Neustar UltraDNS Infrastructure Summary
The Neustar UltraDNS system and network architecture
A. UltraDNS architecture is comprised of three different levels:
• System level - multiple separate, yet related meshes of servers that have a primary-and-secondary or master-
and-slave relationship.
• Mesh level - multiple nodes that have identical data sets, which are synchronized via replication over the
wide area network.
• Node level - system components, co-located at the same network point of presence and functioning together
to provide the DNS protocol service.

B. UltraDNS data model
The UltraDNS node is designed around a data model maintained within a commercial database. The data
model contains information about principal objects managed by the system (e.g., users, DNS zones, and
resource records) and additional information required to control processes operating on the data (e.g., service
configuration parameters and ACL info). Various functionalities of the UltraDNS system are provided by
numerous disparate processes, which primarily serve as a conduit between the database and end-user
requests.

C. UltraDNS name servers
UltraDNS name servers answer Internet protocol DNS queries based on authoritative DNS data maintained in
the database. One major Neustar UltraDNS innovation was the ability to make an authoritative DNS server that
was capable of answering DNS from a database-reliant system at a speed comparable to that of a memory-
resident system, such as BIND. Neustar UltraDNS uses network deployment and routing control to allow the
scalability of such a system by linear addition of hardware to meet load requirements along with DNS-specific
caching algorithms and associated cache invalidation mechanisms. With this configuration, the UltraDNS
system has confirmed load capacity one order of magnitude above the combined load of all existing TLDs.

D. UltraDNS nodes
Each node is designed to provide both security and scalability for the UltraDNS network. By using dedicated
hardware, UltraDNS partitions each major part of the network to function independently, thereby ensuring
access control to each point, as well as growth capability. Hardware can be transparently added to an existing
node without affecting service to that node. In this case, once a new device is added, it immediately begins
announcing Anycast addresses and is included in the pool of servers available to answer queries within that
node. If a server were to fail, it would immediately stop announcing Anycast addresses and queries would be
answered by the next functioning server in that node.

E. Software
UltraDNS has developed a non-BIND proprietary code built from the ground up. In 2004, the code base
underwent an extensive third-party security audit which found no vulnerabilities that could be abused
remotely to acquire restricted privileges or cause failure of directory-resolution capabilities on the UltraDNS
system. In addition to supporting standard DNS specifications and RFCs, there are numerous features and
enhancements that have been incorporated into the UltraDNS system to ensure robustness, security, and
redundancy well above what is capable with legacy DNS server implementations.

F. Border Gateway Protocol (BGP)
UltraDNS has incorporated BGP announcement generating code directly into the UltraDNS DNS resolver. This
allows for name servers or complete nodes to be removed from the pool of active systems upon the detection
of anomalous data, or the failure of any key element of that name server or node. Should the entire node fail,
BGP announcements for that node are withdrawn and queries automatically routed only to operational nodes.
The code is fully compliant with the following RFCs: 2453, 2080, 2328, 2460, 2373, 2463, 2464, 2236, 1812, and
1771.

Anycast Implementation
A. DNS Infrastructure
The primary mechanism for addressing and route announcements pioneered and used by UltraDNS is known as
Anycast. This technique involves the announcement of the same IP addresses by multiple nodes at the same
time. The result is a DNS infrastructure that has the highest level of performance and lowest level of latency
and packet loss possible, while providing the ability to increase the number of available name servers globally
during times of need (DDoS attacks, etc) without modifications by users or networks external to UltraDNS.

By injecting a BGP route from each node, the system leverages IP routing to deliver user queries to a
topologically nearby node. This results in:
• A reduction of network latency for DNS transactions compared to “standard” DNS services deployments.
• A reduction in the number of queries that are routed to distant servers, thereby reducing the likelihood of
encountering congested routers.
• A resulting reduction in the number of dropped query packets that cause DNS timeouts/retries.
• Improved end-user performance and reliability.

The UltraDNS mechanism has been adopted by most major root/TLD operators as a “Best Current Practice.”

