C. Description of Services:

The Continuing Education Services (CES) activity is designed for childcare providers

working towards higher education in the early childhood field. The CES Specialist will assess

educational needs of local childcare providers in Stanly County and introduce the CES

services to all childcare providers employed in licensed homes and centers. The CES

Specialist will meet and advise potential students at child care facilities or other community

settings to help them develop individualized educational plans that identify and address short

and long term educational goals this may also include providing counseling, mentoring and

increasing awareness of educational requirements for Early Childhood Education (ECE)

programs. Staff will analyze teacher education data and develop a plan for reaching facilities

with greatest need in the education area. Priority will be given to childcare providers who are

not currently enrolled in an ECE continuing education program. Informing and educating

childcare providers about the Teacher Education and Compensation Helps (TEACH) and

Education Services Incentive (ESI) programs will be an integral part of this activity. The CES

Specialist will be the liaison between Stanly County Partnership For Children and the local

community colleges and other institutes of higher learning.



The CES Specialist will coordinate trainings for childcare providers. The trainings will be

submitted to the Division of Child Development (DCD) semi-annually via the DCD Annual

Training Form. A professional development brochure about trainings offered will be

published and mailed to all childcare providers listed in the Child Care Services data base.

Activity Title: Continuing Education Services







Childcare providers who are employed in childcare homes or centers, working towards higher

education in Early Childhood, and enrolling in on-line college courses will be eligible for

Success- on-Line which is a component of the CES activity. The Success-on-Line component

will provide computers and printers which will be loaned per semester to centers and homes

that apply and meet the qualifications, as available. The Continuing Education Services

Specialist will mail and/or deliver to all child care providers in Stanly County a Success On

Line application before each new college semester. Priority for acceptance into the program

will be given to childcare homes and centers that have successfully participated in the

program in the past. Directors of childcare facilities participating in the Success Online

activity will sign a contract with SCPC, ensuring childcare providers/students will be allowed

time to use loaned computer equipment to complete online college courses. The application,

contract, an Early Childhood Resource Center (ECRC) membership and facility star license

will be required documentation for this program. The CES Specialist will monitor each

facility that receives the loaned computer equipment monthly to ensure childcare

providers/students are successful with their online college course, the computer equipment is

working properly and providers/students are still enrolled and actively engaged in the college

course. Following the monitoring visit, a monthly allowance of $50.00 will be provided to the

facility (both homes and centers) to offset the cost of the Success-On-Line program. The

monthly allowance will be available for the months of the fall and spring semester (ten

months total). After each college semester, Success Online participants will be required to

mail either a college transcript or grade report proving their course was completed and was

passed.



D. If it is similar to other services in the county please explain how this service will enhance,

expand or work with the service currently offered. This activity is not similar to any other

activities in this county. Components of this activity will not replace higher institutions of

learning advisor/advisee established relationships, but will focus on providers who are

currently not enrolled in an ECE continuing education program.



E. Describe which organizations and agencies have collaborated in the development or delivery

of this service to make it responsive to community need. Collaboration with Child Care

Quality Team (CCQT), past Strategic Planning committee and local community colleges

representatives.

According to data from the Division of Child Development Regulatory System, 39% of children were enrolled in 1-5 star rated child

care centers with at least 4 lead teacher education points during 2006 which is well below the minimum PBIS standard of at least

60% and below the average NC rate of 44%. 57% of children enrolled in 1-5 star rated child care centers with at least 4

administrator education points compared to the PBIS standard of 60%. 45% of children enrolled in 1-5 star rated family child care

homes at least 4 education points which is below the minimum PBIS standard of 60%. Providing computers for online course

enrollment, continuing education counseling for providers not currently enrolled in ECE programs and coordinating professional

development workshops for providers will directly impact the education level of providers in Stanly County.

The Continuing Education Services (CES) activity will be designed to promote provider

education. CES Specialist will assess educational needs of childcare providers in Stanly County

and introduce CES services to all childcare providers employed in licensed homes and centers.

CES will provide individualized short and long term educational plans, counseling, mentoring

and increasing awareness of educational requirements for Early Childhood Education (ECE)

programs. Priority will be given to childcare providers who are not currently enrolled in an ECE

continuing education program. Informing childcare providers about TEACH, the Education

Service Incentive program and Success-On-Line (SOL) will be part of this activity. The CES

Specialist will coordinate and/or deliver professional development classes and trainings. This

activity may provide food and refreshment for meetings and trainings. The SOL program, a

component of CES, will serve eligible childcare providers who are employed in a licensed

childcare home or center and enrolled in on-line ECE course(s). Computers and printers as

available will be loaned per semester to centers and homes that apply and meet the qualifications.

A monthly allowance will be provided for both homes and centers to offset the associated cost

with the SOL program. This will be an in-house activity administered by the CES Specialist and

the Child Care Services Department.
