5. Members Present:

   Judy Blankenship, Chair, Public Services and Safety Committee
   Jim Ellis, Public and Safety Services Committee
   Jan Vargo, Public Services and Safety Committee (Arrived at 5:40 PM)
   Tyler Starline, Public Services and Safety Committee
   David Wilson, Councilmember
   Mark Campbell, Councilmember

6. Guests Present:

   City Staff Present: Bob Maimone, Eileen Bensen, Don Jones, and Tony
   Rodgers.

   Others Present: Cory Frolik and Nancy Robre.

7. Approval of Minutes

   The following minutes were approved unanimously at the beginning of
   this meeting:

       March 2, 2010

   There were no changes or corrections to these minutes as submitted.

8. Topics of Discussion:
      Cat Contract – Animal Resource Center
      Executive Session – Possible Acquisition of Real Estate Property –
        Fire Division

9. Recommendations / Actions:

  Mrs. Blankenship convened the Public Services and Safety Committee
  meeting at 5:30 PM.

  Cat Contract – Animal Resource Center

  Tony Rodgers presented the Public Services and Safety Committee with
  background information on the City’s existing cat control contract with
  the Montgomery County Animal Resource Center in the absence of
  Emily Haney (see attached). The City has nearly expended all of the
  appropriations of $10,000 in the current 2010 budget for this contract.
  The committee had a lengthy discussion of cat control issues in general
  and expressed frustration that there are no simple or effective solutions to
  address the cat issues. Jan Vargo indicated that she opposes any
  additional funding for this contract and suggested that the public would
  have to share in the burden of the costs to address this ongoing issue.
  There was also a discussion of the Dayton Humane Society’s “Trap,
  Spay/Neuter and Release” program that has been implemented in
  Englewood, Ohio. This may be an option for the City, but the City
  should probably examine Englewood's experience this year and
  determine at the end of this year if it is a viable option for 2011. This
  program would require some changes in the City's ordinances and
  extensive public education. The Public Services and Safety Committee
  asked that the Humane Society Director, Brian Weltge, be invited to
  speak with the committee at an upcoming meeting in the next few months
  to be arranged by Emily Haney.

  After discussion, the Public Services and Safety Committee agreed by a
  vote of three affirmatives (Mrs. Blankenship, Mr. Starline, and Mr. Ellis)
  and one opposed (Mrs. Vargo) to recommend approval of legislation to
  increase the not to exceed amount by an additional $10,000 for the cat
  control contract with the Montgomery County Animal Resource Center
  and asked that the legislation be placed on the next City Council Meeting
  agenda on June 28, 2010.
  Executive Session – Possible Acquisition of Real Estate Property – Fire
  Division

  Judy Blankenship made a motion to go into Executive Session to discuss
  the possible acquisition of real estate property related to the Fire Division
  at 5:58 PM. Tyler Starline seconded the motion. On a roll call vote of
  the motion, Mrs. Blankenship, Mr. Ellis, Mrs. Vargo and Mr. Starline
  voted yea; none voted nay. The motion passed. The committee went
  into Executive Session at 5:58 PM. The committee adjourned from
  Executive Session at 7:35 PM.

  No actions were taken or decisions made following the Executive Session
  by the Public Services and Safety Committee.

  Other Business

  There was no other business conducted at the committee meeting.

10. Adjournment:

  Mrs. Blankenship adjourned the Public Services and Safety Committee
  meeting at 7:35 PM.
