The Director of Online Learning provides department-level long-term and day-to-day management of
online courses and programs offered by PACT Charter School. The Director of Online Learning will be
responsible for creating an environment that delivers quality instruction, develops teachers, and enables
students to experience academic growth. In conjunction with the School Administrator, s/he will set
school academic priorities and align school goals, professional development and assessments. The
Director of Online Learning will observe teachers, provide instructional coaching and manage online
teacher performance evaluations.

One of the primary objectives of the Director of Online Learning is to uphold and advance the mission
and goals of PACT Charter School as communicated in: our letter of intent, our charter, our contract
with our sponsor, and our mission and philosophy statements. Under the direction of the Administrator,
the Director of Online Learning will assume general responsibility for achieving this primary objective
while overseeing and working collaboratively within the committee structure of the organization.
Effective communication, team building and group leadership skills will be employed by the Director to
draw the efforts of the faculty and staff, committees, parent volunteers, and students together to meet
this primary objective.

Essential Duties and Responsibilities include the following. Other duties may be assigned.


Planning, Direction, and Coordination
      Meets regularly with administration to develop and revise responsive plans for the school’s
       initiatives in online education.

      Works with the Curriculum Coordinator, the Curriculum Committee, online teachers and
       Administration to revise curriculum, as needed.

      Works with faculty to explore and develop new offerings.

      Works with faculty to develop appropriately unified course format and packaging to provide
       students with seamless and user-friendly learning across courses.

      Establishes administrative practices for tracking students, potential students, and instructors.

      Coordinates research initiatives related to online education.

        Administers the online program education budget.

        Verifies the training of faculty.

        Schedules course offerings.

        Recommends staffing changes, as needed.

        Recruits faculty, as needed, participates in the interview process, and provides recommendations
         on the hiring of new online faculty to the Administrator.

Faculty Support

        Provides first line of contact and assistance for faculty, as neded.

        Coordinates training for faculty in the development of instructional materials and methods, as

        Evaluates teachers’ abilities, recommending opportunities for improvement.

        Provides assistance to face-to-face faculty, as needed, for the use of online teaching and learning
         methods to supplement face-to-face classes.

        Informs faculty of research and training opportunities related to online education.

        Informs faculty of program status.

        Keeps abreast of new developments and research in online learning, and shares this information
         with faculty, as appropriate.

Student Support

        Monitors the support provided to students within the online program.

        Works with faculty and staff to provide student orientation to the program.

        Responds directly to parent concerns and takes appropriate actions based on these concerns.
         Refers parents to teachers and staff in accordance with the Open Door Policy.

Marketing (Works with Administration)

        Directs online program marketing efforts.

        Prepares program marketing materials.

        Identifies critical marketing populations and initiatives.

        Solicits assistance, as needed, in the recruitment of online students.

        Judges the effectiveness of marketing strategies and initiatives.

        Annually revises the marketing plan.

Assessment and Reporting

        Communicates with the Administrator, Program Committees, faculty, students and parents of the
         program about issues and events concerning the program.

        Establishes and oversees a program for the use of research-based evaluative criteria in the
         assessment of courses and programs.

        Coordinates program assessment, and prepares summary reports annually indicating program
         statistics and recommendations. Publishes these reports online and submits these reports to
         administration for School Board review.

        Completes required reports for programs.

        Prior to course implementation, works within the Curriculum Approval Process to review
         materials and plan for implementation; provides assistance, as needed; prepares an evaluation of
         the materials and instructional plans, possibly indicating suggestions for improvement.

        Works with Administration to report to the MN Department of Education and other required
         organizations on the status of the program, as needed.


        The performance of the Director of Online Learning will be evaluated annually (or at the end of
         an individual’s term if the term ends prior to the annual evaluation). The evaluation will be based
         on job performance in relation to the job description. The time frame for evaluation may be
         shortened during the initial hiring period.

Academic Leadership
    Provides effective leadership and management of the instructional program by providing purpose
     and direction for individuals and groups.

        Helps to shape the school culture, values and mission of the school within the committee

        Oversees planning, implementation and evaluation of strategies that improve student
         performance within the context of the culture of the school community, school improvement
         team and school vision, mission, goals and objectives.

        Oversees the implementation of PACT Charter School’s approved curriculum and scope and
         sequence in the school setting.