Diverse network connectivity is deployed within the UltraDNS network. Primary connectivity is provided by
international network providers: Verizon, NTT/Verio, Global Crossing and Level 3. Each node is multi-homed
with 100 Mbps (Fast Ethernet) connections from each provider. For robustness and redundancy, a carefully
architected matrix of network announcements is used to ensure that minor and catastrophic failures of any
elements within the UltraDNS network does not result in resolution failures for end users. Neustar has also
implemented additional connections at most nodes to local public-switched peering fabrics. The company
employs a liberal peering policy, and over 50 networks are peered directly with UltraDNS at one or more
locations, using these public peering facilities.

B. Global Anycast network
Added reliability is achieved by announcing up to six global IP addresses from each device in the UltraDNS TLD
server network infrastructure. This provides additional redundancy in the face of network routing problems
that can be caused by third parties. In the unlikely event that one or more IP addresses become unreachable,
queries from users are able to failover to an alternate global IP address. The fundamental design creates thirty-
two unique combinations of IP addresses, network providers, and physical node locations. Even in the event of
the catastrophic failure of a provider’s entire network backbone, physical location or region, queries from any
location in the world continue to have a functional set of address/route/location options. In any Internet
region, no more than two IP addresses of the six that are announced result in packets reaching the same node
over the same path. And no more than three IP addresses of the six that are announced result in packets
reaching the same physical location irrespective of what networks were traversed.

DDoS mitigation platform — The DNS Shield
Neustar has devoted significant resources in research and development to thwart Distributed Denial of Service
(DDoS) attacks and improve both the security and reliability of the Internet’s critical DNS infrastructure. The
success of UltraDNS in defending itself from DDoS attacks in Q4 of 2002 prompted an evaluation of
preparedness for more complex DDoS attacks in the future. As the results of forensic diagnostics were applied
to advanced simulation models for projecting evolution of attack scenarios, the concept of an out-of-band
signaling network for DNS was identified as the most secure defense against the next progression of DDoS
attacks.

In late 2002, following a 1-hour DDoS attack against the root a server, an attack was launched against the
UltraDNS TLD server network. The attack was of such intensity that UltraDNS upstream providers were
themselves forced to apply mitigation steps to stabilize their own networks. During this 48-hour attack,
UltraDNS was able to maintain operations without end-user impact. This was largely due to the relatively
unsophisticated attack tools used. Studies have shown that a carefully crafted DDoS attack with sophisticated
attack tools could create a situation where normal mitigation efforts could fall short. As a result, a process of
laboratory simulations was begun to test the effectiveness of a probable solution. The testing indicated that in
the most advanced implementations, at up to approximately 1 Gb/s of sustained attack traffic, the solution
would be effective. However, above that level, the solution would begin to fail because of the physical
limitations of router and server interfaces, which would be overrun. In late 2003, the evolution of Trojan
armies, or "botnets" reached the point that attacks greater than 1Gb+ became relatively simple to mount, and
likely to be used. However, until mid-2004, the "perfect DNS DDoS" attack was still theoretical. In June of
2004, a four-hour attack against the DNS systems of Akamai effectively shut down its service despite a
significant deployment of DNS, security, and network assets well in excess of the 1Gb threshold. Forensic
analysis indicated that the attack closely matched the profile of the UltraDNS identified “perfect DNS DDoS”
and, as predicted by company engineers, it was unstoppable. Since it became clear that even some of the
world's largest DNS networks can be taken down by an array of botnets, a stronger, more resilient solution had
to be created - the "DNS Shield." As a result of the laboratory simulations, an UltraDNS extension to the initial
mitigation solution had already developed, moving to the development of a private-network alternative to the
original approach. Since there is currently no commercially available or practical method of filtering or
processing the “Perfect DNS DDoS” packet, the UltraDNS solution sought to provide a mechanism that met the
primary objective of an authoritative DNS system while under a severe attack – that of enabling recursive
servers to continue to resolve queries normally for the bulk of Internet users.

