of

Spain and ten other cities had asked to be considered for the permanent site of the FTAA Secretariat. The Ministers

agreed that the decision on the site of the FTAA Secretariat should be taken at their next meeting, to be held in

Brazil in 2004.



In order to facilitate their decision-making on this matter, the Ministers requested that the candidate cities provide to

the FTAA Secretariat the information described in the attached document FTAA.TNC/26, “Elements for

Consideration in the Evaluation of the Candidate Sites for the FTAA Secretariat,” by March 1, 2004, for

dissemination to all delegations. These elements are for information only to serve as a guide and may be used by

countries in the selection process. We recommend that you provide this information in the two FTAA working

languages of Spanish and English; you may forward it to the FTAA Secretariat at Document@ftaa-alca.com.

Should you have any questions, please direct them to Mr. Geraldo Tupynambá on the Brazilian Co-Chair team at

tupynamba@conbrasil.org.ar, and to Deputy Assistant USTR for the FTAA, Ms. Karen Lezny, on the U.S. Co-Chair

team at klezny@ustr.gov.



Furthermore, during the last Trade Negotiations Committee (TNC) Meeting in Miami, delegations discussed

whether to offer to each city the opportunity to give a presentation to the Vice-Ministers. The large number of

candidate cities and the heavy workload expected for the Seventeenth TNC Meeting in Puebla, Mexico in February

2004, will not allow any presentation to take place then. However, on that occasion, delegations will be invited to

discuss the process for selection of the permanent site of the FTAA Secretariat and to decide on the most effective

ways to further provide to the FTAA countries all the information on the candidate cities they may need.



We appreciate Port of Spain’s interest in hosting the FTAA Secretariat. For your information, the other candidate

cities are: Atlanta, USA; Cancun, Mexico; Chicago, USA; Colorado Springs, USA; Galveston, USA; Houston,

USA; Miami, USA; Panama City, Panama; Puebla, Mexico; and San Juan of Puerto Rico, USA.