        Works with the administrative staff, using a variety of assessment tools, to systematically review
         and monitor student progress. Gathers and interprets data from relevant sources relating to

         program effectiveness in order to evaluate students’ progress toward stated program goals.
         Works jointly with relevant committees to correct deficiencies, and maintain and improve
         strengths. Utilizes test results in analyzing program effectiveness and identifying areas of

         with administration and through the committee process to suggest needed adjustments.

        Works with the Special Education Director and administration to supervise and implement
         student special education programs and services online.

        Works with the Technologist to have an understanding of the technological infrastructure,
         hardware and software and acts as a partner in planning, enhancing and developing effective and
         efficient technology.

Professional Development and Leadership
    Demonstrates continued personal growth through participation in professional activities and

         consistent with federal law, state law and local school board policy.

        Maintains and fosters strong professional relationships.

Fiscal Management
     Administers and monitors the program budget in accordance and within the committee structure,
       board policies and legal requirements.

        Clearly communicates short and long-term building priorities and works with administration to
         establish long-range facility goals.

        Supervises the preparation of accurate budgets and effectively monitors expenditures within the
         committee and annual budget processes.

        Ensures adequate inventories of PACT Charter School’s property are completed and has
         oversight for the security and accounting of property designated to the program.

Student Record Maintenance and Accountability
    Oversees and provides direction for the maintenance and confidentiality of accurate, secure and
      current student records, including, but not limited to, student health, attendance and discipline.

        Follows the guidelines established by the Minnesota Department of Education and implements
         administrative procedures for Special Education, Title and other programs consistent with federal
         law and state school law.

        Works collaboratively with administration to establish and implement rules for student conduct.
         Ensures discipline is enforced as needed within the parameters of the PACT Family Handbook.
         Reviews Disciplinary Action Summary and approves Suspension Notices for students in the
         online program.

Building Security and Safety Management
    Establishes and/or maintains safety and security arrangements for school facilities and equipment
       for the online program.

        Works with administration to ensure a safe, healthful environment for the immediate school
         community according to federal, state and local regulations.

        Works with administration to develop and enact internal policies and procedures for responding
         swiftly and effectively to on-site student accidents, illnesses or other health concerns. Ensures
         that incidents are documented and communicated in a timely manner.

        Works with administration, the Facility Coordinator, Program Steering Committee, Technology
         Coordinator, or others, as appropriate, to make both long and short-term recommendations
         concerning the maintenance, renovation and improvement of our buildings, equipment and

Parent Communication and Interaction
    Displays an eagerness to work with parents to promote parent, student, and teacher alliances.

        Develops and monitors a system of effective communication with parents.

        Encourages parents to participate in the work of committees and their decision-making
         processes. Listens to, evaluates, and responds to concerns that are expressed by parents regarding
         any operation of the online program and/or any action of its faculty, staff, committees, parent
         volunteers, or students.

        Seeks out parent and community involvement for the online program and establishes cooperative
         and collaborative parent and community relations.

Supervises, coordinates, and evaluates the assigned staff for the online program. Carries out supervisory
responsibilities in accordance with the organization's policies and applicable laws.

Valid current teaching or administrative license. Masters in Education; and/or two to four years related
experience and/or training; or equivalent combination of education and experience. This position
requires subject matter expertise in online educational programs, curriculum and instructional strategies.
To perform this job successfully he/she must have a broad knowledge of the principles and practices of
school administration and of current educational trends in online education. He/she should have
supervisory and management experience to manage the program successfully. He/she should have the
ability to communicate effectively in a variety of venues, both orally and in writing. This position
requires problem solving, decision-making experience, and the ability to establish priorities and make
high quality decisions based on relevant data and facts.

Ability to read, write and interpret documents such as curriculum guides, budgets, test results, contracts,
grant applications, statutes and policies. Ability to understand and generate written memorandums,
employee evaluations, and correspondence with business and public contacts. Ability to write routine
reports and correspondence. Ability to speak effectively to individuals and groups. Ability to effectively
present information and respond to questions from parents, staff, students and the general public.

Ability to calculate figures and amounts such as discounts, interest, proportions, percentages, area,
circumference, and volume. Ability to apply concepts of basic algebra and geometry. Experience in
working with and preparing budgets and the ability to read and interpret fiscal reports.

Must be knowledgeable of current school software, and a variety of electronic tools. Must be proficient
in corresponding using e-mail or other web-based applications. Must be capable of learning new
software and computer programs in a timely manner.

Analyze problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an
extensive variety of technical instructions in mathematical or diagram form and deal with several
abstract and concrete variables.

Current state teaching and/or administrative license.