Neustar UltraDNS has achieved this objective by identifying the largest sources of legitimate DNS queries for
the zones that UltraDNS is authoritative for, and then deploying complete and self-contained authoritative
UltraDNS Nodes onto local segments that contain these “Trusted Recursive Servers” via point-to-point Ethernet
circuits. Queries from these Trusted Recursive Servers for the UltraDNS zones are then asked and answered in
a fully isolated and protected environment. This topology provides for unprecedented sub 5-millisecond query
response times within the networks where Local Nodes are installed, while ensuring that only queries from the
Trusted Recursive Servers are able to reach the nodes.

Local nodes are functionally identical to UltraDNS public nodes and include the use of the announced Anycast
IP addressing scheme via BGP as well as protected connectivity to the UltraDNS Replication System to assure
data consistency. Local nodes employ the same operational standards as public nodes so anomalies identified
the same way are handled accordingly. Should local nodes within a Host ISP’s network fail, local routes are
withdrawn and the trusted Recursive Servers automatically follow normal external announcements and paths
to UltraDNS public nodes.

To avoid significant customer service calls and issues, Host ISPs (the ISPs controlling trusted Recursive Servers
that are sources of the queries) protect access to “their” UltraDNS local nodes. When appropriate, they are
also encouraged to permit their customers to access local nodes via their own recursive servers, which are
configured to forward queries for UltraDNS zones to Host ISP trusted Recursive Servers. However, the Host ISP
is fully responsible for making this decision and managing it. Host ISPs must confirm their understanding that if
they have not maintained the integrity of the local isolated network, they will not experience the benefits of
this system during a DDoS attack.

By inviting the largest service providers to connect directly and privately to the UltraDNS directory
infrastructure via the DNS Shield, authoritative DNS information stored by UltraDNS can be assured as being
valid and always available to participating ISP end users. The UltraDNS local node DNS Shield provides DDoS-
resistant DNS resolution to almost 100-million Internet users. This number of protected users is soon expected
to be in excess of 200 million globally. In addition, Neustar has embarked on a project to deploy local nodes at
appropriate locations in emerging countries, with local announcements only. The first of these was formally
agreed to at the ICANN meeting in Cape Town, and is now deployed at the JINX exchange in Johannesburg,
South Africa. Connectivity to the DNS Shield is by invitation only to the largest ISPs and recursive DNS server
operators. Smaller enterprises and lower usage recursive DNS server operators will not have direct access to
the DNS Shield. However, the UltraDNS DNS Shield concept can be extended and such smaller networks can
utilize their upstream service providers in a similar fashion. This forced hierarchy preserves the decentralized
and public nature of the DNS, but introduces a now required level of security, authentication and responsibility
into the entire model to maintain DNS stability.

Global Presence
Neustar UltraDNS maintains a mesh of sixteen globally synchronized DNS server systems. These systems are
multi-homed at all locations and are publicly and privately peered. Advanced replication ensures that data is
replicated between and within all nodes. UltraDNS Servers are located in:

DDOS Detection Capabilities
Neustar uses a combination of several COTS tools and custom-built proprietary technology to detect and alert
on DNS DDOS activity. Our experience has taught us that no one solution is a perfect fit and a layered defense
model is the only chance for success. The DDOS detection and mitigation system in use by Neustar focuses on
the DNS protocol and analyzes areas as broad as bandwidth usage at each Neustar site down to as detailed as
individual packet analysis seeking out possible attack signatures. The systems used in the Neustar DDOS
mitigation system are architected to alert in real time when a variety of thresholds are met or exceeded. Alerts
are sent to the Neustar Network Operations Center (NOC) with future plans to integrate into the Security
Operations Center (SOC). Alerts are classified by priority and certain steps are taken based on each priority
ranging from continued monitoring by the NOC/SOC to standing up a DDOS mitigation team that has
predetermined operating procedures to enact. All monitoring and analysis tools in use by Neustar are in real
time and used in each of the Neustar major node locations (global locations where Neustar serves DNS on
behalf of its clients).


Mitigation Capabilities
As stated above, Neustar’s overall DDOS mitigation platform uses a variety of tools and technology. In some
cases, the tools simply monitor and alert. In other cases, tools used actively take action based on the mitigation
policies and traffic analyzed. It is important to note that because Neustar maintains a significant portion of the
Internet’s DNS resolution, its relationships with upstream providers is a close knit one. When a DDOS attack is
detected, Neustar works closely with its upstream providers to filter traffic. In most cases, Neustar provides
specific attack signatures to the providers to filter against. This allows filtering to take place before ever
reaching the Neustar DNS platform thereby maintaining the highest possible level of service during such
attacks.

