Professional Development Agenda 2006-2007
The Professional Development Agenda 2006-2007 provides information on professional development programs for the
upcoming year which are centrally coordinated and funded. The Professional Development Agenda 2006-2007 is now
available on the Professional Development website, and is currently being distributed.
Public Sector Management (PSM) Scholarships
The Professional Development Branch is seeking expressions of interest (EOI) from people wishing to apply for a
scholarship for the Public Sector Management (PSM) program commencing in early 2007. These scholarships are
valued at $6,750 plus some travel and accommodation expenses if required.
There are to be 10 scholarships offered under this initiative, three of which will be for school leaders (principals, deputy
principals) and seven scholarships for AO5-AO8 (or equivalent) officers employed under Public Service Award (public
servants). Please note these scholarships are not available to teachers.
The PSM program is a joint venture involving Commonwealth, State and Territory Governments based on a post
graduate (graduate certificate level) university program. The emphasis of the program is to build practical skills in
leadership, service delivery, community consultation and human resources over an 18 month period. For more detail on
content, locations and learning objectives visit the PSM Program website.
Eligible officers wishing to apply for a scholarship need to complete the appropriate application form and forward 3
copies to the Professional Development Branch, Department of Education, Training and the Arts , PO Box
15033, Brisbane City East, Qld, 4002. Closing dates for applications is 31 October 2006.
All applications received will be assessed through a panel process, after which offers will be made to successful
applicants. Applicants offered funding through this process would then be required to complete an application for entry
into the PSM program available from the PSM website in order to actually enrol in the program. If you have any

Teaching Scholarships for 2007
Applications are now being accepted for teaching scholarships for 2007. Up to twenty-two teaching scholarships are
now available through the Pearl Duncan and the Bid O'Sullivan Teaching Scholarships programs for applicants of
Aboriginal and/or Torres Strait Islander heritage or who live in “rural/remote” locations. Guidelines and application forms
are available here.
Should you be aware of a student or staff member wishing to undertake an education course commencing in 2007 in a
recognised Queensland university and who would meet the eligibility criteria, please ensure they have the necessary
information to consider applying. Applications close 16 October 2006.

TJ Ryan Memorial Medal and Scholarships
Nominations open for the 2007 TJ Ryan Memorial Medal on Monday 9 October 2006 and close on Thursday 30
November 2006. Honouring Thomas Joseph Ryan, Queensland Premier from 1915 to 1919 and an outstanding leader
of his time, the TJ Ryan Memorial Medal and Scholarships are awarded annually to Year 12 graduates who achieve
academic excellence and demonstrate leadership in their schools and communities.
All secondary schools are invited to nominate one outstanding student for one of the ten scholarships, valued at $10,000
over five years, to assist with tertiary studies at any recognised university in Australia. A presentation ceremony will be
held at Parliament House in March 2007.

Secondary Pre-service Placements
Secondary schools in the south-east corner have supported the placement of the many pre-service teachers who are in
the state’s universities. Universities have indicated they have been able to place pre-service teachers successfully. For

Financial Literacy for Staff
At a state level, the planned rollout of professional development for all Education Queensland employees on their
personal financial literacy needs will begin early in 2007.
At the national level, thank you to those who attended the sessions held by the National Financial Literacy Foundation in
Townsville, Gladstone, and Brisbane. The national agenda, which has a focus on personal knowledge as well as how
financial literacy can be integrated into the curriculum, will roll out in 2007 and onwards. For more information, please

Indigenous Education Leadership Institute
The Challenging Mindsets Tour consists of forums and seminars telling the story of how we can effect change for
Indigenous students and motivate school, community leaders and teachers to take positive action.

