Summit County Engineer’s office has summer road work planned
Akron, Ohio – Alan Brubaker, P.E., P.S., Summit County Engineer has finalized the summer road work
plans to take place in various locations around the County for 2011. Despite decreasing revenues, the
Summit County Engineer’s office has allocated $1.49 million for pavement maintenance in the Capital
Improvements Program this year, an increase of 24% over the 2010 pavement maintenance allocation.
This is due to cost saving administrative and personnel changes, allowing more room in the budget for
improving the County’s roads and bridges.
The Summit County Engineer’s office bid process was opened up to other communities in Summit
County. The larger purchasing power created by bidding for pavement maintenance items as one unit
had lead to a smaller per unit costs for all participants, while the municipalities still maintain local control
over the projects. The Summit County Engineer’s office will administer the County-wide program.
“Times are tough financially for local governments and the taxpayers,” said Engineer Brubaker. “As a
result we, as elected officials, must identify ways to cooperate to reduce the costs of services. It just
makes sense to develop this new collaboration among Summit County communities. A regional
approach can save money and promote efficiency in our road programs without reducing the level of
services. It's a win-win-win situation for the County, municipalities, and the townships.”
Many officials were involved in the creation of the County-wide program. The Summit County
Engineer’s office would like to thank Summit County Council, the Summit County Executive, and
participating officials from Bath, Copley, Coventry, Northfield Center, Sagamore Hills, Springfield, and
Twinsburg Townships as well as the cities of Akron and New Franklin and the village of Richfield.
“It has been my general philosophy to go back to the basics”, said Brubaker. “That means we reduced
overhead costs, cut unnecessary projects that would require us to borrow more money and instead live
within our means to perform our fundamental job function – maintenance and repair of County roads
and bridges”.

409 resurfacing is also known as Seal Coat or Chip Seal.
The contractor places an emulsion on the roadway, spreads gravel on top of the emulsion, compacts the stone
into the emulsion with a roller, and then sweeps the excess gravel from the road the same day and then again
after about a week.
409 is much less expensive than hot mix asphalt, prevents water from causing cracks and potholes in the
pavement, and increases tire traction.
405 resurfacing is also known as Motor Paving. The contractor uses a portable mixer on-site to prepare the
asphalt mixture, places it on the roadway, and then compacts it with a roller. 409 is then placed on top of the 405.
405 is less expensive than hot mix asphalt but is used in conjunction with 409 when the roadway crown or edges
need to be re-established. A further advantage is that 405 is more flexible than hot mix asphalt and can resist
small movements in the road base that would crack hot mix asphalt.
Lytle Construction is the contractor for this year’s combined 405/409 contract. This contract includes the Summit
County Engineer’s Office and Bath, Copley, Coventry, and Springfield Townships.
The value of this year’s contract is $830,784.50 and will be performed in August and September.

Akron-Peninsula Road Resurfacing
Akron-Peninsula Road will be improved this year from 1,200’ south of Truxell Road to Orchard St. in Village of
Peninsula. The existing road will be milled, pavement repairs will be performed, new asphalt will be placed, and
new pavement markings will be applied.
The Shelly Company is the contractor for this project.
The value of this contract is $453,252.65. This work is being funded 100% by federal funds.
The work is currently underway and should be complete by July 15, 2011.
Lockwood Road Resurfacing
Lockwood road from SR 619 to State Road will be improved this year. The existing road will be pulva-mixed.
This process grinds the existing pavement and then compacts it back in place to form a stable road base of
recycled from the original road material. Next, an intermediate course of 405 will be placed. This will allow the
crown of the road and proper cross slopes to be formed to ensure adequate road drainage. Finally, a surface
course of 409 will be applied and the lanes will be striped.
Lytle Construction is the contractor for this project. This contract is a joint effort by the County Engineer and the
City of Barberton.
The value of this contract is $191,440.50. SCE local funds will pay for 67% ($128,875.94) of the project and the
City of Barberton local funds will pay for the remaining 33% ($62,564.56) of the project and the work will be
performed in August and September.

Asphalt Rejuvenating agent is applied to hot mix asphalt that was placed one or two years ago. The agent
restores flexibility and water resilience that the asphalt surface lost due to weathering and the passage of time.
Forty-five minutes after the rejuvenating agent is applied, sand is placed over the agent to absorb excess agent
and provide enhanced vehicle traction. One week later, the excess sand will be swept from the road surface.
Pavement Technology, Inc. is the contractor for this year’s Asphalt Rejuvenating This contract includes the
Summit County Engineer’s Office, City of Akron, and Bath and Twinsburg Townships.

Crack Sealing is used to close small cracks in hot mix asphalt roads. This prevents water from entering the
pavement and causing pot holes or damaging the road base.
The engineer’s estimate for this year’s contract is $245,810.00 and bids will be opened on July 6, 2011. This
project involves the County Engineer, the City of Akron, and Bath, Copley, Northfield, and Twinsburg Townships.
The work will be performed in September, and October.

The Spot Paving Program addresses pavement deterioration that is more extensive than a pothole but still does
not require complete resurfacing. Additionally, this contract is used to resurface bridge decks.
Karvo Paving Co. is the contractor for this year’s Spot Paving Program. This contract includes the Summit
County Engineer’s Office and Twinsburg Township.
The value of this year’s contract is $185,825.00 and will be performed in August, and September. Pavement
Technology, Inc. is the contractor for this year’s Asphalt Rejuvenating This contract includes the Summit County
Engineer’s Office, Bath Township, Twinsburg Township, and the City of Akron.
2011 Summit County Pavement Marking Program
The Pavement Marking Program involves applying new centerline and edge lines to roads as required.
J.D. Striping & Services, Inc. is the contractor for this year’s Pavement Marking Program. This contract includes
the Summit County Engineer’s Office and Copley, Sagamore Hills, and Twinsburg Townships. The City of New
Franklin has also expressed interest on joining this program and will be added to the contract as a change order.
The value of this year’s contract is $81,173.40 and will be performed in September and October.
Northampton Road Bridge Replacement
This project removes and replaces the Northampton Road Bridge over Mud Brook located in the City of Cuyahoga
Falls. The existing bridge was built in 1930 and is nearing the end of its useful life.
Workman Industrial Services is the contractor for this project.
The value of this contract is $542,415.80 and will be performed in August, September and October. 80%
($433,932.64) of the cost of the project is federally funded and the remaining 20% ($108,483.16) of the project is
funded by local Summit County Engineer funds.
The bridge will be closed for approximately 60 days and traffic will be detoured.
Twinsburg Road Culvert (SCE)
This project replaces the road culvert under Twinsburg Road between Brandywine Road and Schoepf Drive in
Northfield Center Township.
This office is currently in the process of selecting a contractor.
The Engineer’s Estimate for this work is $21,976.55. We anticipate that the work will be performed in September.
The contractor has the option of closing the road and detouring traffic for up to 60 consecutive hours.
2011 SCE Culvert Replacement Program
This project is in the final stages of design. The following culverts are under consideration for replacement this
year:
- Culvert under Cottage Grove Road between Klinger and Cope in Coventry Township
- Culvert under Boyden Road just north of Barton Road in Sagamore Hills Township
- Culvert under Boyden Road just north of Barton Road in Sagamore Hills Township
- Culvert under Medina Line Road just south of SR 303 in Richfield Township
The value of this work is estimated to be $120,000.00 and the work should be performed in October and
November.
(NOTE: Unless otherwise stated, traffic will be maintained and 100% local funds (SCE/Townships/Cities) will be
used for each project listed above.)