Once a DDOS attack is detected, several actions take place in parallel. First, Neustar’s DDOS mitigation
equipment such as our Juniper M120 routers and Arbor Networks devices will actively filter based on policies.
Many preset policies are in place to thwart common attacks. Once a critical alert is received by the NOC, the
DDOS Mitigation team is stood up. If the traffic flows causing the alert are determined to be an attack and the
attack is not currently filtered, the DDOS Mitigation team works to detect traffic anomalies, signatures and
patterns. As these patterns are identified, active filtering is started and upstream providers are notified to
begin filtering. In some cases filtering is done by source network; in others, filtering may be by traffic pattern.

The two most important aspects of Neustar’s DDOS mitigation capabilities are the real-time defensives that are
always analyzing traffic flows and the staff expertise to work through an active attack.


Monitoring/Logging/Reporting/Alerting
Neustar has designed and develop numerous traffic analysis systems both for routine and ad hoc analysis.

Some of the systems include:
1. Query performance monitoring – Monitors the report on the real time query statistics of our system
(including response types and various transport mechanisms) across our different customer bases.
2. Real time performance of our databases and resolvers both from internal locations as well as from a large
amount of remote probes located at various provider and geographic locations.
3. Advanced query deep packet inspection to spot trends in DNS-specific items such as queried for names,
types, classes, as well as source locations and destination customers.
4. Arbor Peakflow – we have deployed the Arbor Peakflow analysis and mitigation platform.
5. We have high speed network taps deployed with dedicated sniffing/analysis machines. These machines run
the tools described above, as well as some off the shelf tools for traffic and DNS query analysis.
Routine analysis is done on items such as:
      Network traffic levels and patterns
      Geographic traffic sources
      DNS query levels and patterns

Tactically, Neustar has developed and deployed systems that provide real time deep packet inspection and
analysis of DNS traffic, providing the ability to spot trends in query types, queried for records etc. Storage of
the data above varies per system, but query performance and statistics log information is stored in an
aggregated format for several years. Real time query data is generally stored for a few days for post-incident
analysis. DDOS signature and other security incident data is archived and stored in a secure location.

Logging – System and software logs are captured per DNS service system and stored both locally and on a
central logging infrastructure. On the local system, the logs are retained on a rolling seven-day basis. The
central log server retains logs on a rolling six-month basis. The logs are monitored for various data, including
DNS service software warnings and errors, and DNS protocol issues. Data is reviewed and analyzed on a daily
basis to spot early indicators of issues, traffic anomalies etc.

System Monitoring - Neustar’s Network Operations Center (NOC) is responsible for monitoring all Neustar
facilities for significant events. The NOC is manned 7x24x365 and uses state-of-the-art network and systems
management tools to verify that all systems, network equipment, applications and data center environmental
components are functioning at peak performance levels. If problems are detected with any component,
standardized troubleshooting, escalation and resolution procedures are immediately called into action to
insure the quickest resolution possible.

Monitoring is used as a means of ensuring the health and stability of our systems, and monitoring tools and
alarms are in place to identify potential problems. Historical and real-time information generated by systems
monitoring tools are displayed in reports and visual interfaces that provide a concise and complete view of
Neustar’s services supported by the IT infrastructure. This enables Neustar to proactively increase operational
control, maximize uptime, and plan capacity to maintain service availability and performance levels.
Performance management practices use systems monitoring to ensure continuous monitoring, track systems
processes, and support the computing infrastructure.

Neustar’s System, Network, Security, and Service Management operational teams, in parallel use the same
tools to monitor the systems and the service for leading indicators of future problems, performance tuning,
capacity management and overall system/service performance reporting.