Smart Classrooms
Apply today to join an ICT action learning project. The Smart Classrooms strategy features a range of initiatives that
can help teachers upgrade their skills, knowledge and abilities in making information and communications technology
(ICT) integral to learning by undertaking action learning projects. The call for applications to join three of these initiatives
is now open.
Through Teacher ICT Pacesetters, grants of up to $7500 per school will help realise innovative ways of using ICT for
teaching and learning in Mathematics and English, and for re-engaging students.
The ICT for Every Student initiative provides grants of up to $7500 per school for school projects that enhance the
access, participation and outcomes of students who currently experience barriers to using ICT in their daily learning or to
participating in ICT-based subjects.
As part of the Discovering New Technologies (Smart Teaching) initiative, selected teachers, advisory visiting
teachers, deputy principals and principals will access and investigate the education potential of MP3 players with photo
displaying capabilities or digital video cameras, including accessories.

Communication and Conflict Management Skills Training
The Department of Justice and Attorney-General’s Dispute Resolution Branch (DRB) has over 15-years experience in
delivering communication and conflict management training across Queensland. Their trainers draw on a variety of
experience including teaching in regional and city schools.
The DRB offer a range of training courses in Managing Workplace Conflict, Facilitating Effective Groups and Mediation
Skills. Public courses are currently scheduled for city and regional centres across Queensland.
The DRB can also tailor specific training programs suitable for employees across all levels of DETA, anywhere in
Queensland. These courses are suited to employees experiencing conflict, and in need of immediate assistance in
workplace communications. Workplace-specific training programs can also be developed to build on existing
communication skills of staff to help prevent future conflict arising.

The 2006 Australian Women & Leadership Forums
The Leadership Toolkit and The Leadership Journey are both all-day seminars designed to support the leadership
challenges of current and aspiring leaders. The two seminars are highly complementary. While The Leadership Toolkit
addresses tools and strategies to help realise one’s goals, The Leadership Journey focuses on mapping and planning
one’s leadership objectives.

Get Active Queensland Accreditation Program
This program provides teachers, teacher aides, school sport volunteers and tertiary and senior school students

Canoe Instructor Courses
Queensland Canoeing Inc. is commencing the next round of Canoe and Kayak Guide and Instructor courses in the
Brisbane area. Courses conducted under VET with Certificates and Statement of Attainment issued against the Outdoor
Recreation Package on successful completion of the unit requirements.
One day recertification workshops for out-of-date canoe and kayak instructors will also be run on the following dates:
Kingaroy, Monday 23 October and Brisbane, Saturday 18 November.
A Canoe Lifeguard course will be run in Goondiwindi on the 25th & 26th November 2006. Canoe Lifeguard is a
limited qualification and allows the recipient to conduct stationary Canoe Programs and is generally used as an
intermediate stage to Level 1 Canoe Instructor. Conducted under VET with Certificates and Statement of Attainment
issued against the Outdoor Industry Recreation Package on successful completion.

Staff College, Inclusive Education
Link Up 2006
Session Five – How well did the assessment task do what we wanted it to do? This session will be held on
Wednesday 25 October from 4.30 to 6.00pm. These sessions give participants the opportunity to explore the elements
of design that tell us what we most need to know.
The last Link Up Session for 2006 will be on 22 November, and is titled So what? … How do we use what we’ve
learned from assessment? These sessions are presented live from Cavendish Road State High School to 24 sites

Professional Development Pathways for Teachers and School Leaders
The Department has worked with nine Queensland universities to develop a state-wide approach for staff to gain tertiary
credit for professional development in a variety of postgraduate qualifications.

Through the Professional Development Pathways initiative, staff can gain a voucher for tertiary credit following
completion of an approved professional development course and assessment task. Participants can choose whether or
not to proceed with the assessment task.

