On Some Mechanisms of Counteracting Against Challenges and
Threats to Safety in the Northern Caucasus.
The article reflects an attempt to comprehend some complex developments
that pose threat to the national interests of the Russian Federation near its southern
borders. The situation around the Northern Caucasus Region leads to a particular
concern. Proposing to develop a Program for stabilization of the situation in this
direction, the author denotes a number of issues and draws a conclusion of a
necessity to strengthen a coordinative role of a Prosecution Service in solving of
these problems.

The article informs about the Course on the European human rights
protection that was held in the Moscow State Institute on International Relations
(University) Affiliated to the Ministry of Internal Affairs of the Russian
Federation. The basic situation with the nowadays on-going reform of the
European Convention on Human Rights and Fundamental Freedoms. Focus is
given to the most important issues and possible ways of solution of these problems.

On the Issues and Peculiarities of the Prosecution Service’s
Coordinative Activity Organization in Corruption Combating
The article depicts the subject, participants and issues of organization
provision for coordinative activity of the Prosecution Service in corruption
combating. The focus is made on peculiarities of the organization of this function
of the Prosecution Service in the sphere of counteracting against deeds of
corruption. Some measures for perfection of coordinative activity of the law
enforcement bodies aimed at prevention, revealing, repression and investigation
of corruptive deeds are proposed.

Crimes of Corruption in the Russian Federation.
The article gives a criminological characteristics of corruption crimes in the
period of 2003-2009 and the analysis of judicial practice on corruption-oriented
criminal cases. Particular attention is given to latent crimes of corruption. The
issues concerning the research of the efficacy of the law enforcement bodies’
activity in corruption counteracting are examined.

Latent Criminality Needs System Monitoring
The article is oriented on system study of crime and its consequences in the
aims of objective evaluation of criminality in the country, objective balance of
crime cost for the people and the state, objective efficacy of the executed crime
counteracting. It is only under these conditions that one can anticipate to liven up
efforts on behalf of the people and the authorities in this permanent struggle
between good and evil.

On the Issue of Terrorism Prevention in Transport Facilities.
Linking together the explosions in the Moscow metro in March 2010 and the
following Decree of the R.F. President of 31.03.2010 # 403 “On Establishment of a
Complex System of Transport Security Provision”, the article deals with the issue
of prevention of transport terrorism. Some data on terrorism in different transport
facilities are presented. Some factors reducing effectiveness of activity in terrorism
preventing, including decentralization of transport militia and lack of control on

the part of the Russian Transport Supervision Office, are analyzed. Some attention
is given to the issues of modernization of legislation on safety of technical sphere
and of transport as its component. There are some notes on shortcomings of
legislation that regulate such aspect of transport safety as security of traffic and
exploiting of transport, including execution of office (departmental) investigations.

Special Provisions for Criminal Liability
The article deals with some peculiarities of carrying out of criminal
proceedings for special categories of persons that are listed in Part 1 Article 447 of
the R.F. Criminal Procedure Code. The article gives the notion of a procedural
immunity. Criminal Procedure Law and other acts that give separate categories of
persons some additional procedural guarantees, making criminal liability a more
complex process for them, are analyzed. The author draws a conclusion on a
necessary reducing of a category of persons that enjoy procedural immunity and on
unification of legal norms that constitute this legal institution.

On Some Issues of Retrieval of Debtors in the Framework of Executive
Proceedings
The article is devoted to one of the points of a retrieval that is executed by
the Ministry of Internal Affairs bodies and by bailiffs of the Federal Service of
Bailiffs of Russia. The article depicts the issues of cooperation of the interested
services and offices engaged in retrieval of debtors. The best practice of some
regions in organization of this kind of work is presented, as well as the role of the
Prosecution Service of the Russian Federation. Some proposals on modernization
of retrieval of the indicated category of citizens are given.

Constitutional Legal Liability as a Formal Juridical Category
The article examines the issues of a notion and essence of a constitutional
legal liability. Basing on the analysis of the existing theories of a constitutional
liability, a prevalent methodological error is found, and to the author’s view this

error leads to some further erroneous conclusions in research works. The author
proposes a method of solving this problem using a formal juridical approach in
studying of constitutional legal liability.

The article examines the issues of prosecutorial supervision over adherence
to the law on counteracting against extremist activity. Special attention is given to
the analysis of the state of legality in the sphere of counteracting against extremist
activity. The proposals aimed at raising the effectiveness of a prosecutor’s activity
in counteracting extremist deeds are made.