System level metrics that help us keep track of system level capacity include:
     CPU utilization
     Memory utilization
     Disk utilization
     Disk I/O
     Network I/O

In addition (and more importantly), we monitor application level capacity:
     QPS per resolver
     QPS per database

In addition, application load is reviewed on a weekly basis to keep ahead of capacity needs. Consistent peak
loads (normal traffic) above 50% of capacity triggers a build out of additional resolvers and/or databases. All
Service/System/Software configurations are inspected no less than annually via formal audits. Each specific
system/service is also reviewed by the Neustar Operations Change Management practice at each change
event. To enforce configuration management, Neustar utilizes a configuration management monitoring
solution (Tripwire) to monitor and report on any unauthorized core system changes. All
Service/System/Software configurations are inspected no less than annually via formal audits.

Additionally, Neustar follows a highly structured Incident Management process for tracking and progressing
individual events from identification to closure. This process has been refined over years of experience
delivering industry-critical, carrier-grade solution and enables us to ensure that there is minimal – if any –
service disruption. Our process takes into account a range of service impacting failures that may occur. While
these incidents may manifest in different ways (e.g. via proactive performance monitoring or via automated
server fault alarming) and different skill sets may need to be brought to bear to resolve the different incidents
(data center environmental event, network security events, application equipment event, database event,
network equipment event, Telco event, etc.), the Neustar Incident Management practice ensures that each
incident is appropriately classified and diagnosed so that it can be put on the right resolve and restore path.
Neustar has long been at the forefront of standards development and new DNS technologies. We are very
active in several working groups at the IETF, and several Neustar principles have authored RFCs from fields
such as number portability, SIP, ENUM and DNS.

System Security
Global DNS in recent years has become a higher profile target for risk-related attacks, outages and overall
activity. Whether the risk is a Distributed Denial of Service (DDOS) attack or a cache poisoning attack, more and
more DNS platforms are being compromised each and every day. Neustar takes great strides to both identify
risks as well as take steps to reduce, mitigate or eliminate those risks altogether. The information provided
below outlines some of the risk mitigation techniques Neustar uses in its infrastructure.

Key risks that Neustar mitigates against include:
     DDOS attacks
     Physical compromise
     Customer-affecting outages (redundancy and resiliency)
     Network, system and application security
     Data transfers (mitigated by TSIG)
     Incident identification based on:
         Traffic patterns/analysis
         Logging
         Monitoring
         Unauthorized changes (through change management)
         Incidents (through incident management)
         Industry expertise/leaders

Neustar’s solution provides a state-of-the-art robust DNS solution. Neustar’s global network is dispersed across
six continents with over 100 name servers. This provides increased redundancy, mitigation against attacks, and
accessibility for DNS resolution to the global end user community. Multiple layers of redundancy throughout
the platform ensure uninterrupted operations while supporting short-term traffic demand spikes. Neustar
uses the following renowned network providers at Neustar’s major network nodes:
      Verizon
      NTT Verio
      Global Crossing
      Level 3 Communications
Neustar uses Gigabit Ethernet circuits from all four providers above providing over 32 Gbps of total bandwidth
capabilities worldwide. The throughput and the way in which Neustar staggers announcements over the
various geographic regions and connectivity providers assure that no outage via single provider or geographic
region can affect our DNS resolution. Additionally Neustar spreads the hostnames of its name servers across
multiple top-level domains for increased protection.

Network security and resiliency is useless if the equipment that maintains the infrastructure is not physically
secure. Neustar deploys physical security measures at all of its facilities and collocations. Physical access and
authorization is secured with techniques, such as bio-scan controlled data center access, CCTV monitoring
(with digital recording), and motion detection alarms.
All facilities must meet Neustar’s stringent guidelines in order to house our equipment. Proper power, auxiliary
power, fire suppression, and climate controls are all key factors when deciding on Node locations. Neustar
currently maintains equipment in over 30 sites worldwide. The following characteristics detail two Neustar
operated centers, which provide a basis for the others that make up the Neustar network.
Neustar operated centers have the following characteristics:

       Supported by 800KVA UPS and battery backup system
       Diesel generator supports entire Operations building in the event of power loss (includes data center,
        NOC, Help Desk and office space)
       Generator full load failover test performed weekly
       Annual data center maintenance (cleaning, UPS servicing, generator servicing, etc)

