Program Title: Higher Education Grant Program



Abstract: The Procter & Gamble Fund Higher Education Grant Program has been

established to provide support for efforts of regionally accredited U.S.

colleges and universities that will better prepare students for success in

business. Grants will be provided for specific projects or programs, not

for operating support. Examples of eligible projects include, but are not

limited to, improving curriculum to be at the cutting edge in relevance

and effectiveness; fostering and enabling leadership opportunities and

learning; creating a learning environment that encourages and enhances

innovation and creativity; and strengthening diversity in thought,

participation and ongoing interaction.



Internal Deadline: August 24, 2009 (Deadline by which a maximum of a three page abstract

of the proposal and one page budget must be submitted to ORC.)



External Deadline: September 30, 2009



Institutional Limit: There is a limit of two applications per discipline (for example, two

applications from the College of Business, two applications from the

College of Engineering). For example, P&G will accept an application

from a professor of mechanical engineering and an application from a

professor of chemical engineering from the same college/university.

(internal deadline for submission) in the Office of Research &

Commercialization (ORC). Hard copies may be sent to the Office of

Research & Commercialization, Research Park – University Towers,

12201 Research Parkway, Suite 501, Orlando, FL 32826.

ORC Guidelines for Limited Submission Funding Opportunities



Limited submission funding opportunities occur when a sponsoring agency restricts the number of

applications/proposals that can be submitted by an individual university or institution. When this happens,

the Office of Research and Commercialization (ORC) has established the following process for selecting

the proposal (or proposals) that will be submitted to the agency.



Limited Submission Review Process:



Step 1: ORC will send out limited submission announcements published by the sponsoring agency as soon

as the announcement is available.



Step 2: Faculty members (PIs) will have a week from the date the limited submission announcement is

distributed, to send only the title and topic of their proposal and a list of possible external and internal

collaborators. This deadline is optional, but it will help ORC find volunteer reviewers and expedite the

internal competition process.



Step 3: An internal deadline will be established for interested faculty members to submit a pre-proposal to

ORC. The pre-proposals are used by ORC to determine who will be selected to submit a full proposal on

behalf of UCF.



Step 4: ORC will review all proposals received by the internal deadline to make sure that all ORC internal

guidelines such as budget requirements and maximum pages limit have been met. In addition, National

Science Foundation (NSF) proposals will need to include broader impact, intellectual merit, and

transformational aspect statements in their submission. The PI will be notified to send any missing

information within three days. All proposals that do not meet these criteria after the three day period has

expired will be rejected.



Step 5: ORC will form a review committee whose members have expertise in the RFP’s subject area as

well as experience in grant submission. Throughout this process, the names of the reviewers will not be

revealed.



Step 6: The Vice President for Research reviews the recommendations of the review committee and

makes the final decision. A congratulatory email will be sent to the faculty of the selected proposal(s)

instructing them to proceed with a full submission to the agency.



Step 7: PIs that do not get selected to go forward with full submission will be requested to contact the

ORC Research Development Associate, to revamp their proposal and seek alternate funding. At this

meeting, the PI will be able to get feedback on why their proposal was declined.



Step 8: If a PI that is selected to submit a full proposal cannot go ahead with submission to the agency, the

PI will be required to contact the ORC Limited Submission Coordinator immediately, so that ORC can

offer this opportunity to another interested faculty member.



Please note that if the proposal is not submitted to the sponsoring agency via the Office of Research &

Commercialization at UCF, the proposal will be considered invalid by the sponsoring agency.

Limited Submission Letter of Intent/Preliminary Proposal Format:



If ORC requires a letter of intent submission, a one page summary of the project description can be

submitted. (You can just send our office a copy of the letter of intent that is being submitted to the agency.)



Limited Submission Full Proposal Format:



Full proposals for internal review will include:

(1) A maximum of a three page project description and a one page budget that reflects the entire total

project period.

(2) Requests for matching funds or any exceptions to campus policies must be identified at this stage of the

process and included in the budget page.

(3) All NSF proposals are required to include a separate section stating what the “broader impact,”

“intellectual merit,” and “transformational aspect” of the proposal is.



All applications for limited submission programs should include a cover sheet with the following

It is recommended, not required, that PIs follow the sponsoring agency’s guidelines for proposal formatting

in regard to font, size and other formatting requirements when submitting the internal proposal to ORC.