Supportive School Leadership Program – Principal Connect
Principal Connect is a service for principals developed through the Supportive School Leadership program with a focus
on establishing a supportive school climate for Education Queensland schools. This service is an outcome of a three-
day residential program for 36 experienced principals held in Brisbane in August 2006.
Principal Connect recognises the complex role of principals and has been established to:
provide a principal to principal state-wide support service;
provide practical assistance in a confidential environment; and
complement existing support systems for principals.
It will enable acting, beginning and developing principals access to “just-in-time” advice and support from experienced
and high performing school leaders.
While the service has been established to support principals, there is not an expectation that the 36 principals providing
the service will provide professional counselling, mediation or legal assistance, nor is it related to recruitment and
selection of principals or performance and review processes.
Principal Connect has been established by the 36 principals in partnership with the Principals’ Associations (QSPA,
QASSP, QSP-10/12SAA and ASEAQ) the Queensland Teachers’ Union and the Department of Education, Training and
the Arts. This team with their wide range of experience and skills is now available for you to contact.

“Creating Connections” professional development program
The Creating Connections breakfast seminar series have outlined a new approach to linking mental health and drug
education in Queensland schools. School Leaders, including Heads of Curriculum, are invited to attend the final
breakfast seminar, which has been part of a combined initiative between MindMatters and the Queensland School Drug
Education Strategy.
The final breakfast seminar will be at the Gold Coast on Friday 17 November at 8.30am, at the Southport Sharks AFL
Club, Southport.
The next phase of the Creating Connections professional development program offers one-day workshops for teaching

staff. The first one-day workshop will be held in Rockhampton on Tuesday 17 October. The workshop has been
designed to provide primary and secondary teachers, HODs, heads of curriculum and administrators with an
understanding of how to implement programs and policies that address drug education and mental health promotion
within a whole-school approach.

Stronger Smarter Principals Leadership Program #2

This program is for principals (and aspiring leaders) of schools serving Indigenous communities throughout Australia.
The course emphasises improving Indigenous student outcomes in urban, regional and remote area schools across
Australia. It focuses on the strategies, systems and approaches that each principal on the program can use to lead
people and processes in their school communities.

Project Management for Middle Managers
After the very successful Middle Management/Project Management program in 2006 the Professional Development

This program is at a post-graduate level of study and available to AO5-AO8 officers. It will offer participants high-level
skills in project management and also meet the international standards of the Project Management Body of Knowledge
(PMBoK).
The learning objectives of the program are:
Participants will be better able to undertake the management of significant programs and projects using best
practice principles and tools.
Participants will be better able to deliver on the Department’s significant reform agenda through improved project
management skills and knowledge.
Business units will have increased levels of practical skills and knowledge.

Public Service Training
A new panel of providers is now available for those public servants eligible under EB 4 to undertake government
qualifications, ranging from Certificate III to Advanced Diploma. These entitlements relate to AO2 - AO4 and OO2 - OO6
employees, excluding teacher aides and cleaners who are covered by their own EB agreements.
Until now we have not had providers for the Advanced Diploma of Government, so this is particularly exciting for
AO4/006 officers who wish to gain the qualification that will help them gain a pay increase under EB 4 arrangements.
In choosing a provider from the list, consideration will need to be given to a range of issues including:
your preferred learning style
range of electives offered
mode of delivery e.g. on-line, distance, face-to-face, blended delivery
cost of course – this will vary depending on the service provided
how assessments are undertaken
services and support offered.

Rural and Remote Paid Internships
Twelve fourth-year pre-service teachers have been placed in six rural and/or remote schools as paid interns. This pilot is
aimed at encouraging quality graduates to take up places in Queensland’s rural and remote schools. Schools which will
receive these interns are: Wandoan State School, Springsure State School, Surat State School, Proston State School,
Calen District College, and Richmond State School. The evaluation of this pilot will inform an extension of this project in

Professional Framework for Public Sector Employees
This framework describes the capabilities that all public sector employees need to deliver quality outcomes and is an
excellent reference point for individual staff and their supervisors when making decisions about appropriate professional
development.
Individuals and teams within the Department will be able to use the framework to identify professional development to
support career planning, performance development, transitioning to a new role or leaving the Department’s workforce.
