CHIEF FINANCIAL OFFICER
EXEMPT
STATUS: FULL-TIME
GENERAL JOB DESCRIPTION:
Under limited supervision, provide direction, management, and leadership in business planning, accounting,
budgeting and automation efforts of the health center.
RESPONSIBILITIES:
1. Formulates financial plans and assists in evaluation of funding performance.
a. Develops annual budget: including revenue and expenditure projections.
b. Prepares appropriate reports for monthly Board of Directors meetings including recommendations.
c. Provides strategic consultation and representation of the health center including establishing short-
long term goals for the agency relative to financial plans.
d. Prepares expenditure and management reports for various grants and manages
collection of grant funds.
3. Administers and safeguards the organization's funds.
a. Revises and implements accounting procedures according to established funding
procedures and grant requirements.
b. Assists Executive Director in development of internal auditing procedures to ensure compliance
with organizational policy.
c. Manages procedures for handling cash receipts and disbursements.
d. Monitors agency expenditure levels.
e. Monitors employee benefit plans.
f. Works with auditors; preparing reports, and materials for annual audit and other issues
3. Maintains financial reporting system in accordance with federal and state guidelines.
a. Knowledge of federal, state, and agency financial policies and procedures.
4. Consults and maintains close ties with all department coordinators.
a. Provides cost-effective data and information.
b. Advises on financial and budgeting matters.
c. Assists and provides support for decision-making activities.
5. Supervises the following:
a. Payroll and tax reporting for employees.
b. Payment of operational bills.
c. Work of the Financial Assistant.
d. Provide supervision and direction for employees working with the fiscal procedures of the health
center including work allocation, training and problem resolution.
e. Third party billing process.
6. Performs duties essential to the position and program.
PHYSICAL REQUIREMENTS:
1. In an eight-hour workday, the employee must be able to: bend and crouch occasionally,
sit continuously and stand or walk frequently.
2. Employee must be able to lift up to 50 pounds occasionally.
3. Employee must be able to use hands/arms, feet/legs for repetitive fine to large motor skill
movements.
DESIRABLE QUALIFICATIONS:
1. Bachelor's degree in accounting from an accredited college or university.
2. Minimum of two to five years experience in accounting activities, preferably non-profit
accounting.
3. Knowledge of federal and state regulations including government accounting procedures.
4. Experience in supervising and providing recommendations to co-workers/work
effectively with co-workers, ability to foster a cooperative work environment.
5. Knowledge of and experience working with computers and Great Plains Accounting
software including the ability to illustrate the financial reports/statements or projections.
REPORTING REQUIREMENTS:
Reports to the Executive Director.