Most other data centers (including the ones hosting the UltraDNS Directory Services Platform) are housed in
hardened Tier1 Co-location provider facilities. Utilizing Tier1 providers for data center hosting provides the
solution both performance (proximity to IXP and thus major service provider networks) and reliability
advantages. The reliability afforded by these facilities includes:
         Multiple local access routes into facility
         Multiple local access providers Redundant UPS
         Multiple diesel generators
         Redundant HVAC
         Diverse power feeds

Network layer – network access and authorization is secured by perimeter protection utilizing a combination
of network and security technology such as a stateful inspection firewall with IPS and IDS capabilities. The
firewall rules are very strict, allowing only essential traffic through.

System layer – system access and authorization is secured by:
     System hardening as per best practices such as:
                o removal of unnecessary services and files
                o file permission restrictions
                o host based firewall
        OS integrity checking software- The core systems are protected against tampering by an
           application that monitors for unauthorized change.

Application Layer – application access and authorization is secured with user login IDs, passwords, discrete role
based access to information, and encryption (SSL/TLS, etc).

Neustar and DNSSEC
While Neustar has been very intimate with DNSSEC technology for the past several years, our implementation
and roll-out plans are governed by our customers’ business drivers. As such, while DNSSEC has been prevalent
within the IETF engineering community for quite a few years, it is only now that DNSSEC is beginning to be
deployed and Neustar is timing its deployment of DNSSEC to be in line with the rest of the market.

In terms of our current position, Neustar recently signed our TLD Registry which supports .US and .BIZ. While
this approach allows Neustar to support signed zones, we have not yet extended this capability to non-TLD
zones (i.e., SLD networks). We plan to begin testing with several designated .US delegated networks in the first
half of 2010.

The Neustar UltraDNS network is our flagship platform. This network is where our critical enterprise and
government accounts currently reside. It is also where we have enabled our more advanced capabilities, such
as Traffic Services. PBGC is currently on this network.

For enterprise customers, Neustar will offer DNSSEC configuration through its Managed Services Portal (MSP).
Neustar will manage DNSSEC operations while the organization retains the control.

Secondary DNS services will launch by the end of 2010. Neustar UltraDNS will accept zone transfers of DNSSEC-
signed zone data. The primary DNS server that hosts their zone will sign the zone data then zone transfer it to
UltraDNS. Secondary zones are published to our global network of authoritative DNS servers automatically.
The end user may use whatever standards-based method to sign their zones and zone transfer them. Of
course, if they seek help or recommendations on necessary equipment, Neustar can assist.

Before the end of 2010 Neustar will support full Primary Authoritative DNSSEC features within in the MSP, such
as key management, automated zone signing, automated key rotation and an opt-in service. End user will be
able to select which zones should be protected. Finally, all features will be integrated within our suite of
Managed DNS features such as global load balancing and geographic responses (Traffic Manager and
Sitebacker) by the end of Q1 2011.

Secondary Service for TL Ds
Neustar has been supporting secondary DNS services for two
major ccTLDs since 2009.

Neustar is committed to providing DNSSEC solutions, however there are many factors that will affect the
success of this technology. DNSSEC performance, scalability and serviceability are formidable challenges
currently facing the industry, not to mention that adoption must be done by connectivity providers (i.e., ISPs)
for it to be successful. More will become known as DNSSEC is more widely adopted and deployed. As such,
our targeted roadmap dates referenced above are subject to change and modification.

Finally, for DNSSEC to work for non-TLD customers, a mechanism must exist to transmit “Delegation Signer (DS)
Keys” to their corresponding TLD. At this time, this process has not been defined in the marketplace, but we
expect it will have to be done through your Domain Registrar. As such, we encourage all non-TLD customers to
initiate conversations with their Domain Registrars on how they will support DNSSEC in the future.



Neustar and IPv6
The Neustar UltraDNS platform supports IPv6 from both a DNS and networking perspective. We have several
nodes that are answering queries over IPv6 and all of our resolvers have been updated to support “AAAA”
record types, which are used to provide DNS answers for IPv6 networks.

Neustar UltraDNS Boilerplate and Headquarters Information
