TITLE OF THE EVENT 2011 WTO ADVANCED TRADE POLICY COURSE (ENGLISH)

Course description The ATPC is a level 3 training activity implemented within the WTO
progressive learning framework and it represents the highest level of
learning among WTO training activities. Due to its advanced nature,
the course is targeted at participants who already possess a sound
knowledge of the general features of the WTO system and the WTO
Agreements. The course seeks to promote critical thinking about
trade policy formulation by consolidating participants' understanding of
the linkages between WTO rules and disciplines and their respective
country's interests in the multilateral trading system. The learning
approach of the course is multidisciplinary in that it considers both
legal and economic aspects of WTO rules and disciplines.
The course's training methodology is conceived to encourage the
active involvement of participants through a series of interactive
modules comprising lectures, exercises and simulations, covering
most of the areas of work of the WTO. More specifically, participants
will be given regular coursework and individual/groups assignments
and are expected to complete a project relating to their country's trade
policy profile by the end of their three-month stay. The course also
includes visits to other international organizations active in trade-
related matters as well as attendance at selected meetings of WTO
bodies and regular briefings on WTO work-in-progress. Contacts with
WTO Secretariat officials and delegates and representatives from
Missions and other international organizations are also a common
feature.
Objectives By the end of the course, participants are expected to have enhanced
their autonomy in relation to WTO matters by having:
consolidated their knowledge of the WTO rules and disciplines
and how these might relate to their countries' trade policy
formulation;
improved their analytical and negotiating skills and their ability
to analyse trade information and to participate actively in WTO
trade negotiations;
built their capacity to find and use WTO information and
documentation on trade-related issues;
strengthened their ability to work individually, in teams and in
an international environment; and
established and/or strengthened a network of contacts with
each other and with trainers/experts.

Prerequisites Successful completion of a level 2 (generalist path) WTO training
activity (See target audience for additional details).
Organizing institution/body WTO
TARGET AUDIENCE - ELIGIBLE COUNTRIES
The target audience for this course are government officials from WTO Members and Observers developing
countries, LDCs, economies in transition, and countries in the process of accession to the WTO. Candidates
should be currently working in their national administration in the field of the formulation and conduct of trade
policy, with the definite expectation of continuing to work, or being assigned further responsibilities, in this
field. Candidates should have completed a "level 2" generalist path WTO training activity (Trade Policy
Course; Regional Trade Policy Course; e/WTO) or have demonstrably commensurate knowledge or

professional experience. They should also possess an excellent ability to communicate, orally and in writing,
in English.
NOMINATION OF PARTICIPANTS
As part of the WTO procedures, a letter of invitation, along with an application form, will be addressed to the
relevant government authorities, through established channels.
Twenty-five (25) places are available for applicants from developing countries and countries with economies
in transition. The costs related to their participation (a return economy class ticket, daily subsistence
allowance, including lodging) will be borne by the WTO.
The participants will be selected based on the information submitted. Only candidates officially nominated by
their national authorities and presented by their Mission will be considered. Applications received through
other channels will not be acknowledged.
